Brazil has a new regulation reinforcing internal and external controls for public procurement.


The new Law 14.133 of April 1, 2021 modernize and streamline the current rules under which private parties bid and enter into contracts with Brazilian state-controlled entities. Some of the transactions covered by the new law are, sales and concession of real rights to use assets, purchase, lease, concession, and permission to use public goods; provision of services, including specialized technician and professional ones; architectural and engineering works and services; and hiring of information and communication technology.


Additionally, the "Public Contracts Act" allows the adoption of arbitration, mediation, and dispute boards.

    Márcio Lima joined the federal civil service in 1999. Since then, among other positions, he acted as Director of the Department of International Negotiations at the Former Ministry of Industry, Foreign Trade and Services (MDIC) and as Special Advisor and Deputy Executive Secretary at the Executive Secretariat of the Chamber of Foreign Trade (CAMEX). He has participated in several multilateral fora (such as WTO and UNCTAD), in bilateral trade agreements (MERCOSUR-EU, MERCOSUR-SACU, MERCOSUR-India, Brazil-Mexico, and others) and in several MERCOSUR bodies. At CAMEX, Márcio Lima has been involved in investment-related issues since 2017. He is an agronomist by training and a specialist in foreign trade and international negotiations at Getulio Vargas Foundation (FGV). He also holds a master's degree in Economic Development and International Trade from the University of Brasília (UnB).
