    As Commissioner of the New York State Department of Transportation, Marie Therese Dominguez is at the forefront of New York’s efforts to modernize its infrastructure and provide a safe, reliable, and efficient transportation system for all, while promoting growth and economic opportunity. At DOT she leads a team of over 8,520 professionals responsible for designing, constructing, operating, and maintaining a transportation system that encompasses more than 113,000 highway lane miles; 17,400 bridges; a 3,500-mile rail network; and hundreds of aviation facilities, seaports, and public transportation operators. She also helps coordinate New York’s statewide response for emergencies, including flooding and snow and ice storms. Since 2019 Dominguez has served as a Commissioner of the Gateway Development Commission (GDC) which is responsible for building the Hudson Tunnel Project, a comprehensive rail investment program that will improve reliability, resilience and redundancy while creating new capacity for a critical section of the Northeast Corridor by building two new rail tracks under the Hudson River and rehabilitating the existing North River Tunnel resulting in four modern tracks between New York and New Jersey. Dominguez also serves a Member of the Board of the New York State Energy Research and Development Authority (NYSRDA).

    She has worked in the transportation, water, and energy infrastructure sectors for more than 25 years. Prior to becoming NYS Transportation Commissioner in 2019, she was unanimously confirmed by the U.S. Senate to serve as Administrator of the Pipeline and Hazardous Materials Safety Administration at the U.S. Department of Transportation. Previously, she served as the Principal Deputy Assistant Secretary of the Army for Civil Works overseeing policy and budget direction for the U.S. Army Corps of Engineers. She has also served as Vice President of Government Relations for the United States Postal Service, Deputy Chief of Staff and Counsel to the Administrator of the Federal Aviation Administration and Special Assistant to the Chairman of the National Transportation Safety Board. Ms. Dominguez obtained her J.D. from Villanova University School of Law and her B.A. in American Studies from Smith College.

    Brad Shilling has been employed by NYSDOT for over 30 years, having worked in three Regions and five different Groups during that span. He is currently a Professional Engineer 1 in the Planning and Program Management Group in Region 11, where he manages local projects.

    He received his Bachelor of Science in Civil Engineering from Purdue University, and is a licensed Professional Engineer in New York state.

    Besides being a long-time member of NYSATE, he is also active in Toastmasters, where he has developed presentations on such topics as the Interstate Highway System, and Roundabouts.

    Mini Varghese is the Regional Traffic Engineer for the New York State Department of Transportation (NYSDOT) in New York City. In this capacity, Mini oversees Intelligent Transportation System (ITS) program, Joint Transportation Management Center (JTMC), Safety program, Traffic Modeling group and Traffic Mobility group.

    Mini began her career in NYDSOT in 1994 as a Construction Inspector in Region 11 and soon after that, she joined Region 10 In house Design group as a Junior Engineer. She joined Region 11 TS&M in 2006 as the Regional Safety Evaluation Engineer and was solely responsible for managing various safety programs which include initiating and delivering safety projects and taking initiatives to improve safety at high accident-prone locations on New York City highways. In 2018 she was appointed as the Safety & Mobility Manager and oversaw Operations, Safety and Traffic Modeling and Data Analysis units.

    Mini has been with NYSDOT for 30 years and earned her Bachelor of Science in Civil Engineering from the University of Kerala, India.

    Gerry Bogacz has been an Assistant Director responsible for Planning and Program Management for the New York Metropolitan Transportation Council (NYMTC) since 1997. NYMTC is a regional council of governments which is the metropolitan planning organization for New York City, Long Island and the lower Hudson Valley. NYMTC is responsible for planning for the use of Federal transportation funding in its planning area. Prior to his work at NYMTC, Gerry spent ten years as the Director of Planning for the Westchester County Department of Transportation. He holds a Master's degree in Urban Planning from NYU and a Master's degree in Public Affairs from Fordham University.

