Part Two: Access to Financial and Digital Tools

Women's Economic Empowerment in APEC: An agenda for Post-COVID Recovery is a three-part series co-organized by the National Center for APEC and Comex Peru to identify and share the best practices of companies and governments actively working to drive women's inclusion and address the impacts of COVID-19. The workshops will also look at structural reforms need to reduce the barriers that prevent women from fully participating in their societies as well as policies to advance economic recovery and drive change.

The economic and social impacts of COVID-19 have disproportionately impacted women and highlighted structural weaknesses. To truly build back better, governments need to develop policies and programs that can address these challenges. Improved gender equality has the potential to add $13 trillion to global GDP in 2030. Reaching that potential will require policies developed with a gender lens and implemented through public-private sector collaboration.

Session Two: Access to Financial and Digital Tools

This session will showcase examples of wrap-around services that focus on capacity building, skills building, mentoring, and digital tools; highlight the need for financial institutions to reevaluate their risk assessment tools; and discuss the need for governments to remove structural barriers to equitable access to capital and STEM education.

Director, Social Responsibility and Community Development of Freeport-McMoRan

Tracy has responsibility for leading Freeport-McMoRan’s corporate social responsibility programs, including setting strategic direction for stakeholder engagement, social investment, social risk management and other sustainable development initiatives. She also serves as President of the Freeport-McMoRan Foundation, the primary giving vehicle of the company, which invests in programs that promote educational attainment, economic opportunity, environmental stewardship, and resilience, capacity and leadership development in the company’s areas of operation.

Tracy has led the company’s CSR practice to be recognized for its leadership and innovation, including being named to the Civic 50 list of the most community-minded companies in the U.S., as well as Corporate Responsibility Magazine’s and Forbes 100 Best Corporate Citizens List.

Alison Eskesen is vice president of the Mastercard Center for Inclusive Growth, joining in 2017 to open the Center in Asia Pacific. Alison leads the company’s regional philanthropic initiatives. Alison brings significant industry and global international development experience, having worked at the intersection of development and finance for over 20 years. Prior to Mastercard, Alison was part of the inaugural team that launched Grow Asia, a multi-stakeholder agriculture partnership catalyzed by the World Economic Forum and the ASEAN Secretariat. Alison has also worked in impact investing and spent the majority of her career at the U.S. Agency for International Development (USAID), where she mobilized $2.8 billion in domestic private capital for local development projects. Alison is an Advisory Board member for the Aspen Development Network Enterprises (ANDE) Southeast Asia chapter and on the Advisory Committee for the ANDE Gender Equality Action Lab. She also is a member of Business for Social Responsibility’s Catalyst, an apparel and manufacturing industry steering committee for HERfinance. Alison holds a MA from Columbia University and a BA from Colgate University. She was also a Fulbright Scholar in Paraguay.

Lauren Scott is a Senior Advisor in the Women's Economic Empowerment Unit of the Secretary's Office of Global Women's Issues (S/GWI) at the U.S. Department of State. She leads on women's economic empowerment in Africa, and on women's role in trade, labor, agriculture, and environment globally. She currently serves as the U.S. delegate to the Asia Pacific Economic Cooperation (APEC) Policy Partnership on Women and the Economy (PPWE) and supports U.S. efforts in the Organization for Economic Cooperation and Development (OECD) on issues of gender equality and women's economic inclusion. Prior to joining S/GWI, Lauren served as the Trade Officer for Africa in the State Department's Bureau of Economic and Business Affairs and as an International Economist at the U.S. Department of Commerce, in addition to previous work as a consultant in Washington, DC, focused on econometric analysis and program evaluation for domestic federal agencies. Lauren has a Bachelor's Degree in Communication and Business Administration, and Master's Degree in Public and International Affairs, both from the University of Pittsburgh.

Monica Hardy Whaley was named the President of the National Center for APEC in January of 2009. She served as NCAPEC’s Deputy Director at its founding in 1994 and as the Executive Director since November of 2002. Monica is responsible for management of NCAPEC’s policy and administrative staff, membership, fundraising and fiscal management, and serves as the public spokesperson and representative of the National Center for APEC.
Monica holds Bachelor’s degrees in Political Science and French from the University of Santa Clara, and studied in Paris at the Institut d’Etudes Politiques (Sciences Pô). She is an Alternate Member of the U.S. APEC Business Advisory Council (ABAC), Chair of the US-APEC Business Coalition, and a member of the Pacific Council on International Policy.
