Space ISAC's fifth annual Value of Space Summit (VOSS V), co-hosted by the Aerospace Corporation explores Geopolitical, Economic, and Cybersecurity Impacts on Global Space. VOSS V is an annual forum for Space ISAC, its members and partners. Our summit integrates space, cybersecurity, and threat intelligence sharing and takes a ecosystem approach to collective defense. The technology that brings the world together provides opportunities for threats from both adversarial nations and criminal elements, and has introduced increasingly complex geopolitical, economic, and security concerns on a global scale. Join us for an incredible opportunity to engage with leaders and innovators in the space industry.

The Space, Cyber, ISR (Intelligence, Surveillance, and Reconnaissance) "SCI" Training Day, presented by AMERICAN SYSTEMS, will take place on Tuesday, September 24th, from 7AM – 6PM in "The Lodge" at the Colorado Springs Catalyst Campus for Technology and Innovation (CCTI).

Participation is limited to 100 people and open to the community, includes access to 3.5 hours of SCI-related courses, industry networking, and influential, USG Keynote Fireside Speakers.
Attendees will participate in training specifically tailored to the Space, Cyber, and ISR domains and will include discussions on how these three domains overlap, impact, and rely upon each other.
Featured instructors will showcase their technical proficiency, experience, and knowledge within these domains and may include examples of effective Tactics, Techniques, and Procedures (TTPs) capable of detecting, preventing, or minimizing impacts to these critical domains.
Participation includes a lite networking breakfast, 3.5 hours of SCI-related courses, catered lunch, 2-hours of afternoon Fireside Chats, and a SCI Happy Hour.
Participants will receive a certificate for Continuing Professional Education/Continuing Education Unit (CPE/CEU) credits endorsed by the Information Systems Security Association (ISSA), Colorado Springs Chapter (ISSA-COS).

The Space ISAC's fifth annual Value of Space Summit (VOSS V), co-hosted by the Aerospace Corporation will take place on Wednesday, September 25th from 8AM - 8PM at the University of Colorado Colorado Springs (UCCS) Ent Center for the Arts and Space ISAC Headquarters. Space ISAC will bring together experts to share information, discuss key issues and learn from others operating in the commercial, international, and defense space to address cyber and physical threats.

Space Force

Col Alford is the Director of Space Forces, Twelfth Air Force (Air Forces Southern), Davis-Monthan Air Force Base, Arizona. He is the principal space advisor to the Commander, and is responsible for developing and executing space operations, activities, and investments valued at over $15 million annually in the USSOUTHCOM area of responsibility.

Col Alford is a 2003 graduate of the University of North Texas, where he also earned his commission through the Air Force Reserve Officer Training Corps. He is a career space officer with assignments in missile warning, training, and as an instructor. His experience includes duties at the squadron, group, combatant command and Headquarters Air Force, and Headquarters Space Force levels.

Prior to his current assignment, he was the Vice Commander, Space Delta 4 (DEL 4). There he supported a 1200-person organization, operating three constellations of Overhead Persistent Infrared (OPIR) satellites and two types of Ground-Based Radars (GBRs) performing strategic and theater missile warning, missile defense, battlespace awareness, and technical intelligence missions.

Frank Backes is the Chief Executive Officer at Capella Space. Previously, Mr. Backes served as Senior Vice President for Kratos Space Federal and Commercial Cyber and has spent 30+ years in the satellite launch, command, control, and communications industries. Mr. Backes is a technology pioneer in the systematic and continuous application of cyber security solutions for space systems. Mr. Backes is the former Chief Executive Officer for Braxton Technologies LLC and Braxton Science and Technology Group, LLC, leading manufacturers of launch, command and control software for intelligence, military and commercial applications based in Colorado Springs, CO. He is a space industry thought leader recognized for innovating solutions that expand organizational capability, product portfolios and market presence.

Mr. Backes is a noted industry speaker for innovative technologies and company brands delivering professional-level presentations with extensive tradeshow and large industry event experience. He was recognized with the Ernst & Young Entrepreneur of the Year award in 2009 for achievements in the aerospace industry. Mr. Backes is the founder and president of the Space ISAC and serves on the board of directors for Modern Technology Solutions Inc. (MTSI), and formerly, the advisory board for the University of Colorado Boulder Aerospace Engineering Sciences Department, and the chairman of the Colorado Space Business Roundtable. He received a BSEE in Semiconductor Physics from the University of California at San Diego along with minors in communications/marketing and computer hardware.

