CONFRONTING THE ENERGY CRISIS: AN ACTION PLAN TO END LOAD SHEDDING


Background

Load shedding is the biggest constraint on South

Africa's economic growth. Government is taking reasonable actions to address this crisis decisively. Among others, government is focusing on adding as much new generation capacity to the grid as possible, as a matter of urgency. This will be achieved by removing barriers to new generation capacity and unlocking energy from many different sources.

A dedicated National Energy Crisis Committee (NECOM) comprising all

government departments and Eskom has been established to implement this action plan.

The Minister of Forestry, Fisheries and the Environment is involved in the process.

    Chief Director for Integrated Environmental Management Support of Department Forestry, Fisheries & Environment (DFFE)

    Dr Dee Fischer is the Chief Director for Integrated Environmental Management Support at DFFE, responsible for streamlining the environmental regulatory framework.

    Dr Dee Fischer holds a PhD in Energy Studies from the University of Johannesburg. Dee is employed as the Chief Director Environmental Management Support at the Department of Environment, Forestry and Fisheries and is responsible for among others the coordination of legislation between the NEMA and the MPRDA. In this capacity, Dee is the chair of the Interdepartmental Committee preparing proposed NEMA “Regulations Pertaining to the Exploration and Production of Onshore oil and Gas Requiring Hydraulic Fracturing”.

    Environmental Lawyer at Sturdee Energy

    Monique Jordaan holds Bcom Hons (Economics)- and LLB degrees (both from NWU –Potchefstroom Campus), and has completed further postgraduate studies including a Certificate in Energy Law (Mandela Institute, Wits), Certificate in Sustainability Law (Mandela Institute, Wits) and a Certificate in International Trade (ITRISA).

    She gained over nine years’ experience in renewable energy, with specific experience in project development, tender submission (South African Department of Energy‘s REIPPPP and
    otherwise), permitting and related commercial and administrative matters, during her time at SunEdison and Sturdee Energy. Notably during this time, she was part of the team that successfully bid and closed 450MW in Bid Window 4 of the REIPPPP and also assisted with the local aspect of the listing of TerraForm Global on the Nasdaq stock exchange.

    Monique has multi-jurisdictional experience which includes Namibia, Botswana, Eswatini, Tanzania and Cameroon.
    She also gained experience in a variety of legal fields during her time at leading African law firms Werkmans Attorneys and ensAfrica, being contract and commercial, insolvency, environmental and
    mine health and safety law.

    Monique is an admitted attorney of the North Gauteng High Court of South Africa, with a working knowledge of French and German, as well as being fully bilingual (Afrikaans and English).

    She is a member of Amnesty International (an international human rights organization) and the Environmental Law Association (based in South Africa).
