Moderator: Andie is a Transportation Engineer at Enovate Engineering with 10 years of experience in the NY/NJ region focusing on planning and design for transportation impacts. Her expertise is in the design of traffic control devices, including guide sign design. She is part of the signing team for the JFK Airport Redevelopment program, and also supports traffic engineering operations at Port Authority’s New Jersey Aviation and New York Marine Terminals facilities. Andie is a member of Enovate’s Diversity, Equity, and Inclusion Committee and has supported DEI related efforts at Enovate for several years.
Jose Rivera, PE is a Traffic/Transportation Engineering professional with over 40 years of experience, specializing in planning, design, safety, construction, and operations, in a wide range of multi-modal facilities including airports, tunnels, bridges, terminals, port facilities, ferries, and rail. Prior to joining Sam Schwartz, he was the Chief Traffic Engineer at the Port Authority of NY & NJ where he played a key role in major transportation projects on the Authority’s facilities. Jose has demonstrated a strong commitment to ensuring that traffic at all the Authority’s facilities move safely, efficiently, and in line with the agency’s mission and commitment to provide a high level of customer service. Additionally, Jose is the National Co-Chair for the LGBTQIA+ network at Sam Schwartz Engineering, which aims to create a space for members to connect and collaborate, to advocate for a workplace welcoming to and inclusive of all our identities, and to learn about and discuss LGBTQIA+ topics in engineering, planning, and related fields.
Joy Chiu, PE is the Superintendent of the Structures & Facilities Division at Port Authority of New York and New Jersey’s Port Authority Trans-Hudson (PATH) rail system. Joy leads a team of 300+ in-house staff and on-site contractors to ensure all of PATH’s employee and passenger support services are maintained and provided for, meeting the needs of internal and external stakeholders who conduct business with PATH. Joy holds a bachelor’s degree in Civil Engineering from Stevens Institute of Technology, a master’s degree in Urban Planning from New York University and is a licensed Professional Engineer in New York and New Jersey. For the past four year, she has also served as the secretary of the Port Authority Abilities Network, an employee resource group for employees with disabilities, where she participated in field visits to enhance accessibility for staff and public facilities, and in organizing an annual Disability Awareness Day event during the month of October. Previously, Joy has also served as vice president and president of the Port Authority Asian American Association, where she organized annual Chinese New Year Celebration dinners and annual Asian Heritage Month celebration events.
Marvin Souza, PE is a dedicated professional with a strong track record of leadership and innovation in the transportation industry. Currently serving as the Director of Systems Engineering at MTA New York City Transit’s Bus Technology group, Marvin’s responsibilities include overseeing and supporting the implementation of new fare payment systems, digital displays, and Automated Bus Lane Enforcement. Before joining the MTA, Marvin held the position of Administrative Project Manager at the New York City Department of Transportation. In this role, he had a key role in the design, implementation, and maintenance of Transit Signal Priority, Real-Time Passenger Information, and the Traffic Management Center. Marvin is also deeply involved in promoting diversity and inclusion in the workplace. He has co-chaired the NYCDOT employee resource group, Asian and Pacific Islander Association (APIA), and currently chairs the TransportAsian employee resource group at MTA. His involvement in these groups focuses on organizing events that celebrate Asian American and Pacific Islander heritage and culture while also raising awareness about the valuable contributions of APIA individuals in the workforce.
Enrique Porras, PE is a Transportation/Traffic Engineering professional with over 25 years of experience, specializing in planning, design, safety, construction, Intelligent Transportation Systems, and operations for a wide range of multi-modal facilities. At Jacobs, he successfully mentors and supports engineering personnel using on-the-job lessons and sharing years of experience from mentors. Recently, he has expanded his professional traffic engineering/ITS and project management expertise to Latin America, ensuring that Jacobs traffic group mission and commitment to provide a high level of client service throughout the Americas.Additionally, Enrique is also the Jacobs Northeast Co-Lead for the Hispanic/LatinX Employee Network (Enlace), which strives for a global "familia". Enlace is multicultural and celebrates diversity by serving as a bridge, connecting individuals from diverse backgrounds to exchange experiences and create a sense of belonging. While the primary focus remains on supporting LatinX talent, particularly especially in the United States, where Hispanics constitute the largest ethnic minority, Enlace has expanded its brand to ensure inclusivity for all.
Eric Tauro is a Facility Design Specialist in the National Fleet & Facilities Division of Transit & Rail at WSP. He has experience in knowledge and design services promoting an inclusive environment, including with ADA guidelines and feasibility studies. His education in both landscape architecture and architecture work towards designing diverse spaces for positive and collaborative human interactions for all to equally experience. Nationally, he currently sits on the WSP Developing Professionals Network (DPN) National Committee as the East Regional Co-lead and Inclusion & Diversity Committee Co-lead. Eric also supports WSP VIBE (Visibility & Inclusion in the Built Environment), an LGBTQIA+ community. In 2024, he will take up an appointment as a Vice Chair for National DPN, and a seat on the WSP I&D Council, in which he will assist in launching new ERGs at WSP. Within NYC, he is also involved with the I&D Taskforce, in which his efforts promotes DEI perspectives and collaboration with DPN, I&D Ambassadors and the Inclusion at Work resource group. Externally, Eric currently serves on the Board of Directors of Young Professionals in Transportation (YPT) and on the Community Building Committee of Build Out Alliance.
