Lori Cobos is a recognized leader in the electric power industry. Cobos has over 20 years of wide-ranging executive level experience in the regulation and development of the electric market in Texas during a time of unprecedented growth, market reform, transmission infrastructure buildout, and major weather crises. Cobos has broad, multifaceted experience with the Electric Reliability Council of Texas (ERCOT), Southwest Power Pool (SPP), and Midcontinent Independent System Operator (MISO) markets in both the public and private sector. Cobos’ expertise and practice focuses on the complex intersection of the law, regulations, public policy, market rules, politics, and business development in the electric power industry.

Cobos was appointed by Governor Abbott as Commissioner at the Public Utility Commission of Texas (PUCT), where she played a central role in managing the aftermath of Winter Storm Uri in 2021. She led major statewide initiatives to fortify the reliability and resiliency of the state’s electric grid, including improving grid reliability during extreme cold weather, incentivizing new dispatchable generation investment, and leading the development of a historic buildout of transmission infrastructure in the Permian Basin region and Rio Grande Valley. As Commissioner, Cobos served on the ERCOT Board of Directors and represented Texas in leadership roles in MISO, including the Organization of MISO States and Entergy Regional States Committee, and in SPP on the Regional States Committee.

Prior to serving as Commissioner, Cobos was appointed by Governor Abbott to lead the Texas Office of Public Utility Counsel (OPUC). During her tenure at OPUC, Cobos elevated the agency's profile in state government and the public by strengthening the agency's legal representation, policy advocacy, and consumer assistance. Under her leadership, OPUC successfully represented the state’s residential and small commercial consumers before the PUCT, state administrative and judicial courts, and ERCOT, resulting in an agency record of nearly $1.5 billion in utility bill savings for consumers. As OPUC’s Chief Executive, Cobos served as the consumer representative on the ERCOT Board of Directors and Texas Reliability Entity Board of Directors.

Earlier in her career, Cobos held several senior-level positions at the PUCT, including serving as an advisor for two PUCT Commissioners and assistant counsel to the PUCT Executive Director. Cobos also served as in-house counsel at ERCOT. In the private sector, Cobos served as a director of government and regulatory affairs for a national power generation company and as principal owner of her legal and consulting firm, representing and advising clients on legal, regulatory, public policy, legislative, and business development matters in the electric power industry, including generation developers, transmission companies, investors, and an electric cooperative.

Cooper has extensive experience in the electric industry, most recently serving as General Counsel and Corporate Secretary at Texas Reliability Entity (Texas RE) where she led the Legal, Communications, and Training departments. She also worked in private law practice representing clients in state and federal electric regulatory proceedings and advising clients on a broad range of energy-related issues. She began her legal career at the Public Utility Commission of Texas, where she held several positions, including the Director of Commission Advising.

Ann Delenela is a security strategist with expertise spanning across 25+ years in the realm of information technology, information security and cyber/physical security management. She is currently Vice President and Chief Information Security Officer for Entergy where she is responsible for enterprise and operational cyber security, physical security systems, and compliance.

Prior to Entergy, Ann was Vice President and Chief Information Security Officer for Ameren Services where she was responsible for enterprise cybersecurity covering Ameren’s Corporate, Electric, Nuclear and Gas operations. Prior to joining Ameren, Ann was with the Electric Reliability Council of Texas and served as their Chief Security Officer with overall responsibility for the company’s cyber security, physical security and emergency management programs. Her previous experience includes multiple technical, managerial, and strategic roles within industries ranging from energy, telecommunication, software development and consulting.

Ann is active and influential in the industry serving as an appointed or elected leader in multiple electricity sector committees. Ann was appointed by DOE’s Secretary of Energy served on the Electricity Advisory Committee, a group of selected thought leaders in the electricity sector. Ann was appointed by the Electricity Subsector Coordinating Council (ESCC) and currently serves on the NERC Electricity Information Sharing and Analysis Center (EISAC) Executive Committee. Ann was also appointed by the Governor of Texas to the Texas Private Sector Advisory Council to advise the Governor’s office on homeland security issues. Ann was named one of the top 10 women Chief Information Security Officers to watch by Chief Security Officer magazine and holds a Bachelor’s degree in Computer Science from the University of North Texas.

Monica has more than two decades of policy experience, focusing on tax and trade issues. Prior to joining Entergy, Monica served as long-time Chief of Staff to Congressman Adrian Smith of Nebraska, a senior Member of the House Ways and Means Committee. Monica also served in the office of Minnesota Congressman John Kline.

During her time on Capitol Hill, Monica was recognized for her leadership. She was nominated and selected as a Stennis Congressional Staff Fellow, a bipartisan, bicameral leadership development program for senior staff members of Congress. Monica successfully managed a team of 18 staff members in Washington, DC and across Nebraska, earning Rep. Smith’s office the Congressional Management Foundation’s prestigious Democracy Award for best workplace environment in 2020.

Melanie brings 16 years of experience in supply chain management, having worked in various roles at companies like Halliburton Energy Services, TETRA Technologies, and most recently as VP of Supply Chain for Orinoco Natural Resources, prior to joining Entergy. Her career has spanned strategic sourcing, end-to-end supply chain leadership, and developing procurement strategies aligned with organizational goals.

Previously, Strahler was vice president of Regulatory and Finance for PSO’s sister company, AEP Texas, responsible for directing regulatory and financial activities. Prior to that, she was director of Business Operations Support for Appalachian Power, another PSO sister company.

Strahler joined AEP in 2006 as a senior cost control analyst in AEP’s Generation organization. She also has held leadership positions in AEPs Operations and Performance Transformation group with responsibility for implementing process improvements across the company. Before joining AEP, she worked at Limited Brands and IBM Global Services.

She earned a bachelor’s degree in economics from Bethany College and a master’s in business administration from The Ohio State University. She completed the G100 Women’s Leadership Acceleration Program and the AEP/Ohio State Strategic Leadership program. She is a graduate of Leadership Columbus and past president of the Junior League of Columbus. Strahler serves on the board of the Tulsa Regional Chamber, Tulsa Area United Way and the Tulsa Community Foundation.