    Peter Clayton received his Bachelor’s degree in Business Management from University of Phoenix. Peter has been working at the Metropolitan Transportation Authority - NY for 3 years in the role BIM/CADD Manager. In his current role as Director BIM/CADD, Enterprise Systems and Applications within the Construction and Development Delivery Services Office, he is responsible for assisting in managing Engineering Technology and Project Management applications, such as CADD/BIM/Digital Twins, for the entire MTA Capital Program. Prior to joining MTA, he had over 35 years’ experience managing CADD/BIM/ProjectWise in the private sector, serving on dozens of Projects in the Metro Area. In his free time, he enjoys traveling with his family.

    Tony Evangelista has over forty years of experience in the construction and transportation industry. Tony started his career with the NYSDOT and spent seventeen years in their construction division in the NYC and Long Island Regions where he was Engineer in Chage of some of NYSDOT’s largest projects during that period. He joined Posillico in 2000 and was named Chief Engineer in 2005. For Posillico, Tony has managed many large highway and bridge construction projects including the Long Island Expressway HOV Expansion, Roslyn Road LIRR Grade Elimination, and the Belt Parkway Reconstruction in Brooklyn. He has developed and implemented several value engineering proposals on bridge projects, including Long Beach Road over Reynolds Channel, Wellwood Avenue over the Southern State Parkway, and the Belt Parkway over Fresh Creek Basin. He has recently served as Project Manager on several NYSDOT Design Build projects including Wellwood Ave over Rt. 27, the High Bridge Interchange, the Van Wyck Expressway Capacity Improvements - 9 Bridge Reconstruction, and the Grand Central Parkway 7 Bridge Reconstruction projects.

    He earned his Bachelor of Science degree in Civil Engineering from Polytechnic Institute of New York and is a New York licensed Professional Engineer.

    Iwan Kinal received his Bachelor’s Degree in Civil Engineering from Columbia University. He is a licensed Professional Engineer in the State of New York. Iwan has been working at the Metropolitan Transportation Authority - NY for over 17 years in various roles, including as a civil/structural design engineer, as well as working in the Design Management office on various projects including Subway Station rehabilitations and the Penn Station Access project. He also served as a BIM Champion for the civil discipline for many years and served as a modeler on several early BIM projects at MTA. In his current role as Assistant Vice President, Enterprise Systems and Applications within the Construction and Development Delivery Services Office, he is responsible for managing Engineering Technology and Project Management applications, such as CADD/BIM/Digital Twins, for the entire MTA Capital Program. In his free time, he enjoys spending time with his two young daughters.

    Trent Lethco is Transportation Program Director and Principal with the expert-led New York-based firm KLD Engineering. His background in transportation planning spans 28 years focusing on transportation planning, public policy, urban mobility, large scale events, cultural and educational facility planning, and waterfront revitalization. He has worked on both coasts of the United States starting in California and now in New York City. He has a blended history of public and private sector employment. In the realm of major events, at the Metropolitan Transportation Commission, Trent led the development of the mobility plan for the Bay Area bid to host the 2012 Summer Olympic Games™. Since coming to New York, he led the consultant team authoring the successful bid to host the FIFA World Cup™ 2026. Since 2024 he is supporting the Local Organizing Committee of New York and New Jersey for FIFA World Cup 2026™. During his time with a previous employer, he was also involved in London 2012 and Rio 2016. Finally, Trent is directly supporting several transportation providers in the Northeast as they too prepare for the FIFA World Cup™ in 2026. When not working on transportation planning projects, he regularly teaches as an adjunct faculty member at Pratt Institute in Brooklyn, New York City and supports the Regional Plan Association on their New York Committee.

    Adam is the Executive Director of the New York Metropolitan Transportation Council (NYMTC). In this role, Adam leads the second-largest metropolitan planning organization in the country, ensuring the flow of nearly $37 billion in funding for over 1000 transportation projects and studies in New York City, Long Island and the lower Hudson Valley. Prior to this, Adam served at the New York State Department of Transportation, most recently as the Regional Traffic Engineer for New York City. Adam has diverse experience in traffic operations, highway design, major projects, and public and governmental affairs. Recent prior NYSDOT positions include Regional Traffic Engineer and Transportation Management Center manager for the Hudson Valley, and Public Information Officer for New York City. Prior to his time as PIO, Adam served on the Route 9A Project team that rebuilt West Street adjacent to the World Trade Center following September 11, 2001. Adam holds a Bachelor’s degree in Civil Engineering from Princeton University and a Master’s degree in transportation planning and engineering from the NYU Tandon School of Engineering