Space Force Concept Development SME at USSF

Tyler Bates is the Concepts Subject Matter Expert supporting the United States Space Force (USSF) Concept Development process for the 10th Force Development Squadron (10 FDS) under Space Training and Readiness Command’s Delta 10. He facilitates the initiation of concept proposals and subsequent concept development, validation, and implementation in collaboration with concept stakeholders.

Prior to his current job, Tyler served in the USSF as a Space Operations Officer. In his last assignment, he served as the Deputy Chief of Planning and Integration in the Headquarters Space Operations Command, Resource Management and Special Programs Directorate (S8). In this role, he led the enterprise analysis review identifying program of record resourcing gaps, driving threat-informed fix actions, and recommending senior leader advocacy to ensure new capabilities were fully burdened prior to operational acceptance.

In his spare time, Tyler enjoys writing and publishing informed commentaries and op-eds about military spacepower, space strategy, and future space development. He was also invited to facilitate and participate in the USSF’s Space Futures Workshop series, which sought to examine the many possible futures of space from a national security and defense perspective to offer recommendations for changes to the USSF Force Design and investments in new science and technology areas.

Branch Chief for Space Systems and Services, National Risk Management Center at Cybersecurity and Infrastructure Agency

Chris Cannizzaro leads the Space Systems and Services branch within CISA’s National Risk Management Agency. His branch seeks to identify, assess, and mitigate risk to space systems and from dependencies on space-based services such as GPS, communications, and Earth observations. His branch works across the critical infrastructure, cybersecurity, and space communities to build bridges and share essential information. Before joining CISA, he served as a research staff member at IDA’s Science and Technology Policy Institute and as the Director for Critical Infrastructure at the White House National Security Council. Chris also spent more than a decade at the Department of State’s Office of Space and Advanced Technology, working on a range of emerging technology and space policy issues, including space exploration, space sustainability, and resilience of ground- and space-based assets. Prior to that, he served as a research professor at Tufts University, a postdoctoral associate at MIT, and a Fulbright Scholar at the University of Milan. He has a Ph.D. in Chemical Engineering from the Swiss Federal Institute of Technology (EPFL) in Lausanne, Switzerland.

Senior Engineering Specialist at Aerospace Corporation

Dr. Grant R. Cates is a senior project leader for the Space Architecture Department at The Aerospace Corporation. In this role, Cates leads discrete event simulation analysis capabilities for NASA’s Human Exploration missions, Space Force launch ranges, and other customers. He provides launch probability assessments, forecasts of future launches, optimization of complex multi-launch space missions, and advocates for in-space rescue capabilities.

Cates joined Aerospace in 2014 and developed a model to determine launch range throughput and for forecasting future launches, both domestic and international. He led development of a model that estimated launch probability for the Atlas, Delta, and Falcon launch vehicles.

Cates was a chief scientist at SAIC where he built simulations to analyze human space flight architectures and to estimate the launch probability for NASA's Space Launch System. He held various positions at NASA in the Space Shuttle Program, including payload integration manager, landing convoy commander, flow manager, and flow director for the Columbia space shuttle orbiter. He was a member of the technical committee for the joint NASA/Air Force Source Evaluation Board for the initial Shuttle Processing Contract, served as a board member for the Space Program Operations Contract, was a member of the mishap investigation board that investigated a fire on the space shuttle Endeavour, and led the Jasper, Texas recovery site after the loss of Columbia. Cates was also an Air Force AWACS weapons director. He participated in Red Flag air warfare exercises, controlled F-15s intercepting Soviet bombers, and flew combat support missions during Operation Earnest Will.

Cates is the author, lead author, and coauthor of numerous papers. His peer reviewed journal articles include the “Project Assessment by Simulation Technique” and “The In-Space Rescue Capability Gap.”

Education
Cates has a bachelor’s degree in engineering science from Colorado State University, and a master’s degree and doctorate in industrial engineering from the University of Central Florida.

