Dr. Oliver Massmann is the longest-serving Board Member of the German Business Association in Vietnam. He is a public figure on Wikipedia, an International Attorney at Law, and a Financial Accountant and Auditor with a PhD in International Business Law. Dr. Massmann arrived in Vietnam in July 1991 and is currently the Partner and General Director of Duane Morris Vietnam LLC.

Fluent in Vietnamese, Dr. Massmann has taught European law in courses and seminars held by the Ministry of Justice in Vietnamese and is recognized as an Adjunct Professor at Hanoi University of Foreign Trade. Additionally, he has been involved in establishing a legal framework for the first laws on renewable energies in Vietnam and advises various companies and the Vietnamese Government on related projects. In June 2016, the National Assembly of Vietnam invited Dr. Massmann to present on the impact of the Trans-Pacific Partnership Agreement in Vietnamese.

In January 2021, the European Commission in Brussels appointed Dr. Massmann as Lead Advisor for the implementation of the EU-Vietnam Free Trade Agreement (EVFTA) until 2023. The EVFTA is one of the most important Free Trade Agreements for Vietnam.

Dr. Massmann graduated from Bochum Law University in 1994 (first state exam) and the Ministry of Justice, Düsseldorf, Germany (second state exam) in 1997, earning the German Judge Degree. He holds an LLM degree in international taxation from St. Thomas University, Florida, in the U.S. He is certified as an International Financial Accountant and Auditor by the College of Birmingham. He is admitted to the Bar Association in Berlin and is a licensed foreign lawyer with more than 25 years of experience in Vietnam.

As a member of SAP’s Senior Executive Team for the Southeast Asia region, Austin is responsible for leading SAP’s strategic engagement with governments and stakeholders aimed at fostering a policy environment that promotes holistic digital economy development and enables businesses to adopt cutting edge digital services in the cloud. Austin is also SAP’s Asia Pacific lead for AI policy and the company’s regional digital trade expert.

His experience spans public policy and regulatory affairs in the EU and Asia Pacific telecommunication sectors, strategy consulting, and public service in the Government of Canada.

Austin resides in Singapore and holds a master’s degree in international and public affairs from the University of Hong Kong and a bachelor’s degree in political science and public administration from the University of Ottawa.

Mr. Andre de Jong has been working for Bosch for more than 25 years in six countries around the world. Living and working in ASEAN for 13 years (Vietnam for eight years and Cambodia five years), Mr. Jong has gathered not only experience representing Bosch professionally, but also representing German and European companies in various chamber positions. He used to be the Co-founder and Board Member of the German Myanmar Business Association in coordination with the AHK Myanmar. In EuroCham Cambodia, he was a Board Member, Treasurer, and the Chairman of the Real Estate and Construction (RECC) Working Group.

In Bosch Vietnam, his work is related to 2-wheelers components, including electrification. Topics such as road safety, air pollution and the drive for electrification around the region are key focus areas and also drivers for German companies and government alike. Mr. De Jong has been an active GBA Board Member since 2021.

Dr. Arianne T. Jimenez is the Meta Head of Privacy & Data Policy, Engagement, for the Asia Pacific, and has been part of the company’s global Privacy and Data Policy Team since 2018. She’s responsible for helping drive Meta’s strategy and engagement in the region on privacy and emerging tech policy. She is also involved in regulatory engagement, evaluating and responding to legislative and regulatory developments around privacy and emerging technologies, providing advice on product and policy development, and building initiatives focused on privacy and emerging technologies, including AI.
She brings both an academic and industry perspective, having specialized in privacy law for her Doctor of Juridical Science (J.S.D.) degree, which she obtained from the University of California – Berkeley School of Law. Her doctoral dissertation was on Working Towards a Data Protection Soft Law Framework for the ASEAN Region. She obtained her Master of Laws (LL.M.) degree from the same institution, where she obtained a Certifi cate of Specialization in Intellectual Property and Technology Law. During her time in Berkeley, she was also a Graduate Tutor and a Research Assistant, focusing her efforts on legal research and writing, and US privacy.
During her legal career in the Philippines, from which she hails, she clerked for a former Chief Justice of the Supreme Court, worked as Legal Counsel and Data Protection Officer for a tech company, and taught law subjects at De La Salle University. She’s also published articles on intellectual property law and cyberlaw.

Mr. Vu Tai Luong is the Project Director of Data Governance at FPT Telecom, one of Vietnam’s leading telecommunications and digital infrastructure providers. With extensive experience in data law, privacy, and information security, he leads critical initiatives shaping the company’s data governance strategy and compliance roadmap.

He has successfully overseen the implementation of enterprise-wide data governance frameworks, advised on regulatory compliance across the FPT Corporation ecosystem, and spearheaded the deployment of security systems in line with international standards, including ISO/IEC 27001, GDPR, and Vietnam’s Personal Data Protection Decree (PDPD).

Mr. Luong brings a strategic and practical approach to data governance—aligning legal mandates, operational needs, and business goals to ensure compliance, mitigate risk, and foster trust in data-driven environments.
