Jason is a General Partner and Co-Founder of Bull City Venture Partners. Prior to co-founding BCVP, Jason co-founded Southern Capitol Ventures. Previously, he was at Red Hat (NYSE:RHT) in their finance group through the successful IPO in 1999. Before joining Red Hat, Jason was at Harrison Hurley and Company, an investment banking and business-consulting firm headquartered in Providence, RI.
Jason currently serves on the board at Spiffy and is a board observer at Circonus, Levitate, ServiceTrade and ReverbNation. Past Board or Observer seats include ChannelAdvisor (NYSE:IPO), Contactually (acquired by Compass), DoublePositive (acquired by OSG), Etix (management-led buyout), Medfusion (acquired by NextGen Healthcare), Synthematix (acquired by Symmx Technologies) and WeddingWire (acquired by Permira).
He is also on the board of Venture Atlanta and on the Investment Advisory Board for the Center for Innovative Technology (CIT) consistently the most active seed investor in Virginia.
Jason received his BS in Finance from Bentley College. He lives in Raleigh, NC with his wife, son and two daughters.
Fourd Kemper focuses on mergers and acquisitions, venture and seed capital financing, securities, licensing and other intellectual property matters, and the representation of high-tech entrepreneurs.
He is chair of the Emerging Growth practice group. Fourd’s work in Woods Rogers’ business group also includes general commercial, real estate transactions, and contractual matters. Fourd has significant experience representing public companies, including serving for six years as general counsel of Luna Innovations Incorporated, a public technology company based in Roanoke. He has worked with venture capital investments, representing both technology companies raising funds and representing venture capital firms and other industrial investors. In addition, Fourd has experience in negotiating IP and confidentiality provisions for government contractors and sub-contractors.
He is a member of the Virginia Bar Association’s Business Law Section Council and previously served as chairman of the Business Section of the Virginia State Bar.
Fourd is the Chair of the Board of Trustees for North Cross School. His community service has included serving on the boards of Downtown Roanoke Inc., Opera Roanoke, and the Roanoke Valley Greenway Commission, as well as serving as President for Pathfinders for Greenways, Inc. He also served on the Vision 2001-2020 Advisory Committee (as Environmental Resources Chair) for the Roanoke City Vision 2001-2020 Comprehensive Plan. In June 2020, he was elected to serve on the Board of Directors of the Roanoke Bar Association.
The Roanoke native graduated from Duke University and earned his law degree at the University of Virginia, where he was a member of the editorial board of Virginia Law Review.
James Ramey has been a VTC Innovation Fund member since inception. Ramey's responsibilities include deal sourcing, due diligence, deal and closing document review and negotiation, portfolio monitoring, and other day to day operations.
Before joining the VTC Innovation Fund and Middleland Capital, Mr. Ramey was a Vice President at Tyton Partners, a leading M&A advisory firm in the education and ed-tech sectors. Notably, while at Tyton, he led the deal team in the sale of WebAssign, a provider of digital learning solutions in higher education to Cengage Learning, an education and technology Company. Prior to Tyton Partners, Ramey was a Senior Associate at Invest Nebraska Corporation, a sector-agnostic venture capital & development firm specializing in equity and debt financings within the lower middle-market. Prior to Invest Nebraska Corporation, Ramey was an Associate Attorney at Knudsen, Berkheimer, Richardson & Endacott, LLP where he practiced in a wide range of legal fields including transactional law, bankruptcy, estate planning, creditor rights, landlord/tenant, real estate, corporate law and civil litigation.
Tom Weithman is Managing Director of CIT GAP Funds, a family of early stage investment funds with a 10-year+ track record generating both exceptional returns and socio-economic impact. As Chief Investment Officer, Weithman also spearheads indirect investments on behalf of CIT.
Weithman is a proven operator, investor, director, executive and advisor with experience spanning federal, commercial and non-profit sectors. As architect and leader of CIT GAP Funds, Weithman has established himself as one of the nation's foremost experts on quasi-public fund formation, early stage investment, accelerator development and the contribution of "catalytic capital" to innovation, commercialization and economic development.

Among the companies in which Weithman has been an investor or served as board observer are NS8, Normshield, Syncurity, Huntress Labs, Ostendio, Adlumin and DivvyCloud.
