About AIC 2024

The 14th ASEAN Insurance Congress is scheduled to take place on 25th November 2024 at The Empire Brunei, Bandar Seri Begawan, Brunei Darussalam. This esteemed event will bring together key stakeholders from across the industry to tackle these pressing issues head-on. With the support of regulators, we will explore strategies to foster a sustainable future in insurance, aligning with the ASEAN Community Vision 2045. This vision calls for the ASEAN insurance sector to be forward-looking, action-oriented, and adaptable to change.

This year's Congress is themed "Navigating Disruptions Towards a Sustainable ASEAN Insurance Industry" and will be organized under the auspices of the ASEAN Insurance Council. The Congress serves as a premier platform for insurance leaders from across ASEAN to meet biennially, share industry updates, and discuss the latest trends and developments, market performance, and key issues impacting the growth of the ASEAN insurance industry.

This year, the Congress will focus on current and relevant issues from both international and local perspectives. We will host high-level speakers who will provide valuable insights and perspectives to our delegates. As ASEAN remains one of the most dynamic insurance markets globally, fuelled by a large and rapidly growing population eager to embrace new insurance products and services in the post-COVID era, this Congress offers a unique opportunity for sponsors to engage with key stakeholders and contribute to shaping the future of the industry.

Mohd Radzuan Mohamed has more than 20 years’ experience in the industry, covering wide range of expertise, such as takaful and retakaful, insurance and reinsurance, broking, consulting and adjusting. Prior joining MTA, he has held various senior management positions in various insurance and takaful companies he served.

He brings strong leadership, management, operational and entrepreneurial skills, with local and international experience, which are critical elements in spearheading the transformation of the Takaful industry especially in achieving the new Takaful landscape aspired in Value Based Intermediation for Takaful Framework.
He is currently, the Grand Councilor of The Chartered Institute of Islamic Finance Professionals (CIIF), the standard bearer of professionals in the Islamic finance industry. Radzuan also has been appointed as an Adjunct Professor at the Faculty of Business and Administration of Universiti Teknologi Mara (UiTM).

He is a member of Lembaga Zakat Selangor (MAIS) Board Risk, Integrity and Compliance Committee. He was also a recipient of the Risk Icon Award for outstanding contribution in the field of Enterprise Risk Management.

Radzuan is a Fellow member of The Malaysian Insurance Institute (FMII), Certified Professional in Islamic Finance (CPIF), an Associate of the Institute Risk Management (AIRM,UK), Enterprise Risk Professional Certification (IERP), and is an alumnus of the Glasgow Caledonian University (GCU) in Scotland.

Dian Budiani received her medical degree from University of Indonesia in 1991, completed her duty as Pengawai Tidak Tetap in East Kalimantan in 1995. Dian joined PT Prudential Life Assurance since 1999 , appointed as Director and Chief Operations and Health Officer until October 2024. And now act as Consultant.
Dian is also the Commissioner of PT Prudential Syariah Life Assurance. She holds MBA degree from IPMI International Business School and is Fellow of Life Management Institute (FLMI), Life Health and Claims (FLHC) as well as Academic for Life Underwriting (FALU). She is also a qualified Chief Risk Officer.
She is acknowledged as qualified insurance expert by Asosiasi Ahli Manajemen Asuransi Indonesia (AAMAI) and is now the Department Head for Claims in Asosiasi Asuransi Jiwa Indonesia (AAJI).

A strong believer in ethical, purpose-driven, and environmental-focused principles, Ravi Chidambaram has brought much value to the community through his knowledge and expertise. He shares his insight as a Professor of Sustainability at Yale-NUS and as a global commentator on sustainability issues. His latest company, RIMM, is a sustainability platform designed to be intuitive, simple yet comprehensive, where companies can make an impact with intelligent tools for sustainability management, applications and optimization.

Ravi started his career in the investment banking industry where he held global senior leadership positions at Goldman Sachs and Deutsche Bank. He subsequently built his own boutique M&A advisory firm in Singapore, TC Capital , which is recognized as one of the leading independent M&A and capital markets advisory firm in Asia. The firm has developed a particularly strong practice in the climate tech and environmental sectors.

