His Government and Public Sector practice focuses on providing counsel to political subdivisions and other governmental entities on a wide variety of topics relating to the governance and administration of public agencies to include procurement, economic development, real estate transactions, ethics, freedom of information, and public housing. Mr. Garnell T. Scott Jr. currently serves as the Assistant Vice President and Premier banker for Truist Financial in Norfolk, Virginia. He has always had a passion for helping others succeed at the highest levels, so it’s important for him that every person on his team brings a unique ability to deliver thought leadership on complex issues, combined with outstanding client service. In addition to his responsibilities at Truist Financial, he is an Adjunct Professor of Strategic management at a local college and lectures periodically on these topics at other Virginia colleges and universities. He is a graduate of Hampton University, Saint Leo University, and Regent University School of Law. In his spare time, Mr. Scott enjoys traveling with his family and playing golf.

Jolie Spiers is Vice President of Small Business for the Hampton Roads Chamber and Executive Director of the Hampton Roads Small Business Development Center. Both organizations help set the conditions for business success in Hampton Roads and provide resources for entrepreneurs to build solid foundations and focus on business growth. Prior to joining the Chamber and the SBDC in June 2022, Jolie lived in Rochester, New York where she worked in fund development and community engagement with the University of Rochester and Cornell Cooperative Extension. Other experience includes positions in marketing, community development, media relations and freelance reporting. Her degrees are from the University of Mississippi Meek School of Journalism and the University of Rochester Simon Business School.
