The Maryland Transportation Authority Board selected Mr. Dangerfield to serve as the Chief Administrative Officer for the MDTA in March of 2013. In this capacity, he has executive leadership responsibility for six (6) business units: Human Resources and Workforce Development; Environmental Safety and Risk Management; Administrative Services; Asset Control and Damage Recovery; Civil Rights and Fair Practices and Information Technology

Courtney Edmonds is a leading subject matter expert in Diversity, Equity & Inclusion, specifically Supplier Diversity, Contract Compliance and Business Development. As the Director of the Office of Supplier Diversity & Inclusion for one of the largest water and wastewater utilities in the country, Courtney provides oversight for ensuring equitable contracting opportunities and is a vocal advocate for the use of diverse and small businesses in WSSC Water’s contracting process.

Arthur Ellis was born in Jamaica, West Indies in 1961. He emigrated to the United States at just 10 years old in 1970. After graduating from Uniondale High School in New York, he went on to attend University of Maryland, College Park where he was an Air Force ROTC Scholar. In 1983, Arthur graduated with a Bachelor of Science in Chemistry. He was commissioned in the United States Air Force as a Second Lieutenant, serving from 1983 to 1989, and served in the United States Air Force Reserves 1989 to 2001. In 1989, Arthur graduated from City University of New York, Herbert Lehman College, with a master’s degree in Accountancy and has been a Certified Public Accountant since 1990.

Arthur has been a resident of Charles County for the past 27 years. In 2018, he ran for the District 28, Charles County Senate seat. Elected in 2019, Senator Ellis is the first African American Senator in Charles County history

Ms. Sanford is the Director for the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO). She has over thirty years of experience as a small business advocate. As Bureau Director, her responsibilities include publishing an annual report, developing and implementing major program policies, overseeing the bureau’s day-to-day operations and supervision of a staff of fifteen. Most recently, Ms. Sanford led a team that revised and implemented major policy changes for the Commonwealth that has led to proposed legislation Senate Bill 1140, currently before the 2022 General Assembly.
