Niño Raymond B. Alvina is the Executive Director of the Bureau of Local Government Finance (BLGF) of the Department of Finance (DOF)—the agency that oversees the revenue operations of all local governments in the Philippines. He leads the development and implementation of policies on subnational resource mobilization and financial management, capacity building, and supervision and coordination of treasury and real property assessment operations of provinces, cities, and municipalities.
Niño's previous works include designing and implementing local fiscal sustainability scorecards, performance standards for treasurers, property valuation and taxation reforms, professionalization of assessors and treasurers, subnational debt policies, among others. He graduated from the National College of Public Administration and Governance of the University of the Philippines-Diliman, and completed executive programs from Sanford School of Public Policy in Duke University, and Marron Institute of Urban Management in New York University. As a Fulbright scholar, he recently completed his Hubert H. Humphrey Fellowship at the Maxwell School of Citizenship and Public Affairs in Syracuse University. His latest publications include topics on governance of property valuation and taxation published by the Lincoln Institute of Land Policy and International Federation of Surveyors. Niño also sits in the Board of Trustees of the Philippine Tax Academy of the DOF, and is a ranked senior career executive service officer (CESO) of the Philippine Government.
