Event Details

Globally, limiting climate change has become one of the most important imperatives. As like-minded partners with a shared interest in decarbonising our economies, Chile and Singapore signed a Memorandum of Understanding (MOU) in February 2021 to foster collaboration on low-carbon hydrogen.


In this context, Chile's Ministry of Energy, the Embassy of Chile in Singapore, Singapore's Ministry of Trade and Industry (MTI) and Singapore's National Climate Change Secretariat (NCCS) are jointly organising a webinar to connect stakeholders from both countries to further discussions on cooperation opportunities in this area.


Our speakers will share Chile and Singapore's respective plans for sustainable development. Namely, they will speak on Chile's National Green Hydrogen Strategy and the Singapore Green Plan 2030. They will discuss how both countries can work together to develop the clean energy industry and enhance sustainable development.


You will also hear from two private companies who have embarked on low-carbon hydrogen projects in Chile, how they were able to do so with the support of the Chile government, and how Chile's business climate is advantageous for such projects.

    Mr. Juan Carlos Jobet

    Minister for Energy, Chile

    He holds a degree in Commercial Engineering from the Universidad Católica, a Master's degree in Business Administration and a Master's degree in Public Administration from Harvard University. Between 2000 and 2010, he began his career in the corporate financial advising firm Asset Chile. In 2010, he joined President Sebastián Piñera’s first administration as Cabinet Chief for the Minister of Home Affairs, playing a key role in the Emergency Committee created to address the rebuilding of the country following the February 2010 earthquake. In July 2011, he was appointed Housing Undersecretary and on 2013, Labor and Social Welfare Minister. After working in various roles in the private sector, in January 2019 he took on the responsibility of directing the Infrastructure Fund, a new state-run entity designed to develop new public infrastructure such as roadways, railways and ports.

    Dr Tan See Leng was appointed as the Minister for Manpower and Second Minister for Trade and Industry on 15 May 2021. Prior to this, Dr Tan was the Minister in the Prime Minister’s Office, Second Minister for Trade and Industry and Second Minister for Manpower from 27 July 2020.

    A veteran medical practitioner, Dr Tan was Group Chief Executive Officer and Managing Director at IHH Healthcare Berhad, one of the largest listed integrated healthcare providers globally, from 2014 to 2019. He was also concurrent CEO and MD of Parkway Pantai from 2011 onwards till 2019 when Parkway Holdings was merged with Pantai Holdings. During Dr Tan’s tenure, the group doubled its revenue and expanded its presence to 11 countries with 84 hospitals employing over 50,000 employees.

    An entrepreneur, Dr Tan founded Healthway Medical Group in Singapore in the early 1990s and was its Chief Executive Officer from 1992 to 2003. He expanded the GP clinic chain to more than 40 locations with a turnover of S$20 million per annum, making it the second largest private primary healthcare provider in Singapore.

    Dr Tan has served on the boards of several medical committees including the Singapore Ministry of Health’s Medishield Life Review Committee. He also sat on the Advisory board of the Lee Kong Chian School of Business at the Singapore Management University and has guest lectured at international symposiums including the Harvard Business School’s seminar on healthcare entrepreneurship.

    Under his leadership, IHH Healthcare Berhad has won numerous awards, including Best Managed and Best Overall Corporate Governance Poll awards by Asiamoney. He has also earned awards from his own medical community in Singapore, including the Albert and Mary Lim award from the College of Family Physicians and the Merit Award from the Singapore Medical Association.

    Ambassador of Chile to Singapore

    He joined the Chilean Foreign Service in 1980. Since then, he has worked in the embassies of Chile in Argentina, Costa Rica, Guatemala, Spain and Venezuela; the Chilean Mission to the United Nations (New York), and the consulates general of Chile in Mendoza, New York, Melbourne, Sydney, Gothenburg and Shanghai after being appointed Ambassador to Singapore. In Chile, he has worked in the European and North American Affairs Directorates, as well as the Directorates of Multilateral Policy and Special Policy. Graduated in Political Science, he also graduated from the Diplomatic School of Spain and the Diplomatic Academy of Chile.

    Olivia Heuts studied Economics at the Catholic University of Leuven, Belgium. After finishing her studies, she moved to Chile, where she began to work in the electrical industry. She has worked for Colbún SA for 12 years, where she currently holds the position of Development Manager, leading the search for opportunities in the acquisition of companies, the development of new businesses, the coordination of the corporate strategic planning process and the development of innovation. Since May 2021, she is the Vice President of the Board of Directors of the Chilean Hydrogen Association, H2 Chile.

    Ms Leow Lay May was appointed as Director of Energy Division and Industry Division (Climate Change & Sustainability) in the Ministry of Trade and Industry in August 2020.

