Please join ITE Met Section for a panel discussion with breakout session on vertical career movement for women's careers in transportation. We will be discussing how our four panelists have "broken the glass ceiling" and risen in their professional and personal lives to become leaders and executives in the transportation field.
Our four panelists include Emily Gallo of HNTB, formerly of NYCDOT; Maxine Hill of VHB; Lynn LaMunyon, Ocean County (N.J.) Traffic Engineer; and Mary K. Murphy, PANYNJ, and former Executive Director of NJTPA. The panel will be moderated by Amir Rizavi of VHB, a former president of ITE Met Section in 2015.

Emily Gallo is the Government Relations Director for the Northeast Division of HNTB Corporation, an infrastructure solutions firm serving public and private owners and contractors. From 2014-2019, Emily served as Chief of Staff at the NYC Department of Transportation, one of the nation’s largest and most diverse municipal transportation agencies, where she assembled and promoted a talented and diverse team. She launched the DOT Future Leaders Program, a highly competitive program to foster the next generation of leaders at DOT. Emily also served as Chief of Staff at the NYC Taxi of Limousine Commission, where she spearheaded the boro taxi program to bring legal taxi service to 6 million New Yorkers living outside the Manhattan Central Business District. Prior to joining the TLC, Emily worked as a transportation policy analyst in the NYC Mayor’s Office. Emily is actively involved in Women’s Transportation Seminar’s Greater New York Chapter, this year serving on the Board of Directors. Emily has a Masters in City Planning from UPENN and a B.A. in American Studies from Yale University
Maxine Hill is the Northeast Region Transportation Market Lead and New York City Managing Director for VHB with over 28 years’ experience in managing major transportation projects in the US and UK. Her experience managing the delivery of complex projects as contractor, owner and designer, utilizing both traditional and alternative delivery procurement methods, has led her to a diverse career in the industry with a focus on delivering innovative solutions for clients and managing multi-disciplinary mega-projects and teams. Maxine has delivered some of the most complex, high-profile projects in the region. With experience on projects, including the $4 billion LGA Central Terminal Building Redevelopment program and the $1.6 billion Moynihan Train Hall Development, she has led some of New York City’s most transformational projects. She is regarded as one of the most well-respected leaders, champions for diversity, and mentors in the industry. She has spoken and published articles on topics including Bias in Engineering, Design-Build strategies, and Project Management best practices. She actively participates in several organizations, including ACEC, WTS, and the ACE Mentoring Board. In addition, she was awarded the ACEC New Principal of the Year in 2019. She received her Master of Engineering from the University of Wales College Cardiff in the UK.
Lynn A. LaMunyon, P.E., PTOE, IMSA II has over 35 years of transportation engineering experience specializing in traffic signal and ITS design, safety, and operations. She has her Bachelor of Science Degree in Civil Engineering from Rutgers University. Lynn is the Immediate Past President of ITSNJ and currently serves as the First Vice President. She is also very active in ITE, serving various roles over the years. Currently, she is the Immediate Past Chair of the Traffic Engineering Council and she served a 3-Year term as the Northeastern District representative on the International Board of Directors for ITE (2008-2010). She was the President of the ITE Metropolitan NY-NJ Section (MET Section) in 2000 and has also served as the Northeastern District Chair (2006). She is the co-author for the Traffic Control Devices chapter of the ITE Traffic Engineering Handbook-6th Edition. She has received both the Ivor S. Wisepart Transportation Engineer of the Year Award (2005), awarded by the ITE MET Section, and the Harvey Boutwell Award (2008), awarded by ITE Northeastern District. In 2016, she was named one of the Best Fifty Women in Business by NJBIZ. After 35 years in the private sector, Lynn has recently taken on the role of Ocean County Traffic Engineer.

Murphy, AICP, PP rejoined the Port Authority of New York & New Jersey in May 2018 and currently serves as the Director of Planning & Regional Development, where she is responsible for leading planning efforts for the agency’s facilities with an emphasis on economic impacts and forecasting, resiliency and emerging technology impacts and interagency coordination. Prior to that, she began her career at the Port Authority in 1983 as a trainee in the Engineering Department, Environmental Unit and later became Manager of Policy and Intergovernmental Liaison. Prior to rejoining the Port Authority, Ms. Murphy spent 10 years working as the Executive Director of the North Jersey Transportation Planning Authority. She previously served as the Deputy Executive Director for Planning and Operations at the NJ Turnpike, where she oversaw Toll, Operations and Maintenance departments along with strategic planning and annual special project budget for the Authority. Before her tenure at the Turnpike, Ms. Murphy was the Director of Planning and Community Development for Union County and was the Manager of Transportation Planning for the Louis Berger Group. Ms. Murphy is a licensed planner in the State of New Jersey. She holds a MS in Community and Regional Planning from the University of Texas and a BS in Environmental Planning and Design from Rutgers University.
Amir Rizavi, P.E. is a leader in the Transportation Engineering industry with a passion for the management and performance of traffic engineering services for planning, infrastructure, design, and development studies. As a Principal and Transportation Systems Director for VHB, he manages and oversees VHB’s transportation services for New York City and NJ. Over the past two decades, Amir, with his dedication, commitment, and innovation has successfully led a wide variety of large-scale public and private sector projects in and around New York City and NJ. Amir is a licensed Professional Engineer and a certified Envision Sustainability Professional, and a frequent speaker and presenter on transportation issues at industry conferences and events. He has received several ITE accolades over the years and was a member of the inaugural Class of LeadershipITE. Amir currently serves as the Chair of ITE’s Consultants Council at the international level and as the Senior Section Director for the ITE Met Section of NY & NJ. He chaired the ITE Met Section Strategic Planning Committee and is currently serving on ITE's (international) Strategic Planning Committee. Amir received his Bachelor of Civil Engineering degree from VJTI, Mumbai (India), and his Master’s degree from the University of Massachusetts Amherst.

Born out of a construction company, the team has spent years on job sites as Field Engineers, Project Managers, Superintendents and Surveyors - they know their way around a job-site and excel at large scale complex construction and infrastructure projects.
Enovate performs construction management services and has a research and technology division to address solutions that don’t currently exist for problems they saw in the field and experienced first hand. The in-house development team focuses on hardware and software solutions for technology applicable to your project and, with the knowledge that each effort is unique, the team operates accordingly. Also taken into account is the teams varied backgrounds which cover different industries allowing for a wider perspective. Additionally, Enovate provides on-site field services such as surveying and monitoring for both traditional and technologically advanced elements of projects.
