In celebration of Women's Month, this information guide outlines initiatives aimed at advancing gender-responsive policies and promoting inclusive governance in the extractive sector.


In response to the increasing recognition of gender, social, and environmental issues in extractive sector governance, the 2023 EITI Standard introduces key provisions promoting gender-sensitive data disclosures and diverse participation in multi-stakeholder groups. Specifically, Requirements 5.2 (Subnational Transfers) and 6.1 (Social Expenditures and Environmental Payments) emphasize how extractive revenues and corporate social expenditures benefit women and marginalized groups, encouraging transparency in local revenue management and fostering inclusive development.


To uphold this commitment, the Philippine Extractive Industries Transparency Initiative (PH-EITI) is collaborating with the Chamber of Mines of the Philippines (COMP) under the theme "Mining Her Own Business: Elevating Women's Voices in Natural Resource Governance." This theme reflects the core objective of Sustainable Development Goals No. 5 Gender Equality and RA 9710 (Magna Carta of Women)—to empower women in mining, promote gender equality, and ensure equitable access to resources and opportunities in the extractive sector.

In line with these principles, PH-EITI is organizing stakeholder engagement activities aimed at advancing gender mainstreaming in extractive governance. These initiatives will provide a strategic framework for integrating gender perspectives into national and local policies, fostering inclusive decision-making, and strengthening the participation of women and underrepresented groups in the sector.


The Philippine government remains steadfast in its commitment to gender equity and responsible resource governance. President Ferdinand R. Marcos Jr., in his address at the 2023 Outstanding Women in Law Enforcement and National Security event, emphasized the need for greater women's representation in governance, security, and other key sectors. Legal frameworks such as RA 7942 (the Philippine Mining Act) and Executive Order 79, Series of 2012, reinforce the government's duty to ensure sustainable mineral resource management while protecting affected communities. Additionally, Executive Order 147, Series of 2013, which established PH-EITI, institutionalizes transparency, accountability, and good governance in the extractive industries. A gender-responsive approach to PH-EITI implementation further strengthens this commitment by ensuring women's voices are represented in decision-making, fostering more inclusive, sustainable, and equitable governance in the extractive sector.
