Andrew Leung, P.E. is the President of YU & Associates (YU).  As a native of Hong Kong, he earned his BSc. at the University College London in UK and MS at the Univ of Illinois at Urbana Champaign under a UK/US Exchange program. Throughout his 38 years of Geotechnical engineering career, Andrew has been a strong advocate in creating a diverse environment for future leaders.   His extensive and active mentoring involvement has developed many high performers.  He oversees and provides guidance for many CE professionals in the Tri-state area as well as internationally.  These includes professionals from Asia, SE Asia and institutions such as Cooper Union, Univ. of Illinois, and many others.  YU recent projects include the Second Ave Subway, Tappan Zee Bridge as well as the LaGuardia Airport.

Concepcion (“CONNIE”) A. Montoya is a Partner at Hinshaw & Culbertson LLP, a national full-service law firm with offices throughout the United States. Connie is also a member of Hinshaw’s Diversity Committee. Connie’s practice focuses on the areas of employment litigation defense and counseling as well as consumer class action defense. Connie is a founding member and a Past President of the Filipino American Lawyers Association of New York. She is a Board Member of the National Association of Women Lawyers and Co-Chair of its Diversity Committee. Connie is also a member of the Board of Directors of the LGBT Bar Association of Greater New York and a former Co-Chair of the LGBTQ Network of the National Asian Pacific American Bar Association.

Jose Rivera, P.E. has more than 36 years of traffic engineering experience, specializing in planning, design, safety, construction, and operations, in a wide-range of multi-modal facilities including airports, tunnels, bridges, terminals, port facilities, ferries, and rail.
Jose Rivera retired in April of 2018 as Chief Traffic Engineer of the Port Authority of NY & NJ and joined Jacobs in September 2018. During his career of public service at the Port Authority, Jose demonstrated a focused commitment to ensuring that traffic at facilities moved safely and efficiently. Jose is also the New York Chapter Lead for the Jacobs PRISM network. Their mission is to create an environment where everyone feels able and empowered to “bring their whole self to work”, regardless of their sex, gender identity or sexuality. He is also a Fellow of the Institute of Transportation Engineers (ITE) and a Member of the American Society of Civil Engineers (ASCE).

Jennifer Sneed is a Manager for Superstorm Sandy Recovery and Resilience Projects with Capital Programs at NJ TRANSIT. She has over 15 years of public affairs experience. In addition to her transportation work, she freelances in various other industries. Sneed is a former Deputy State Director for the late United States Senator Frank R. Lautenberg. She also served as Senior Director of Communications at the New Jersey Performing Arts Center and as Senior Policy and Communications Advisor for Brick City Development Corporation. She holds a B.A. from Rutgers University in Journalism & Mass Media, Political Science and Communications. Sneed is a member of the Rutgers University Alumni Association Committee on Inclusion and Diversity and is Vice President of the Rutgers School of Communication and Information Alumni Association.

Tiffany-Ann Taylor is the Deputy Director of Freight Programs, Education and Research for the Freight Mobility unit of the New York City Department of Transportation (NYCDOT). Prior to working at NYC DOT, she worked for the New York City Economic Development Corporation on transformative projects that impact passenger transportation throughout New York City. Tiffany has also worked in suburban and regional planning for the Suffolk County Government on Long Island where her primary projects were centered on transportation, open space and economic development. She holds a B.A in Government from The College of William & Mary and a M.S in City & Regional Planning from Pratt Institute. Tiffany is the brainchild of the annual Hindsight Conference and Co-Chair of the American Planning Association's New York Metro Chapter Diversity Committee (APA DivComm).