Awards and Honors
Cates was awarded the National Intelligence Medal of Achievement by the Director of Central Intelligence and the NASA Exceptional Engineering Achievement Medal by the NASA Administrator. His military decorations include the Air Medal, the Armed Forces Expeditionary Medal, the Air Force Commendation Medal, the Air Force Achievement Medal, and the Outstanding Unit Award. Cates has numerous NASA Group Achievement Awards, a NASA Systems Engineering Excellence Award, and a NASA Superior Accomplishment Award for the Fastest Space Shuttle Turnaround Time.

Tom Gillespie serves as Managing Partner on In-Q-Tel’s Investment Team, where he is responsible for
identifying commercial, venture capital-backed technologies that address challenges faced by the
Intelligence Community. He has had a particular focus on commercial space technology and has led
investments in over twenty space technology ventures, including launch vehicles, remote sensing
constellations, space situational awareness, in-space logistics, and satellite componentry investments. In
addition to space deals, he has led IQT investments in the areas of robotics, materials, power sources,
and autonomous systems, as well as several analytics ventures.
Prior to IQT, Tom was a strategy consultant at Booz Allen Hamilton, serving clients in the aerospace,
financial services, and government (national security and defense) sectors. Previously, he co-founded
LaunchFuel, a venture commercialization firm that created, operated, and advised early-stage technology
businesses; Tom also directed numerous business and technology strategy projects with Global 2000
clients for AT&T Solutions. Earlier experience includes positions in international privatization (primarily in
the former Soviet Union) and the United States Congress, where he focused on telecommunications,
space, financial services, and foreign affairs issue areas.
Tom earned a B.A. in Economics from Stanford University, and an M.B.A. in Finance from the Wharton
School of the University of Pennsylvania.

Lori W. Gordon is Systems Director in the Space Enterprise Evolution Directorate at The Aerospace Corporation. In her role, she leads enterprise integration initiatives focused on international competition and collaboration, commercial ventures, and legislative and regulatory frameworks in support of space infrastructure and economic growth, security, and resilience, all in the national interest. At Aerospace since 2018. Gordon is also a partner with Aerospace’s Center for Space Policy and Strategy (CSPS) and leads Aerospace’s engagement with myriad collaborators, including the Space Information Sharing and Analysis Center (Space ISAC) and the National Security Institute (NSI). With more than 20 years of professional experience, Gordon has contributed to the development of national-level strategies, capabilities, and programs across homeland, intelligence, and civil agencies.

Gordon began her career focusing on energy efficiency and renewable energy policy supporting the Department of Energy before expanding her domain expertise across other critical infrastructure sectors, including information and communications technology and the defense industrial base. At The MITRE Corporation from 2005 to 2014 and at a Washington, D.C.-based strategy consultancy from 2014 to 2018, she led critical infrastructure security portfolios working with the government to reduce risk and accelerate adoption of emerging technologies.

Gordon continues to collaborate on policy and technical publications with the Atlantic Council, the National Security Institute, the Cutter Consortium, and other think tanks on cislunar ecosystems; space traffic coordination; in-space servicing, assembly, and manufacturing (ISAM); space safety and sustainability; supply chain; and cybersecurity.

EDUCATION
Gordon earned a bachelor’s degree in geography cum laude from the University of Maryland, College Park, and a master’s degree in public administration from the University of Massachusetts, Amherst. She is a certified Project Management Professional (PMP®).

AWARDS AND HONORS
Gordon has received numerous officer’s awards and special recognition awards, including the Government Technology Services Coalition Citizen of Mission Award for her work in science, technology, engineering, and math (STEM) programming across the interagency.

AFFILIATIONS
Gordon is a visiting fellow at George Mason University’s National Security Institute (NSI), a member of the Project Management Institute (PMI), and is engaged in several other professional societies. She served on the board of the nonprofit Women in Homeland Security (WHS), and as director of the WHS STEM program from 2016 to 2018, bringing the program from a D.C. center of gravity to a national-level program. She is also advisor to standards development organizations (SDOs), including the American National Standards Institute (ANSI) Unmanned Aerial Systems Standards Consortium and the International Organization of Standards’ technical committee #268, Sustainable Cities and Communities. She has also served as advisor to the National Institute for Standards and Technology’s (NIST’s) National Initiative for Cybersecurity Education (NICE) working group on cyber workforce management.

