Justin Smith served three terms as the Sheriff of Larimer County, Colorado and has 35 years of law enforcement experience. Sheriff Smith has a Bachelor’s Degree in Administration of Justice from Wichita State University and a Master’s Degree in Criminal Justice from the University of Colorado’s Graduate School of Public Affairs. In addition, he is a graduate of the 223rd session of the FBI National Academy and the 102nd session of the National Sheriffs Institute. He is a part president of the County Sheriffs of Colorado and a member of the executive board of the National Sheriffs Association, where he is currently the co-chair of the Homeland Security Committee. Sheriff Smith has been a member of numerous local, state and national professional associations and boards as well as a variety of local non-profit boards. In addition to his work as a sheriff, he also served as an adjunct professor of Criminal Justice at Colorado State University from 2004-2010.

Lindsay Dressler currently serves as a risk manager for ICRMP, specializing in legal compliance and employment practices liability risk mitigation. Prior to joining ICRMP, she worked for Ada County as an internal investigator, human resources manager, and risk manager. Lindsay has over twenty years of combined experience conducting and supervising investigations in various capacities.

Laura Cole is the President and Founder of Cole Pro Media. The Transparency Engagement Advising firm takes an innovative approach to helping numerous district attorneys and law enforcement organizations build trust and legitimacy with the communities they serve. As a former accomplished news reporter on both a local and national level, including serving as a White House Correspondent, Cole is passionate about teaching agencies the best practices for engaging with the public. With a “no spin” policy, Cole places a strict emphasis on transparency. She specializes in releasing body-cam footage with context that focuses on open and honest communication.

Imran is a shareholder with Eckberg Lammers and the Senior Director of Training, Consulting and Investigation Services. As a career long trial lawyer, he also focuses his practice on Complex Litigation, Personal Injury, and Municipal Prosecution. Imran has been a trial attorney in the public sector for over 17 years. His extensive experience is recognized both in the courtroom and the community. Working extensively with victims of crime has provided Imran with the passion needed to succeed in the courtroom. He has handled some of the most complex cases, including homicide, rape, domestic violence, narcotics related and burglary cases.

In 2006, Raul Labrador was elected to the Idaho Legislature where he served for 4 years. In 2010, he was elected to the U.S. House of Representatives where he served for 8 years. In Congress, Labrador was honored to serve as the Chairman of the U.S. House Judiciary Subcommittee on Immigration and Border Security, and he also served for 8 years on the U.S. House Committee on Natural Resources. Attorney General Labrador earned a Bachelor’s Degree from Brigham Young University in Utah, and a Juris Doctorate from the University of Washington School of Law in Seattle. After Law School, he served as a law clerk in the United States District Court for the District of Idaho. Before his service in Congress, he founded and managed a law firm with offices in Boise and Nampa.

Currently in Market Access role focused on Criminal Justice Systems in the Pacific Northwest. I have successfully launched multiple products in Rare and Ultra-Rare Disease, Addiction, CNS, Oncology and Metabolics. I have experience as a National and regional field trainer. My entire career has been spent in Specialty Sales - working with Hospitals and Community Clinics, with C-Level decision makers, Medical Directors, Pharmacy Directors, Nursing directors, injection and infusion clinics, and a variety of regional thought leaders.

Angelie Hoxie was a Detective with the Idaho State Police for 12 years until she recently resigned due to lack of childcare. Detective Hoxie primarily focused on child sex crimes and conducted child enticement undercover through internet investigations. She successfully introduced a new caseload to the Treasure Valley, being the only Detective trained by the FBI Child Enticement Taskforce in Idaho. She taught her counterparts and is the epitome of the need for dedicated females in law enforcement. Detective Hoxie and her Husband, Sergeant Hoxie, inspired us to take our model nationally. While Detective Hoxie cannot continue her caseload while caring for her young son, she is serving in a new way by helping NLEF customize childcare for all agencies.

I work closely with State and Local regulatory agencies across the United States. I help regulators design, implement and manage modern end-to-end digital information systems to support regulators with their Licensing, Compliance, Enforcement, and Governance business functions. I bring deep expertise to solve regulatory challenges and exceed their performance metrics to improve the public trust and achieve measurable outcomes.
