Welcome to the 2nd Edition of the most influential property valuation and surveyors' conference on the African continent – the Africa Valuation Conference 2024 – #AVC2024. The Africa Valuation Conference is the most comprehensive mega-gathering of valuation professionals on the African continent.

The Africa Valuation Conference is organized by the Academy of Construction and Real Estate (ACRE) and coordinated by an advisory board comprising regulatory bodies and industry organizations in the valuation profession from 7 countries.

Douglas Summa is a retired Partner from PricewaterhouseCoopers' Financial Services Practice in New York. Throughout his 35+ year tenure with PwC, he worked in the international capital markets areas across cash and derivative products, including fixed income, foreign exchange, equity, credit, and commodities. During this time, he provided perspectives on leading practices and regulatory perspectives while working with a broad range of institutions, including global banks, mutual and hedge funds, and insurance companies.

Mr. Summa has assisted his clients address measurement and management issues related to market, credit, liquidity, and capital, including:

• Implementing industry best practices related to valuation, risk measurement, limit setting, capital attribution, liquidity, and performance evaluation.
• Designing frameworks and implementing tools, models, and processes to value and assess risks related to financial instruments.
• Creating and implementing models and supporting processes and procedures to measure and report economic and regulatory capital.

Mr. Summa is on the Board of the International Association of Quantitative Finance and is the Vice Chairman of the Financial Instruments Board of the International Valuation Standards Council. He also in a P.R.I.M.E. Finance market expert.

Mr. Summa has an M.B.A. in Finance and Accounting from Columbia Business School and a B.A. in Political Science from Columbia College.

Ephraim Kabunda Munshifwa is the Director at Quest Real Estate Services Ltd and the immediate past chairperson of Mukuba Pensions Trust. He has been in the real estate consulting/construction industry for the past 30 years, with experience in the private and public sectors in Zambia and Botswana. He is also an Associate Professor of Real Estate and Dean of the School of the Built Environment at the Copperbelt University in Kitwe, Zambia.

Prof Munshifwa is the outgoing chairperson of the Valuation Surveyors Registration Board (VSRB), now Zambia Institute of Valuation Surveyors (ZIVS), former Chapter Head of the Southern African Real Estate Society (SAfRES) and Advisory board member of the Cambridge Initiative for African Urbanism (CIAU).

He holds a BSc. and MPhil. in Land Economy from the Copperbelt University (Zambia) and University of Cambridge (UK), respectively. He also holds a PhD in Construction Economics and Management from the University of Cape Town (South Africa).

Charles Golding is a senior specialist in valuation and investment advisory at RICS. His main role is developing valuation standards and practice information, including Global Red Book, with a range of industry stakeholders, including multinational valuers, lenders, investors, and standard setters as well as smaller companies and individuals at a local level.

Charles also specializes in ESG, developing the RICS Sustainability and ESG in commercial property valuation and strategic advice guidance and a range of collaborative supporting content. Charles sits on an IVSC ESG working group and is a regular contributor to external ESG pieces such as the UK Law Society Green leases and Minimum Energy Efficiency Standards guidance.

Patrick Alesandrini, CAE, RES, 2023 President of the International Association of Assessing Officers. Mr. Alesandrini is the Chief Deputy Property Appraiser for the Hillsborough County (Florida) Property Appraiser. He has served as President-Elect/Treasurer in 2022, Vice President in 2021, and as an IAAO Board Member from 2016-2018. Patrick has also served on numerous IAAO committees and task forces and is a senior IAAO instructor, approved to teach more than 25 courses, workshops, and seminars.

Mr. Alesandrini has over 49 years of valuation experience, MAI and SRA designations, and is a Florida state-certified general real estate appraiser and certified USPAP instructor.

Douglas Krieser, FASA FRICS has performed valuations for 37 years. He is Managing Director of Valcon Partners, LTD, is a past president of the American Society of Appraisers and has served on various ASA and Appraisal Foundation committees and task forces. He is very active in teaching and writing ASA courses and webinars.

He has performed valuations for financial reporting, ad valorem tax and litigation purposes. Mr. Krieser is regarded as an expert witness and has testified in several states regarding personal property tax matters and in federal bankruptcy court.

In addition to authoring articles for various value-related publications and being a contributing author to various textbooks published, Mr. Krieser has presented at international conferences on a variety of valuation and regulatory-related topics. Mr. Krieser is a Fellow of the ASA as well as a Fellow of The Royal Institution of Chartered Surveyors.

A graduate with BSc (Hons) in Real Estate Management at Oxford Brookes University (OBU) some 22 years ago, Maje launched his career in commercial real estate with Knight Frank Botswana. In 2004 he co-founded Apex Properties a now well-established real estate outfit
in Botswana.

Former Board Member and Head of Valuation Standards at the Real Estate Advisory Council (Botswana). Ex-President of the Real Estate Institute of Botswana. Maje Maje is actively involved in the development of valuation standards, ethics standards, and measurements of properties in collaboration with IVSC and RICS. In addition, he has participated in continental and international assignments, which have far-reaching impact on how the valuation profession functions in the years to come.

Di has been involved in Real Estate since 1993, initially as an estate agent and later as a valuer. She was the financial director of the KwaZulu-Natal Institute of Realtors from 1998 until 2001. Dianne completed the National Diploma in Real Estate (Property Valuation) and passed the admission examination in September 2009.

She has been registered as a Professional Valuer with the South African Council for the Property Valuers Profession since 2013 and has been a member of the South African Institute of Valuers (SAIV) and a KZN Branch Executive since 2009. Dianne received her MBA in 2020. In May 2023, she was elected as President of the SAIV. She also serves on the Audit and Risk Committee for the Office of the Valuer-General.

In his current position, as Manager: Valuation Operations and Municipal Valuer at the City of Cape Town, Llewellyn’s role is to lead and manage a team responsible for valuations of approximately 910 000 properties, as well as numerous activities associated with this including data collection, objection, and appeal resolution.

Llewellyn offers strong valuation modeling, statistical & data analysis ,and database management skills. His past experience in the private sector has exposed him to valuations, and also provided a solid foundation for his ability to conduct property economic research, to author property publications, and to draft reports and business plans.

Motlatso Maloka started working as a Candidate Valuer at the City of Johannesburg, later promoted to Manager Valuations. She worked for CoJ for 17 years. Ms Maloka joined the Department of Rural Development and Land Reform as a Director in 2012, at the time of the promulgation of the Property Valuation Act that gave effect to the establishment
of the Office of the Valuer-General (OVG). She became a Senior Manager in the OVG and was subsequently appointed the Acting Valuer-General in 2019.

Motlatso is a registered Professional Valuer with the SACPVP. She is a member of the South African Institute of Valuations (SAIV), wherein she has served as a Committee Member from 2011 to date. Motlatso holds a National Diploma in Real Estate from Unisa (University of South Africa) and a BSc[Hons] in Real Estate from UCEM(University College of Estate Management).

After 20+ years in the Property Sector Laetitia is a lecturer at the University of Pretoria, Department of Construction Economics - Real Estate program. She holds a PhD in Real Estate and Masters in Research Psychology. She is an Accredited Professional of the GBCSA in Sustainable Precincts, a Director of the Gauteng Precinct Management Association (GPMA), a non-executive director of the BIM Community Africa, and member of the SAPOA PropTech Committee. She is presently supervising a Masters research study on digitisation related to the Basel III introduction of the "prudent value" concept, emphasising the need for conservative valuation criteria that account for the long-term sustainability of property values.