Susanne Hake joined Maxar in October 2023 and serves as the GeneralManager for Maxar Intelligence’s U.S. Government business.
Prior to joining Maxar, Ms. Hake was the Senior Vice President for Strategic Technology Programs at Palantir. At Palantir she established the company's integrated hardware software business, developing new products and expanding into new markets through innovative platform-based technology solutions. She led business development teams across the U.S. government
portfolio including civil, health, defense and intelligence customers.
Prior to Palantir, she worked at Booz Allen Hamilton doing consulting projects across intelligence community agencies. She also worked at the National Security Council in the Office of Near East and North Africa Affairs.
Ms. Hake holds a BA in Political Science from Duke University and an MBA from Georgetown University.

Research Scientist at Space Science Institute

Michael Hartinger is a Research Scientist at Space Science Institute and an Associate Researcher at UCLA. He studies space weather, in particular phenomena occurring in near-Earth space plasma that affect human life and technology. His research traces space weather hazards from “Sun to Mud”, tying together space science, atmospheric science, and geoscience disciplines to understand how space weather leads to a range of hazards: induced currents in submarine telecommunications cables, induced currents in power grids, ionospheric effects on radio communications/GNSS, and upper atmospheric heating that leads to increased satellite drag.

Hartinger is also a member of the National Academies of Science, Medicine, and Engineering (NASEM) Polar Research Board and the NASEM “2024-2033 Decadal Survey for Solar and Space Physics: Panel on the Physics of Magnetospheres”. Through these groups and through several space weather research community initiatives, he has advised on a range of topics, including what measurements and modeling are needed to advance space weather research and improve nowcasts/forecasts. Finally, he is Principal Investigator of an Antarctic ground-based instrument network used to study how variations in the space environment over the Southern Hemisphere affect the Northern Hemisphere, and vice versa. Hartinger received his Ph.D. in Geophysics and Space Physics from UCLA and his B.A. in Physics from Cornell University.

Dr. Gabrielle Hedrick is an Aerospace Engineer at the MITRE Corporation with over 10 years of prior NASA experience in planetary exploration. At MITRE, she focuses her research on traffic coordination, human spaceflight, and cislunar space, including security in cislunar as part of the Space Information Sharing and Analysis Center (Space ISAC). After spearheading its creation, she became chair of its Cislunar Affinity Group that doubles as the Security Working group for the American Institute of Aeronautic and Astronautic (AIAA) Cislunar Ecosystem Task Force. She is currently leading the development of a course series on cislunar challenges and opportunities in partnership with the Space ISAC and AIAA, that include topics such as space weather, space law, and lunar geodesy. She is also an Emergency Medical Technician and firefighter, expertise that she leverages as part of her research on safety of humans in space. She has a master’s degree in mining engineering, for which she spent a year mining gold in the Amazon Rainforest, a master’s degree in Planetary Sciences, focused on long-term planning for the NASA Mars rover Opportunity, and a PhD in Aerospace Engineering with a dissertation centered around terrain-aware path planning for the NASA Mars Sample Return rover.

Ms. Kara Hernández is at International Commercial Analyst at The Aerospace Corporation, where she has a leading role in executing the company’s international commercial strategy as part of the Commercial Space Futures Office’s screening and due diligence offerings to support the United State Space Force, IC, and Civil customers. Prior to joining Aerospace, Kara was the Director of Programs at a boutique consulting firm where she helped clients develop strategic plans and partnership engagement strategies. Kara has also worked on international security and climate initiatives in the Americas at Fundación Arias para la Paz y el Progreso Humano y the Costa Rican Embassy, including projects on small arms trafficking, maritime surveillance of illegal, unreported, and unregulated (IUU) fishing, and using remote sensing in natural disaster management in the Western Hemisphere. She has a M.A. from Georgetown University in Security Studies and received a B.A. in History and a B.A. Latin American Studies at the University of Texas. Master Sergeant Johnis is a Personnel Recovery expert at Special Operations Command Pacific Headquarters, Camp Smith, Hawaii. He currently supports current operations for special operations across the Department of Defense’s priority area of responsibility, covering 51% of the globe, and 60% of the world’s population. He continues his work as a PhD student and instructor at the Air Force Institute of Technology. He is the first-ever enlisted PhD student and faculty member for the institution and was one of seven enlisted in the Air Force to be selected for the advanced academic degree program in 2021. He is the principal investigator for Department of Defense research on space rescue. Chris Kunstadter is a recognized leader in space risk management and insurance. Erin has over a decade of experience building meaningful tech collaborations and has formed hundreds of formal partnerships between government, industry and academia to solve problems for warfighters and national security. Currently Erin is the Executive Director of the Space ISAC and leads this Public-Private Partnership (P3) with fervor to secure the global space community. Space ISAC serves as the primary focal point for the global space industry for all threats and all hazards. Stood up at the direction of the White House in 2019, Erin led the Space ISAC to open its operational Watch Center, alongside the Cyber Malware and Analysis Vulnerability Laboratory in Colorado Springs, CO, USA. Under Erin’s leadership, Space ISAC’s headquarters facility is already serving several countries to achieve the mission of security and resilience for the global space industry. Each year Space ISAC puts on the Value of Space Summit, co-hosted with The Aerospace Corporation.

