Hsin Ying joined the Central Bank in 1999 and has accumulated diverse experience in various central banking disciplines. This includes prudential supervision of banks and development financial institutions, AML/CFT regulation and supervision of designated non-financial businesses and professions, financial intelligence and enforcement, national coordination and policy formulation for development of MSMEs, strategic communications and organizational restructuring.
Hsin Ying was responsible for the successful restructuring of the Consumer and Market Conduct Department (CMC) in 2013 and 2023 as well as the Financial Intelligence and Enforcement Department in 2016. She has served as the Director of CMC since May 2019. In addition to overseeing the conduct regulation and supervision of key financial institutions, she is also working with the relevant Ministries and authorities to enact a new Consumer Credit Act and establish the Consumer Credit Commission to oversee the regulation of consumer credit providers in Malaysia.
She is also collaborating with the Securities Commission Malaysia to drive the merger of the Ombudsman for Financial Services and the Securities Industry Dispute Resolution Centre to enhance the efficiency and outreach of alternative dispute resolution services for the benefit of financial consumers and investors.
Hsin Ying holds a B.Sc (Hons.) in Economics and Accounting from the University of Bristol and a M.Sc. (Merit) in Poverty and Development from the University of Manchester. She has also completed the Executive Programme on MSME Development at Harvard’s Kennedy School of Government.

John Qualy is a seasoned professional with a rich history of leadership and achievement in the financial services industry. Graduating from the University of Missouri with a degree in journalism in 1970, John embarked on a remarkable journey that has seen him leave an indelible mark on Northwestern Mutual Life.
His career began in 1969 when he signed his first contract with Northwestern Mutual Life as a college agent. Demonstrating remarkable entrepreneurial spirit, John established, from the ground up, a District Agency in Columbia, MO, in 1973. In 1990, John was appointed Managing Partner of The Qualy Group for Northwestern Mutual Life in St. Louis, where his visionary--leadership led to significant expansion. Under his guidance, the agent force grew from 46 financial representatives to 198, and premiums surged from $2,600,000 to over $30,000,000 by 2010. Notably, during this time, The Qualy Group achieved the prestigious distinction of ranking as the top Northwestern Mutual Life agency nationwide for Premium, Lives, and New Insureds for three consecutive years (2008-2010).

Robert Young was a life insurance agent in 1973. After 6 months, he left to become a flight steward with Singapore Airlines for almost seven years. At the Age of 28, he realised he was dead broke so he gathered enough courage to make his then biggest decision, which for the first time, was to take charge of his life.
He handed in his resignation, much to his mother’s disappointment and became a full time life insurance agent once again. He never looked back.
As an agent, he was a member of the Million Dollar Round Table, and as a manager, led his Agency to several company awards.
He had a colourful career in Life insurance, coming forward in 1989 to help out in the Life Underwriters Association of Singapore (now renamed as IFPAS).
In 1990, he conceptualised the first Asia Pacific Life Insurance Congress (APLIC). With the help of a hardworking and dedicated committee, they brought it to reality in 1991. APLIC is his biggest contribution to the life insurance industry to date.
In his company, he was also President of the Agency Managers Association for 2 years. Robert has a good understanding of the Life Insurance business.
To date, he has shared with thousands the “Want to and How To” Success Strategies. His personal style of speaking has brought him back, time and time again to his audiences across Singapore, Thailand, Philippines, Indonesia, Brunei and of course Malaysia.
He has 2 children, ages 17 and 18, and his community work revolves around the inmates of Singapore Prisons, giving them a financial education, encouraging them to survive their sentences positively, and motivating them to a new life upon their release.