He holds a BA(Honors) from Duke University, an MBA/MA from the Wharton School and the University of Pennsylvania and was a Fulbright Fellow at the Institute for World Economics in Germany. Ravi also sits on a number of corporate boards and leads a number of charitable initiatives.

Ms Lau Chin Ching is the Director of the Financial Development and Innovation
Department in Bank Negara Malaysia.

She oversees the formulation of strategic plans and policies to advance the
development of the Malaysian conventional banking, insurance and fintech sectors.
These include policies and initiatives to shape the industry landscape and promote
digitalization and related infrastructure towards supporting the growth of a progressive,
competitive, inclusive, resilient and responsive financial sector. The department also
drives initiatives to promote greater insurance access and penetration.

Prior to joining the department, Chin Ching was a Director in the Insurance
Development Department up to March 2022 and a Deputy Director in the Financial
Stability Department up to March 2018. She began her career with Bank Negara
Malaysia in 2003 after graduating from the University of Cambridge (United
Kingdom) with a degree in Economics.

Rob is the current CEO and Managing Director of AM Best's Asia-Pacific operations and leads the Market Development Team, based in Singapore.

Rob possesses over two decades of insurance experience, having recently worked at KPMG as their Global Regulatory Director and Lead in Insurance Risk. Additionally, he was also involved in changing the regulatory landscape of the insurance industry, contributing to Hong Kong IA's Supervision Framework, Solvency 2 with UK's FSA and Aviva Group's ICA Methodology. During his 20 years in the industry, Rob has been granted an Honorary Fellow at the Insitute and Faculty of Actuaries and a Distinguished Fellow at the International Association of Insurance Supervisors.

Fatou Giwa heads the Women’s Insurance Program at the International Finance Corporation (IFC), World Bank Group. She leads and oversees the strategic development and execution of initiatives aimed at increasing access to insurance and employment opportunities for women in emerging countries, globally. This includes business development initiatives and partnerships, program implementation, knowledge management, and client engagement.

Fatou has over 25 years of experience in development issues, including jobs, gender, SGBV, peace and security, SME banking, financial inclusion, and private sector development, with both the World Bank and UN Women. She has a background in leading programs, capacity building projects & advisory services and mobilizing funds.

Fatou holds a master’s degree (DESS) in Economy Policy Management and in Banking, Insurance and Finance.

A seasoned Financial Services leader with a passion for igniting the future of insurance.

With over 30 years of international experience, he has navigated diverse financial landscapes across insurance, risk management, fund and wealth management, and financial planning. His strengths lie in building high-performing, trust-based teams, spearheading company transformations, and navigating regional expansion. As a first mover, he has been involved in various M&A exercises and thrived in managing diverse teams.

Paul’s career began in the US with powerhouses like Northwestern Mutual Life and MetLife before he returned to Asia to take on senior leadership positions in Malaysia and China. Throughout his journey, he has been privileged to lead organizations like Etiqa Life Insurance Berhad, Manulife Wealth Advisors, AmLife Malaysia, SBB Mutual and BHLB Pacific Trust, among others.

Currently, he serves as CEO of the Asian Institute of Insurance (formerly known as Malaysian Insurance Institute), where he is driven by a vision to empower the insurance industry. As CEO of AII, Paul is committed to transforming AII into a catalyst for innovation, equipping professionals with the skills and knowledge to thrive in the digital age.

Shahrildin Jaya is the Managing Director and Chief Executive Officer of Syarikat Takaful Brunei Darussalam Sdn Bhd (Takaful Brunei) and its subsidiaries; Takaful Brunei Am Sdn Bhd (TBA) and Takaful Brunei Keluarga Sdn Bhd (TBK). He is currently the Chairman for Brunei Insurance Takaful Association (BITA). He started his career as a general takaful underwriter and progressed to heading roles including general takaful, family takaful, retakaful & risk management, claims management, agency administration, and sales & marketing. Shahrildin is an Alumni of the University of Oxford, United Kingdom. He holds a Master of Business Administration from Southampton University, United Kingdom, and a Bachelor of Arts Degree in International Studies from The American University, Washington DC, United States of America. He is a Fellow of the Asian Insurance Institute (FAii). Shahrildin is keen to promote and advance the takaful and insurance industry in Brunei Darussalam and globally.

