The Covid-19 pandemic hit Latin American and Caribbean economies harder than most other regions of the world. ECLAC forecasts an average contraction of -7.7% for 2020 – the largest in 120 years – and a rebound of 3.7% in 2021.


The crisis has exposed the need for fiscal and monetary policies, along with industrial policies that support the growth of the small and medium business, plus a spending prioritization plan focused on projects that foster employment-intensive sectors, and on the implementation of digital tools that support growth.


While this is the worst economic crisis in the last 120 years for Latin America, there have been gains in the region's digital economy with the implementation and arrival of fresh investments. Furthermore, food and beverage companies have continued to expand their market to Asia, and are following the developments of the RCEP.

    Juan Carlos is a renowned expert in international trade, regional economic integration, and foreign affairs. His responsibilities in the Mexican government spanned over two decades, where he served as Director General for North America, Chief of Staff to the Minister and Deputy Chief Negotiator for Mexico in the Trans Pacific Partnership (TPP).

    Between September 2016 and November 2018, Mr. Baker served as the Mexican Vice Minister for Foreign Trade. In this responsibility, he designed and proposed to the Minister of the Economy and the President of Mexico the strategies to conduct and implement Mexico’s foreign trade negotiations in North America, Europe, Asia and Latin America.

    During his tenure the CTPP was ratified by the Mexican Senate, and he concluded successful negotiations to deepen and modernize the existing trade agreement between Mexico and the European Union. Similarly, he was a key figure in the negotiations between Mexico, the United States and Canada that eventually led to the signing of the United States, Mexico and Canada agreement (USMCA), the agreement that upgrades and modernizes the North American Free Trade Agreement (NAFTA).

    On the multilateral front, Mr. Baker represented Mexico in several organizations, including the World Trade Organization (WTO), the Organization for Economic Cooperation and Development (OECD), the G20 and APEC.

    Mr. Baker is currently the CEO and found partner of Consultores Internacionales Ansley, a boutique consulting firm specializing in helping foreign governments and companies understand the changing international scene of politics and trade.

    Juan Carlos Baker holds a B.A. on International Trade from the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM), and thanks to the Chevening Scholarship, he pursued his Masters’ Degree in International Political Economy from the University of Warwick. He currently lectures on trade and international finance at Universidad Panamericana, both in Mexico City and Guadalajara, where he is also currently undertaking doctoral studies in business and management. Mr. Baker has delivered conferences and speeches in Argentina, Canada, Colombia, Japan, Mexico, the United States, Singapore and Vietnam.
