This training seminar will be held from Wednesday, November 29, 2023 to Friday, December 1, 2023 in Queens, NYC.


This 7th Annual Seminar will provide the attendee with up-to-date terrorism related information as it relates to recent world events and hostage negotiations. The NYPD will be host to an incredible cadre of world-renowned speakers that will offer invaluable insights into hostage negotiations. The seminar is being held at the new NYPD Police Academy. Due to the sensitivity of information that will be provided during this training seminar, only law enforcement officials and certified hostage negotiators will be permitted to register and attend. A formalized agenda and speaker list will be sent to those registered. Register early, as space is limited to 500 attendees. Registration is $399 per person and after November 1, $450 per person.

    Detective at San Jose Police Department.

    7-Hour Hostage Barricade:
    The Suspect and his soon to be ex-wife are going through a divorce and living separately. They have three kids together. The suspect went over his ex-wife’s house, asking her to do a resume for him. When she came to the door, the suspect grabbed her around the neck and tried to pull her into the residence. The victim pulled away. The suspect pulled a handgun from his waistband, pointed it at his ex-wife and pulled the trigger. The gun did not go off. The victim ran to a neighbors residence who called 911. The suspect went into his ex-wife’s home and barricaded himself inside with their three-year old daughter. Officer Campagna interviews the suspect both at county jail as well as in prison, discussing the entire case with him. This interview is played throughout the debrief. Officer Campagna also uses 911 calls throughout his presentation.

    On August 31st, 2022, a male in his 60s entered the medical office building adjacent to Credit Valley Hospital in Mississauga, Ontario at approximately 0730 hours. He pulled a fire alarm to evacuate the building. His plan was to have a 30-day standoff it lists demands of the provincial government and other agencies were met. On the 5th floor of the building, he bolted shut both stairway and elevator access to the floor. There was an inadvertent hostage (a Doctor who ignored the fire alarm) and three individuals trapped in the elevator. The subject had two long guns and two handguns in his possession, a propane stove and an electric stove, 30 days worth of food and other paraphernalia consistent with his plan to stay for a month. Give us successfully negotiated out shortly after midnight September 1st 2022.

    This presentation will discuss a domestic disturbance incident involving a suspect who patrol officers had responded to the night before and who had multiple felony warrants. The suspect barricaded in the basement and when patrol formed a react team, they entered the basement along with a K9. Upon entry, the K9 contacted the suspect and a gunshot was heard. Officers disengaged and SWAT and negotiators were activated. Discussion will involve attempts at negotiation involving voice-to-voice contact and eventually the use of a throw phone. The suspect made several suicide by cop statements and after several hours, gas was deployed into the residence. The presentation includes audio of the negotiations and an interview with the K9 officer.

    In March 2016, officers were called to investigate a violation of a protective order. The complainant reported that she saw her husband and son via security camera enter her apartment. When an officer attempted to enter the apartment a single gunshot was heard, followed by several other shots. A 16-hour standoff ensued in which negotiations were established to work toward a peaceful resolution.