Shahira Johan is a Senior Financial Sector Specialist with the World Bank's Finance, Competitiveness, and Innovation Global Practice in East Asia and the Pacific. She is one of the key staff members conducting analytical work and providing technical assistance to government counterparts on financial inclusion and financial stability. She also leads the Islamic finance work program in Malaysia.

Before joining the World Bank, she had over fifteen years of experience as a prudential policy regulator with the Central Bank of Malaysia, where she led policy development in Islamic finance regulation, Shariah contracts, risk management, capital requirements, accounting and financial reporting, and sustainability-related topics. She was also an experienced external auditor with Ernst & Young at the start of her career. Shahira holds a Master’s in Public Policy from the University of Chicago and a BSc in Accounting and Finance from the University of Warwick. She is an FCA with the Institute of Chartered Accountants in England and Wales.

Mina Kajiyama is Manager of the Corporate Planning Department of Tokio Marine Holdings and Deputy General Manager of the Government & External Relations Department of Tokio Marine & Nichido Fire Insurance. She interacts with various international initiatives related to natural disaster risks, climate change and sustainability at Tokio Marine.

On disaster risks, she has been assisting the Asia-Pacific Economic Cooperation (APEC)’s Finance Ministers’ Process (FMP) through the Asia-Pacific Financial Forum (APFF)’s Disaster Risk Financing and Insurance (DRFI) Network.

Prior to her current role, from 2019 to 2022, she was Director for Promotion of Regional Financial Cooperation, International Bureau of the Ministry of Finance Japan, where she led the discussion on the role the Southeast Asia Disaster Risk Insurance Facility (SEADRIF) which is expected to provide ASEAN economies with advisory and financial services to increase preparedness, resilience and cooperation in response to climate and disaster risks.

From 2010 to 2019 she was Portfolio Manager at Tokio Marine Asset Management and Tokio Marine Asset Management International at Singapore.

She joined Tokio Marine & Fire Insurance in 1999, after graduating from Keio University in Tokyo.

Shinichi KISHI is General Manager at Meiji Yasuda and is responsible for managing and developing the corporate strategy on SDGs/ESG. He also serves as a member of Sustainability Standards Advisory Council Japan. Shinichi used to work within the secretariat of the International Association of Insurance Supervisors (IAIS) from 2006 to 2009.

Before assuming his current position in July 2021, Shinichi has held various key positions at Meiji Yasuda. He worked on planning and promoting Meiji Yasuda’s overseas business including M&A negotiation to acquire a U.S. life insurer as a project manager. More recently, as Chief Regulatory Expert, he negotiated with regulatory authorities on behalf of the insurance industry.

He made presentations on relevant issues at many occasions including IAIS Annual Conference in 2023, ITC Asia in 2024 as well as ASEAN Insurance Congress in 2017, 2019 and 2022.

Shinichi holds a Bachelor of Science degree from Kyoto University and an MBA degree from the International University of Japan. He is qualified as a U.S. Certified Public Accountant.

Marie Louise oversees the Communications and Special Projects of the Philippine Insurers and Reinsurers Association Inc. or PIRA for short. She holds a Bachelor’s Degree in Actuarial Science from the University of Sto. Tomas, Manila.

Mallou joined the non-life insurance industry right after college and has had extensive exposure in Underwriting and Claims particularly in the Motor, Casualty and Marine lines, Agency Training, Business Development, and Sales Support.

As part of the Management team of PIRA, she is directly involved in all the ongoing and developmental projects of the association including capacity building of members on emerging trends and practices such as ESG and Sustainability in collaboration with subject matter experts.