    The Energy Division is responsible for formulating Singapore’s energy policies and strategies, fostering the development of competitive energy markets, and promoting energy cooperation with international partners. It works with the Energy Market Authority of Singapore and other agencies to drive Singapore’s energy transition, to ensure a clean, affordable and reliable energy future. This includes developing alternative energy options such as solar, electricity imports, and low-carbon solutions like hydrogen and carbon capture, utilisation and storage; and integrating these options into the power system and markets, as well as enhancing the efficiency of natural gas-fired generation plants in our power system.

    The Climate Change & Sustainability team works with agencies such as the National Climate Change Secretariat and Ministry of Sustainability and Environment to coordinate and formulate policies and strategies to ensure that Singapore is prepared for the impact of climate change. This includes developing plans to reduce Singapore’s long-term emissions; advancing multilateral cooperation on climate action; and building consensus on climate change plans and targets. The team also coordinates agencies’ efforts to seize new economic opportunities in sustainability and create good jobs for Singaporeans in the green economy.

    Prior to joining MTI, Lay May served in the Ministry of Law, where she was the Director of Strategic Planning and Policy Division, overseeing organisational transformation, strategic planning, and policies and strategies relating to community legal services. Lay May had also previously served in the Ministry of Transport, the Ministry of Home Affairs and the Ministry of Manpower.

    Helmut Kantner founded AustriaEnergy in 2006. He has more than 30 years of experience in the energy sector, mainly in Central and South-East Europe and Chile/Latin-America. From 1998 to 2004 he led Jenbacher Peninsula Iberica as Managing Director, coordinating the sale of the company thought by General Electric and integrating it into GE Power. Throughout his career, Helmut has managed the development and construction of over 1 GW of power plants, now owned by multinationals like ENEL/ENDESA, IBERDROLA, TOTAL, SOJITZ, among others, all in renewables projects avoiding CO2 emissions. More recently he expanded the activities of AustriaEnergy beyond wind and PV towards green hydrogen.

    Luis Sarrás is the Green Hydrogen Business Director for South America (Argentina, Brazil, Chile and Colombia), a position from which he has promoted the development of green hydrogen projects in the region. Since 1995, he has developed leadership positions in the teams of Operations, Commercial and Development, with regional responsibilities in various countries. He acted as Director of Sociedad Eléctrica Santiago and was a member of advisory committees of the National Energy Commission. Mr Sarrás is currently Director of Gasandes Chile and the Chilean Hydrogen Association.

    Mr Clarence Hoe was appointed Global Market Director of Americas and Western Europe Division with effect from 1 July 2019. He will be leading his teams to promote trade, investment and enterprise innovation between Singapore and the regions of North America, Latin America and Western Europe.

    Enterprise Singapore, formerly International Enterprise Singapore and SPRING Singapore, is the government agency championing enterprise development. The agency works with committed companies to build capabilities, innovate and internationalise. It also supports the growth of Singapore as a hub for global trading and startups. As the national standards and accreditation body, Enterprise Singapore continues to build trust in Singapore’s products and services through quality and standards.

    Since 2005, Clarence had constantly led initiatives to help companies innovate and internationalise. As Centre Director based in Sao Paulo, he facilitated the market entry of companies in oil and gas, real estate, utilities, airport management, retail and food distribution to regions like Brazil, Argentina, Peru and Chile. As Director for Infrastructure Services Division, he facilitated architecture, facilities management, property developers and construction firms venture to new markets like China, South East Asia, India and Middle East; and he worked closely with key partners to setup a Smart Estate Co-Innovation Lab which provides the sector opportunities to develop new solution to meet the current urban needs in the region.

    Clarence was also HR Director between 2012 to 2018 where he oversaw the talent management, learning and development, and HR operations, and was nominated as finalist for LinkedIn’s inaugural Conscious Business Leadership Awards.

    Prior to joining ESG, Clarence also contributed in JTC to conceptualise and develop industrial parks; as well as in Ministry of Trade and Industry for a national project to help fine-tune government policies and incentives to assist Small and Medium Sized Enterprises (SMEs) in Singapore to be globally competitive.

    Executive Director, Latin American Chamber of Commerce, Singapore

    Angela is the Founder and Executive Director of the Latin American Chamber of Commerce in Singapore (LatAmCham). She is an expert in economic diplomacy fostering business and investment relations between Latin America and Southeast Asia, using Singapore as a hub to access the region.

    Prior to founding the LatAmCham, Angela worked in several banks as a lawyer advising credit derivatives structures and business development. She worked in Corfinsura (today Bancolombia, Colombia), Société Générale (Paris), Nordea Bank (Denmark, Singapore).

    She is a lawyer from Universidad Pontificia Bolivariana, Medellin Colombia, a Master in Business Law from Universidad Externado de Colombia, and a Master in Financial Law from University Paris XI in conjunction with ESCP Paris.
