La economía filipina ha progresado constantemente a lo largo de los años y actualmente se prevé que crezca hasta un 6,0% en 2023 y un 6,4% en 2024. Con la participación de Filipinas en diferentes Acuerdos de Libre Comercio (ALC), se espera que Filipinas pueda ampliar su mercado y obtener más oportunidades económicas, lo que lleva al debate sobre el desarrollo de infraestructuras y los efectos de la colaboración público-privada en Filipinas.

Únase a la Cámara de Comercio Británica de Filipinas, la Cámara de Comercio Holandesa de Filipinas, la Cámara de Comercio Francesa de Filipinas, la Cámara de Comercio Española de Filipinas, la Cámara de Comercio e Industria Germano-Filipina, la Cámara de Comercio Europea de Filipinas y la Cámara de Comercio Nórdica de Filipinas este 17 de enero de 2024 en la 8ª Reunión Económica Conjunta en Makati.

Desde las políticas comerciales y la legislación hasta el desarrollo económico sostenible, este evento presentará una visión de la situación económica filipina mediante la evaluación de las inversiones extranjeras directas (IED) y las oportunidades de inversión para el crecimiento económico y la resiliencia.

The trade policies and legislation of the Philippines have encountered shifts throughout recent years due to the proliferation of Free Trade Agreements (FTA) approved and joined by the Philippines. The recent entry into force of the Regional Comprehensive Economic Partnership (RCEP) has caused a shift towards the economic viewpoint of the Philippines in the upcoming years. With the Philippines' aim to establish road network plans, renewable energy, and being an investment destination along with other economic opportunities, the expansion of the market presented by these provided an opportunity for further growth to the Philippine economy.

Together with our partners, this event will explore trends and expound on the crucial role of FTA for the imports and exports of the Philippines and what opportunities it possesses.

Allan B. Gepty is the Undersecretary for International Trade Policy Group (ITPG) at the Department of Trade and Industry (DTI) where he supervises the Bureau of International Trade Relations, Bureau of Import Services, and the Strategic Trade Management Office.

From December 2018 to November 2023, he was the Assistant Secretary of the DTI's Industry Development and Trade Policy Group (IDTPG) where his main portfolio was on trade policy and trade negotiations at the bilateral, regional and multilateral level. He is the country's Senior Economic Official at the ASEAN. He also served as the country's chief trade negotiator in the Regional Comprehensive Economic Partnership (RCEP) Agreement, considered as the largest free trade deal in the world.

Prior to his appointment at the DTI, he was a Commissioner of the Philippine Tariff Commission. From 2010 to 2017, he served as Deputy Director General of the Intellectual Property Office (IPO) of the Philippines, and from January 2015 to October 2015 as its OIC- Director General. As such, he represented the country at the General Assembly of the World Intellectual Property Organization (WIPO).

He is a lawyer by profession with diverse experience in international trade, intellectual property, public international law, commercial law, and litigation. He is a Senior Fellow in Public Service at the Lee Kuan Yew School of Public Policy, National University of Singapore. He is also a graduate of the Advanced Management Program at The Wharton Business School, University of Pennsylvania, U.S.A. He finished his law degree from the San Beda College, Manila in 1997, and his Master of Laws degree
from the University of Santo Tomas, España, Manila, where he graduated Summa Cum Laude in 2016. He also holds a Bachelor’s Degree in Commerce major in Economics from the same university, where he graduated Cum Laude in 1992.

He is a member of the Supreme Court of the Philippines Sub Committee for the Revision of the Rules of Procedure for Intellectual Property Rights Cases. He is an active member of the Academe at the College of Law and Graduate School of Law. He is an author of a book, Intellectual Property Law Compendium.

He is a recipient of many awards including the prestigious Presidential Medal of Merit from President Ferdinand R. Marcos Jr., and the Gawad Dr. Pio Valenzuela for Government Service both in 2023.
He is a reserved officer of the Philippine Air Force (PAF) with the rank of Major.

Trade Policies and Legislation

Mr. Francisco heads the investment banking group of BDO Unibank inc. and holds several positions in BDO - he is President of BDO Capital & Investment Corporation, Chairman of Averon Holdings Corp. and is a board adviser of BDO Securities Corporation.