Amar Mahmood, MD, PhD, serves as the General Manager of MedImpact International HK Limited, the international arm of MedImpact Healthcare Systems Inc. (San Diego, California, USA).
Based in Bahrain, and through his role at MedImpact International, Amar strives to create regional and international awareness about its dedicated and time-tested PBM services. He is a medical doctor with a doctoral degree in bioengineering from the University of Strathclyde (Glasgow, UK). He previously worked in Germany developing cardiovascular prosthetics, later joining the scientific development team at Bayer Inc. (Toronto, Canada). For nine years, and prior to joining MedImpact International in 2017, Amar was the CEO at Gulf Electronic Management Systems (GEMS), a third-party administrator (TPA) that services medically insured members across Bahrain and Saudi Arabia.
Amar is passionate about controlling the escalating cost of healthcare and mitigating fraud, waste, and abuse.

Sejal Mistry is a Director at Crowell Global Advisors. She provides strategic insights and advisory services to private, public, and multilateral clients in health systems and health financing in the Asia-Pacific region. She regularly features as a speaker on major regional and global health and innovation engagements on Universal Health Coverage, innovative financing models, and digital financial services for health. In 2023, she worked directly with the Government of Indonesia to develop the country’s first national cervical cancer elimination plan.

Prior to joining CGA, Sejal was the Regional Director of ACCESS Health Southeast Asia providing strategic oversight and guidance to a multi-country team across Asia to lead innovative research and programs at the intersection of health financing, digital technology, and service innovation in emerging markets in Asia and beyond. During this time, Sejal authored several publications for multilateral, government, and non-private sectors clients outlining novel strategies to address health systems challenges including: the role of digital technology to achieve Universal Health Coverage in Southeast Asia, innovative insurance models for sustainable Universal Health Coverage in Asia, and the use of digital financial services to improve health. She has spoken at over 40 events in the Asia region and globally, including conferences, expert meetings, roundtable discussions, webinars, podcasts and studio interviews.

Previously, Sejal worked with the South Korean Health Insurance Review and Assessment Service (HIRA), the main national agency responsible for health purchasing, where she advised on HIRA’s international efforts to share the Korean approaches to sustainable healthcare financing. Sejal has also served as senior health policy and multilateral affairs advisor for the US Government with several agencies (US State Department, US Health and Human Services, and the US National Institutes of Health) under the United States President’s Emergency Plan for AIDS Relief (PEPFAR).

She holds a master’s degree in International Affairs and a master’s degree in International Health (public health) from Johns Hopkins University.

Pengiran Shahrul accumulated 20 years of experience in regulating supervising and supervising regulating financial institutions in Brunei Darussalam. Starting his career with the Financial Institutions Division at the Ministry of Finance in 2005 and eventual transfer to the Brunei Darussalam Central Bank in 2011, he has developed expertise in overseeing banks and financial institutions in Brunei Darussalam. His work has spanned various critical areas, including licensing, prudential regulations, resolution frameworks, and consumer protection policies. He served as an Advisor to the IMF-SEAVG Executive Director’s Office between 2016 and 2018. Currently, he holds the position of Head of Regulatory I since mid-2022, where he is responsible for developing and overseeing and developing the prudential regulatory frameworks for banks, insurance companies, takaful operators, and other finance providers in Brunei Darussalam.

As the Chief Medical Informatics Officer at the Digital Health Unit, we support the Digital Health Transformation efforts within the Ministry of Health Brunei, driving forward initiatives that bridge healthcare and technology. Since my appointment in October 2022, we have (as part of Digital Health Unit) overseen the development of Brunei’s Digital Health Transformation Strategy, with a particular focus on medical informatics and health information technology systems.

Our work emphasizes seamless technology integration, optimized clinical workflows, and data-driven decision-making, enhancing the quality of healthcare delivery in Brunei.

Working together with our stakeholders both clinical as well as technology, Digital Health Unit played an important role in transforming Brunei’s national mobile health application from a COVID-centric tool to a comprehensive population health platform, expanding its capabilities to support various aspects of public health.

