Empowered Communities East Kimberley recognises the need for improved coordination and alignment to maximize benefits, avoid duplication, and create a well-integrated approach for programs in the region. The Joint Decision Making (JDM) framework, co-designed by BBY Directors, LMC members, and the Government, serves as a platform for Aboriginal people to influence investments and jointly plan new opportunities in East Kimberley communities.

In line with the Empowered Communities vision for structural reform, the National Indigenous Australians Agency (NIAA) is actively involved in a collaborative review process for activities funded under the Indigenous Advancement Strategy (IAS). The Joint Decision-Making framework, tested and refined since its initial implementation in 2018, stands as a robust model for shared decision-making. Its goal is to achieve greater alignment between government investments and the expressed needs of Aboriginal communities and organisations.