He sits on several non-profit boards such as the Development Center for Finance, CIBI Foundation, Shareholders Association of the Philippines (SharePhil), Finex Foundation, International School of Manila, UP College of Business Alumni Association, and Valle Verde Country Club, Inc. He is also a member of Makati Business Club (MBC), and the POLO Triathlon Team.

He is the former Chairman of BDO Nomura Securities Inc. and Chairman for the International Association of Financial Executives Institutes (IAFEI). He was the Co-Chairman of the Capital Market Development Council (CMDC) of the Philippines, Vice Chairman of the Integrity Initiative, and has been the President of the Management

Association of the Philippines (MAP), Financial Executives Institute of the Philippines Institute (FINEX), Wharton-Penn Club, BDO Securities Corporation, Makati Sports Club, Inc., Federation of Valle Verde Associations and First Valle Verde Association Inc.

Mr. Francisco has worked with other financial institutions in New York and Hong Kong. He holds a MBA from the Wharton School of the University of Pennsylvania and Bachelor’s degree in Business Administration from the University of the Philippines. He recently received a lifetime achievement award for his contribution the Local Capital Markets from the Alpha Southeast Asia. He is a recipient of Financial Management Excellence from the University of the Philippines and the Distinguished
Alumnus Award from the U.P. College of Business Administration. He was honored by BizNewsAsia as one of the Nation Builders and Financial Management Excellence.

He was also an Asia Leaders Awards’ Mentor of the Year finalist. He lectures occasionally in the Ateneo de Manila graduate school of business and the University of the Philippines. He is a frequent speaker for local and international conferences and is a regular guest for business news of several local TV stations.

He is married to Maura Criselda Castro and has 2 children, Isabel Marie and Gabriel
Antonio.

Economic Outlook 2023-2024

Rosemarie Edillon is presently the Undersecretary for National Development Policy and Planning at the National Economic and Development Authority (NEDA).

Ms Edillon holds a PhD in Economics from La Trobe University in Australia, an MA degree in Economics from the University of the Philippines (UP) School of Economics and an MS degree in Statistics from the UP School of Statistics. She is also a 2019 Presidential Gawad CES Awardee.

Among her major responsibilities is shepherding the formulation of the Philippine Development Plan (PDP). The PDP is an elaboration of the country’s priorities over the medium-term and is the blueprint of government policies, programs and projects. She also oversees the monitoring of the PDP implementation. In addition, she is in charge of providing technical advice on policy issues to both the legislative and executive branches of government, especially the committees of the NEDA Board.

Ms. Edillon chairs the Social Development Committee-Technical Board and the Technical Committee on Tariff Related Matters and is a member of the Development Budget Corrdination Committee of the NEDA Board. She also chairs the National Innovation Council – Executive Technical Board.

Undersecretary Edillon is currently a member of the Philippine Economic Society, where she used to be President. She is also a member of the Philippine Commission of the UNESCO.

DR. ROWENA CRISTINA L. GUEVARA is an Undersecretary of the Department of Energy (DOE), supervising the Renewable Energy Management Bureau (REMB) and Electric Power Industry Management Bureau (EPIMB). She is seconded from the University of the Philippines Diliman where she is Professor XII at the Electrical and
Electronics Engineering Institute.

Prior to her appointment as DOE Undersecretary, Dr. Guevara served as President and CEO of the National Transmission Corporation (TransCo). She was also the Undersecretary for Research and Development at the Department of Science and Technology (DOST) from July 2016 to June 2022 where she served as the 1st Program
Leader of the Science for Change Program (S4CP), a 2022 United Nations Public Service Awards winner. Dr. Guevara was the youngest and first female Dean of the UP College of Engineering and Executive Director of the UP National Engineering Center from 2004 to 2010.

She received her BSEE and MSEE degrees from the University of the Philippines Diliman and her PhD in Electrical Engineering: Systems from the University of Michigan. She has been a recipient of several awards in engineering, education and government service, including the 2010 Metrobank Outstanding Teachers of the Philippines and the 2018 Gawad Career Executive Service Presidential Award.
