https://caas.gov.sgDaniel first joined CAAS in 2004 as an Assistant Manager in the Corporate Affairs Division handling corporate planning and organisational development initiatives such as strategic planning, Balanced Scorecard and Knowledge Management. He transferred to the Air Transport Division in 2007.
In the Air Transport Division, Daniel headed a team responsible for managing Singapore’s aviation relations with countries in Northeast Asia, South Asia, the Middle East and members of the Commonwealth of Independent States.
Appointed Division Head of Aviation Industry Division in 2010, Daniel oversaw the development of new programmes to boost productivity, grow businesses as well as attract and develop manpower for the aviation sector. These included the establishment of the Aviation Development Fund, the rollout of the Air Transport Industry Transformation Map and the implementation of SkillsFuture initiatives in the aviation sector. Daniel also oversaw the Unmanned Aviation Programme Office, which was formed to help shape the development of the unmanned aviation sector in Singapore.
Daniel was appointed Director of the Air Transport Division in 2017. He developed and implemented policies to promote a vibrant and sustainable aviation eco-system and build a competitive air hub for Singapore. Daniel also represented Singapore in various international fora such as the ASEAN Air Transport Working Group and serveed a lead negotiator on bilateral air services matters. Daniel was the lead negotiator for ASEAN for the landmark ASEAN-European Union Comprehensive Air Transport Agreement.
In 2022, Daniel was concurrently appointed as the Chief Sustainability Officer, to develop, implement and review domestic and international climate change targets, policies and strategies across CAAS and the Singapore aviation eco-system.
Daniel assumed the post of Senior Director (Aviation Development Group), overseeing air transport policy, aviation industry policy, airport development and planning, and airport operations and economic regulation, from 1 January 2023.
Daniel received his undergraduate education at Dartmouth College in New Hampshire, USA, where he graduated magna cum laude with a double major in Economics and Government.