As a serial entrepreneur in the non-profit space, she thrives in launching new programs and new organizations from standing it up through building operations for new organizations.

Erin was the Managing Director of the Center for Technology, Research and Commercialization (C-TRAC) and brought three USAF-funded programs to bear at the Catalyst Campus for Technology & Innovation (www.catalystcampus.org) from 2016-2018. She is also the recipient of Southern Colorado Women’s Chamber of Commerce Award for Young Female Leader in 2018.

In her previous roles she developed and managed intellectual property portfolios, technology transfer strategies, export control/ITAR, secure facilities, and rapid prototyping collaborations.

Harshbir joined the UK Space Agency in December 2018 to lead the Copernicus Earth Observation Programme. Through the UK-EU Trade Negotiations, Harshbir negotiated an agreement in principle for the UK to continue its participation in the programme.

In July 2021, Harshbir became ‘Director of Growth’ at the Agency, leading work to deliver the innovation and business environment that enabled growth of capabilities required to meet the UK’s space ambitions. Janice Starzyk is the Deputy Director of the Office of Space Commerce, a Senior Executive Service position. Previously, she led Virgin Orbit’s Washington, DC, office and government operations. Her extensive experience and contributions in the space industry include leading the consulting practice at Bryce Space and Technology and more than a decade leading the commercial strategy and market intelligence for launch service providers International Launch Services (ILS) and United Launch Alliance (ULA). At Futron Corporation, Ms. Starzyk worked with a range of civil, military and commercial space industry customers.

She received her Bachelor of Science in Foreign Service from Georgetown University. She holds a Master of Arts in economics and international relations from the Johns Hopkins School of Advanced International Studies, and a dual-degree Global MBA from Tulane University and Universidad Icesi in Cali, Colombia.

For more than a decade, Ms. Starzyk has also provided community leadership and support to local STEM education programs through the Washington Space Business Roundtable. She was appointed to serve as an industry representative on the Commercial Space Transportation Advisory Committee in 2022.

Rob Steenburgh arrived at NOAAs Space Weather Prediction Center in 2007 as an Air Force liaison. His 23 year Air Force career also included duty as a weather station chief, forecaster, observer, and instructor. After retiring from military service, he became the Console Operations Lead of NASAs Space Radiation Analysis Group at Johnson Space Center in Houston. He served as the radiation mission manager for one of the last Space Shuttle flights, STS-130. He returned to SWPC in 2010 as a space weather forecaster. He was selected as a space scientist in 2014 and later served over three years as the acting Operations Chief. Overall, he has 40 years of operational experience, spanning the emergency response, warfighting, human spaceflight, and space weather domains.

Rob graduated Summa Cum Laude from North Carolina State University in 1998, earning an undergraduate degree in meteorology. Seven years later, he was one of 12 Air Force enlisted members selected to attend the Air Force Institute of Technology, and the only one in the institution's history to study applied physics. He earned a masters degree in 2007, producing a thesis characterizing ionospheric scintillation in the equatorial latitudes. He has authored or contributed to 52 publications. Rob has been married to Julie since 1989 and has three adult offspring, two grandchildren, and one dog. Rob enjoys spending time with his family, operating his amateur radio station, and riding his recumbent tricycle.