In my concurrent role as Deputy Medical Superintendent II at RIPAS Hospital, I manages both clinical and administrative functions, ensuring operational excellence and patient safety in the Hospital.

I will be sharing insights on the future of Digital Health in Brunei, addressing challenges and opportunities for digitalization in healthcare. Look forward to advancing healthcare quality and access through innovative, tech-driven solutions.

Mr. Michael F. Rellosa is the Executive Director of the Philippine Insurers and Reinsurers Association (PIRA), serving initially as a member of the Board of Trustees for an uninterrupted period of 20 years. He then served as its chairman in 2008 to 2010 and 2014 to 2016 until his appointment to his present position in 2018. He concurrently chairs the association’s Public Relations Committee, TWG on Agricultural Insurance, Ad-Hoc Committee on ASEAN Economic Integration, and its designated Industry spokesperson. Prior to assuming his post in PIRA fulltime, he served as the President and Chief Operating Officer of Fortune General Insurance Corporation for 15 years.

Mitch, as he is fondly called by friends and colleagues, has been very active in serving the Insurance Industry through his involvement with various entities in various capacities. Following his regional stint as Chairman of the ASEAN Insurance Council (AIC), a regional aggrupation of the ASEAN’s Life and Non-Life Associations from 2015 to 2016, he also chaired the Education Committee of the ASEAN Insurance Council (AIC) for 8 years until December 2023. Mr. Rellosa is a regular lecturer at the Insurance Institute for Asia and the Pacific and was elected to its Board for the years 2021-2023 and is now on his second term which will end on 30 April 2026.

He currently serves as the President of EAIC, East Asian Insurance Congress, for the years
2022-2024. On the advocacy side of his work, Mitch was elected as a Member of the Board of ARISE
Philippines (The Private Sector Alliance on Disaster Resilient Societies) in September 2023 and
currently sits as its Committee Chair and Priority Area Lead on Re/Insurance, one of its 4 key
priority areas. He writes a monthly Opinion Column for the Manila Times on topics related to Insurance, Risk Management, and other topics close to his heart.

Dr. Djonieri is the Head of Department of Insurance, Guarantee and Pension Funds Regulation and Development, Indonesia Financial Services Authority. Additionally, he serves as the Chairman of the Ethics Board at the Indonesian Accountants Association (IAI), reflecting his commitment to upholding ethical standards in the accounting profession.
With over two decades of experience, he has held key leadership roles at OJK, including Director of Internal Audit and Financial Planning, and served as Division Head for International Relations at the Ministry of Finance. Dr. Djonieri holds a Doctorate in Accounting from the University of Canberra, an MBA from the Maastricht School of Management, and has completed executive programs at Wharton and Harvard. Renowned for his expertise in financial regulation and governance, he is dedicated to fostering ethical leadership and sustainable growth in Indonesia’s financial sector.

Datuk Dr. Kuljit Singh earned his Master’s in Otorhinolaryngology from University Malaya, Kuala Lumpur in 2002. Prior to that, he served at Hospital Kuala Lumpur & Hospital Kangar, as the ENT Clinical specialist in HKL [2002], Lecturer & ENT Specialist at University Malaya Medical Centre (UMMC) and now Consultant ENT Surgeon at Prince Court Medical Centre (PCMC) since 2007.

An active member in Malaysian Medical Association (MMA) since 1996 and he has contributed and engaged himself in various roles at state and national level of MMA where he also served as the Honorary General Secretary from 2013 – 2014. In terms of networking and foreign collaborations; he has conducted meetings and presented in all the ASEAN countries and has a great networking with all the leading ENT doctors within the region and many other parts of the world.

He has served the Malaysian Society of Otorhinolaryngologist [ENT] as President in 2007 and awarded meritorious awards by the society. He leads the way on minimal invasive sinus surgery and recently using Imaging Guidance System in navigating sinus surgery.

Currently, he serves the position of Medical Director at PCMC, Kuala Lumpur, Malaysia and is also the President of Association Private Hospitals Malaysia (APHM). His passion is to serve towards the
healthcare of the people of this country.
