Parimal Garg currently serves as Chief Counsel to Governor Philip D. Murphy.
From 2018 to 2020, Parimal served as Deputy Chief Counsel, advising the Governor on a variety of matters affecting his Administration, including legislation, executive orders, litigation, regulations, and public policy issues.
Prior to becoming Deputy Chief Counsel, he served as a Senior Policy Advisor during the 2017 gubernatorial campaign, helping formulate the campaign’s substantive positions. Prior to joining the campaign, he clerked for New Jersey Supreme Court Chief Justice Stuart Rabner. He previously worked as an attorney at Paul, Weiss, Rifkind, Wharton & Garrison LLP in Washington, DC, where his practice focused on antitrust matters, financial investigations, and appellate arguments.
Parimal received his B.A. from Georgetown University, magna cum laude, and J.D. from Harvard Law School, cum laude. He grew up in Lawrenceville, NJ and resides in Jersey City, NJ.
Kevin O’Toole is a founding and managing partner of O’Toole Scrivo, LLC. He has had a long and distinguished career in the New Jersey legislature and is a former New Jersey State Senator.
Mr. O’Toole has a varied practice encompassing toxic torts, environmental law, risk management, class actions, complex litigation, and corporate investigations. He is routinely called upon by Fortune 500 companies to obtain cost-effective, early resolution of complex matters and sought out to provide detailed analyses of sophisticated issues, evaluate case preparation, predict outcomes, and develop strategic risk management planning. He has served as both National Coordinating Counsel for corporate clients and operational leader of multi-jurisdictional litigation teams that have been responsible for trying dozens of high-profile multi-million dollar matters.
In 2017, Mr. O'Toole was appointed as Chairman of the Board of Commissioners of the Port Authority of New York and New Jersey. He is responsible for supervising over $65 billion in assets and the most significant infrastructure project in the country. His unique combination of private and public sector experience provides the firm's clients with unparalleled advice and insight into their matters.

Honorable Bonnie J. Mizdol, A.J.S.C., after 24 years of private practice, was appointed to the Superior Court in February 2006 and assigned to the Family Part. She served as Presiding Judge from 2008 through April 2015. As of May 1, 2015, she was elevated to the position of Assignment Judge of Bergen County. Judge Mizdol chairs the Supreme Court Family Practice Committee; the Judiciary-Surrogates Liaison Committee; and the Post-Pandemic Committee on Resuming Jury Trials. She is the Vice-Chair of the Working Group on COVID-19 Jury Operations and the Working Group on Virtual Court.
Jason E. Foy is committed to the professional and rigorous representation of those accused of crimes at the State and Federal levels in both New York and New Jersey. His in-depth experience includes representing clients charged with felonious crimes such as murder, murder-for-hire, racketeering, aggravated assault, sex crimes, robbery, drug possession and sales, complex narcotics conspiracies, bank fraud, and money laundering. Mr. Foy also has extensive experience in defending clients charged with DWI, simple assault, theft crimes and other misdemeanors or disorderly persons offenses.
Prior to become a founding partner of the criminal defense firm of Foy & Seplowitz, LLC in 2013, Foy founded Foy & Foy, LLC in 2001 with his wife and Harvard educated lawyer, Karla Y. Foy.
Prior to entering private practice, Mr. Foy prosecuted crimes while serving as an Assistant District Attorney with the Bronx District Attorney’s Office. It was while with the Bronx District Attorney’s Office that Foy laid the foundation to become a successful trial lawyer.
Mr. Foy is admitted to the practice of law in the States of New York and New Jersey, the United States District Courts for the Southern and Eastern Districts of New York, the United States District Courts for the District of New Jersey, and the Supreme Court of the United States. Mr. Foy has been named in the New Jersey Super Lawyers publication as a “Super Lawyer” for criminal defense in 2015, 2016, 2017, 2018 and 2020. He has also been named in the (201) Magazine Bergen’s Top Lawyers section.
Mr. Foy is a member of the Bergen County Bar Association (where he currently serves as the President and as co-Chair of the Criminal Practice Committee), the Garden State Bar Association, the Bronx Bar Association, the Association of Criminal Defense Lawyers of New Jersey, the New York Criminal Bar Association, the New York and New Jersey State Bar Associations, and the National Association of Criminal Defense Lawyers. Mr. Foy formerly served a four (4) year appointment by the New Jersey Supreme Court with the Bergen County District IIB Ethics Committee, which investigates and prosecutes ethics complaints against attorneys.
Mr. Foy earned his law degree from the University of Maryland School of Law in Baltimore, Maryland. He earned his B.A. in Political Science from Syracuse University in Syracuse, NY.
Ms. Sutnick is a criminal trial attorney and a partner at the law firm of Sutnick & Sutnick, LLC. She is certified by the State of New Jersey as a Criminal Trial Attorney.
Ms. Sutnick is an officer of the Bergen County Bar Association and currently serves as its President-Elect. After graduating with honors from Boston University, Ms. Sutnick earned her law degree from
the Benjamin N. Cardozo School of Law. Following law school, Ms. Sutnick was employed as a senior trial attorney for the Kings County District Attorney's Office in Brooklyn, New York. During her tenure at the District Attorney’s office, she was a long-standing guest commentator offering her expert insight on Court TV.
Ms. Sutnick is an adjunct professor at Seton Hall Law School and has been a trial skills advisor at the Cardozo School of Law Intensive Trial Advocacy Program.
