On October 31, 2023, the US Department of Education posted new final form regulations on Financial Responsibility, Administrative Capability, Certification Procedures, Ability-To-Benefit (ATB). This 700-page regulatory package contained a lot of policy changes impacting schools. One of the most significant changes is a provision to eliminate the "150% Rule" for clock hour programs, which would force all clock hour programs in states with minimum required state hours to align their school hours to the state minimum (with no deviation), or risk losing all Title IV financial aid for all students.