    With over 28 years at the New York State Department of Transportation (NYSDOT), Judith has served as manager of the Joint Transportation Management Center (JTMC) since 2014. Under her direction, the JTMC has worked very closely with NYPD and NYCDOT, requesting traffic enforcement agents, managing the HELP Program, reporting emergencies and coordinating "make-it-safe" repairs. Judith has also facilitated the creation of Transportation Incident Management (TIM) and regional Intelligent Transportation Systems (ITS) committees across regional and agency boundaries while also leading the Emergency Management team for the New York City office of NYSDOT. In addition to her regular duties, Judith created and manages the Mentor/Mentee program for Region 11 and actively participates on multiple committees for staff development, including the picnic, bowling, baseball and hiking trip committees. Judith is an active member of the Transportation Research Board, serving as Panel Chair for an NCHRP study on virtual transportation management centers and contributing to the ITS committee. Judith is a member of the AASHTO Communications Technology Working Group and is a board member of ITS-NY and the New York State Association of Transportation Engineers (NYSATE). Judith is a registered Professional Engineer in the State of New York and holds a Bachelor’s Degree in Civil Engineering from the Pratt Institute and a Master’s Degree in Transportation Engineering from The City College of New York.

    Alicia Posner is the Deputy Director of Safety Projects and Programs at the New York City Department of Transportation (NYC DOT), within the Research, Implementation, and Safety (RIS) unit.

    In her role, Alicia manages and oversees the scoping, design, public outreach, implementation, and evaluation RIS’ portfolio of Street Improvement Projects, as part of New York City’s Vision Zero Initiative. In addition to her work on Street Improvement Projects, Alicia works to oversee the Bus Stops Under the El program, which works to make bus stops under elevated structures safe and accessible for bus riders. Alicia also manages a large portfolio of federal grants, which are utilized by DOT in-house concrete crews at part of Street Improvement Projects.
    Prior to NYC DOT, Alicia worked at the Brookings Institution, Metropolitan Policy Program in Washington, DC. She received her B.A. from The George Washington University and a Masters of Urban Planning from the Robert F. Wagner School of Public Service at New York University.

    Since 2014, James served as Technical Director for Safety Research at the FHWA Office of Safety and Operations R&D, where he coordinates the research activities of the Safety Data and Analysis, Human Factors, and Roadway Safety teams with other FHWA offices, agencies in the U.S. Department of Transportation, and non-governmental organizations. James is leading new work on pedestrian safety, video-based machine learning, data science, and Automated Driving Systems as part of his portfolio.

    Over James’ 35 year career, including over 25 years with the Federal Highway Administration, he served in a variety of program management and leadership positions. His prior work in Intelligent Transportation Systems included the development of research programs for traveler information, congestion management, archived data management, transportation management center operations, road weather management, and vehicle information systems.

    James has a bachelor’s in Civil Engineering from Rensselaer Polytechnic Institute in New York, a master’s in Computer Systems Management from the University of Maryland, and he is a registered professional engineer in Delaware. James is a certified Road Safety Professional from the Institute for Transportation Engineers, a certified Project Management Professional from the Project Management Institute, and a certified instructor from the FHWA National Highway Institute.

    Sue Thomas, PE, PMP, has extensive experience in signal retiming, simulation modelling, traffic analysis, signal operations and emergency planning. She has been managing traffic engineering projects in the NYC area for over 10 years. She has been active in ITS-NY since 2009 and is currently serving as the President.

    Sue got her graduate degree in Energy Studies from the University of Sussex and her undergraduate degree, in Mechanical Engineering, from the University of Bath, in the U.K. She is a licensed professional engineer in multiple States and a certified Project Management Professional.

    She has been with KLD since 2001 and has been Chief Operating Officer since 2023.
