Business Development Manager at City of Norfolk Economic Development

Nikki is the Business Development Manager for Small Business Creation and Entrepreneurship
in Department of Economic Development for the City of Norfolk. She focuses on facilitating and
implementing four pillars of support aimed at serving Norfolk’s small business community;
entrepreneur self-service, technical assistance, build the block, and the capital access
program. Nikki also leads the team overseeing integral programs that support Norfolk’s diverse
small business communities-the Commercial Corridor Program, the Façade Improvement Grant
and the Capital Access Grant.
Nikki has called Norfolk, Virginia home since 1990 after spending much of her adolescent years
in Albuquerque, New Mexico. Being a “military brat”, Nikki has lived in and visited countless
cities across the United States, as well as overseas in England. After obtaining her
undergraduate degree from Virginia State University and gaining extensive experience in
community engagement, Ms. Southall started her career in Norfolk with the Department of
Neighborhood Services. There she oversaw numerous programs that promoted the social,
physical, and economic resilience of Norfolk’s communities by engaging residents,
neighborhood organizations, and businesses. Ms. Southall is also a recent graduate of Norfolk
State University where she obtained a Master’s in Urban Affairs.
Nikki has worked on several internal and external initiatives from the Norfolk Mayor’s
Commission on Social Equity and Economic Opportunity to the HRT Naval Station Norfolk
Transit Corridor Project Committee and the Norfolk Coastal Storm Risk Management & Norfolk
District of the Army Corps of Environmental Justice Committee. Most recently, she served on
the National League of Cities Community of Practice for Healthy Housing cohort representing
the City of Norfolk. Nikki is committed to cultivating meaningful and intentional engagement
with small businesses, entrepreneurs, and communities in Norfolk. She believes that while
being in public service is something that you’re paid to do, a public servant is something that
you are.

integrating AI solutions into website creation, business strategy, and social media.
Beyond her consulting firm, Tiffany is deeply involved in community upliftment. She serves as a
community ambassador for the Verizon Small Business Digital Ready Program and mentors at
The Hive's Economic Uplift Capital Accelerator Program. Recently, Tiffany has initiated a
business accelerator program in partnership with The HIVE Business Resource Center, guiding
local entrepreneurs to craft comprehensive business plans within four weeks, empowering them
with the tools for success.
As a trailblazer, Tiffany authored "How to Find Your Perfect Customer" and regularly contributes
to the Hampton Roads SBDC and Black Brand B-Force Accelerator. Also notable is her
pioneering role as the first black female driver at Langley Speedway and the founder of
CyberNerd Gaming Cafe.
