As Stormwater Manager, Bree works to help local governments and utilities create stormwater utilities more affordably and effectively to reduce flooding and improve water quality. She is responsible for creating a web-based resource center, organizing training sessions, and facilitating a peer-to-peer network of local officials. Prior to joining New Jersey Future, Bree served as Executive Director and Baykeeper for Massachusetts Baykeeper, and worked as a legal and environmental consultant in both Philadelphia and Boston. Bree earned her JD from the Villanova University Charles Widger School of Law, and holds a BA in architecture and environmental studies from the University of Pennsylvania. Daniele Cervino represents her clients in a variety of environmental regulatory and transaction issues. She has represented private equity firms and developers in environmental due diligence and environmental aspects of transactions, risk mitigation and insurance coverage. She has counseled many companies on environmental compliance and cost recovery matters. Ms. Cervino has served as Senior Vice President and General Counsel for Environmental Waste Management Associates (Parsippany, New Jersey), an environmental consulting and remediation firm and its related companies. She has negotiated dozens of insured fixed price remediation contracts and environmental insurance policies and associated claims. Ms. Cervino was selected as one of New Jersey Real Estate Magazine’s “Women of Influence in Real Estate” in 2007.

Rich manages First Environment’s state and local government sector work, encompassing environmental consulting and regulatory compliance services. He specializes in working collaboratively with municipal utility authorities and wastewater treatment plants to develop environmental programs that maximize resource use and recovery of derived waste, as well as identify available public funding for such projects. By integrating sustainability objectives and solutions with existing systems, Rich helps agencies create new revenue streams, promote beneficial reuse, and realize significant cost savings over time. He also has experience creating, revising, and invigorating recycling programs to help clients reduce solid waste and the disposal costs associated with it. All of the recycling programs he has developed and managed have been coordinated into a multi-media approach for pollution prevention planning and environmentally sound sustainable development. Rich also helps public and private clients manage corporate environmental requirements such as Superfund Amendments and Reauthorization Act (SARA), pollution prevention plan design, stormwater permitting, spill prevention and control, hazard communications, Title V facility air permitting, air pollution, and hazardous waste reporting.
