    Lindsey Moran, Esquire is Equal Employment Opportunity (EEO) and On the Job Training (OJT) Program Officer for Hampton Roads Connector Partners (HRCP), the prime contractor joint venture building the $3.8 billion Hampton Roads Bridge-Tunnel (HRBT) Expansion Project.

    In her role, Lindsey is responsible for ensuring the Project exceeds the robust workforce development goals for both minorities and women within the traditional labor force as well as the OJT program, understanding, interpreting and implementing federal, state and local EEO and labor laws and regulations, investigating and remediating allegations of discrimination/harassment and supporting DBE/SWaM participation and compliance.

    Lindsey brings over ten years of experience in both federal and state EEO compliance and EEO investigation/remediation to the HRBT Expansion Project. From representing domestic violence victims to investigating housing and employment discrimination allegations for the Maryland Commission on Civil Rights, Lindsey has dedicated her career to ensuring equity and assisting those in need.

    Prior to joining HRCP, Lindsey was the Title IX Coordinator at Longwood University in Farmville, Virginia. In her spare time, she enjoys hand-building pottery, playing softball, and spending time with her daughter.
