Angelo Belli graduated from the reigning National Champion The Ohio State University and has spent the last twelve years with the Franklin County Municipal Court Probation Department. For ten years he was the probation officer for one of the drug courts and now does risk reduction probation. For the last seven years he have been part of a team that helps teach defensive tactics to our department. I also help The Supreme Court teach proper handcuffing and search and seizure procedures.

Jessica Bradshaw is a Parole Officer with the Ohio Adult Parole Authority; she currently works in a specialized unit that supervises parolees with severe and persistent mental health issues. She joined ODRC as a General Activities Therapist in 2015 and in 2018 she became an Activities Therapist working with the mental health population inside the prison before promoting to Parole Officer. Jessica teaches reentry approved programming including Decision Points, Thinking for a Change and Anger Control. Jessica instructs ORAS, Ohio Supreme Court- Cognitive Behavioral Interventions and evidence- based practices to new hires during Parole Officer school.

John D. Corrigan, Phd, is a professor in the Department of Physical Medicine and Rehabilitation at The Ohio State University and Director of the Ohio Valley Center for Brain Injury Prevention and Rehabilitation. For more than 40 years, he has treated and studied long-term outcomes of persons with brain injury. Dr Corrigan is Editor in Chief of the Journal of Head Trauma Rehabilitation. Since 2013, he has served as the Director of the Ohio Brain Injury Program, which is the designated lead agency in the State of Ohio for policy and planning related to living with brain injury. Dr Corrigan is National Research Director for the Brain Injury Association of America and has previously served other national organizations, including CARF, the Injury Control Center at the CDC, the Veterans Administration, and the US Department of Defense - Defense Health Board.

Emmanuel is a lifelong resident of Lima-Allen County. Emmanuel was born and raised on Lima’s Southside where there is a reputation and perception of being the “hardened’ side of town. His community has had its challenges but was actually a true neighborhood where he always felt protected, looked after and valued. Many of the elders and residents of my community played an invaluable role in his development and ideology. Many of Lima’s best community agents and leaders have been born and groomed on Lima’s Southside.
Emmanuel is a 1996 graduate of Lima Senior High, where he is currently employed (15yrs) as a Linkage Coordinator within the CTAG Program adopted by the district in 2009. The Closing the Achievement Gap initiative was brought to the Lima Closing the Achievement Gap by the efforts of Emmanuel and other stakeholders within the community.
Emmanuel has also been the Head Girls Track coach for Lima Senior Lady Spartans since 2013-14, recognized with multiple honors as a coach. He is most prideful of the team championship accomplishment as the only girls program to when a team championship in the Three Rivers Athletic Conference. Since 2017 there has been 16 former athletes of his who have attended and graduated from 14 colleges/universities with an associates to masters.
Emmanuel has had a 25yr plus career with Allen Co. Juvenile Court serving as an employee and contractor. He was blessed to have unafraid supervisors who pushed prevention solutions that he was able to thrive under within the court and community. Emmanuel is CEO of Jegna Corporation, his non-profit that supports youth and families with a particular focus on Black boys and Young Men of Color. The court is one of his primary funders through partnerships and grants.
Emmanuel’s effect on youth and community involves advocacy that doesn’t lack accountability. Revolutionary and creative solution driven workshops and programming to support youth and families we serve. Along with it has been opportunities and partnerships that the schools and courts have benefited from on a local, state and federal level.

Emmanuel L. Curtis

Aaron Dennis worked over 25 years with the Columbus, OH Division of Police. During his tenure there he was directly involved with the creation of the Central Ohio Organized Crime Human Trafficking Task Force. For the past sixteen years his full-time responsibilities involved investigating Human Trafficking cases, identifying/interviewing vicitms and prosecuting offenders at the state and federal level.

Dennis has also collaborated with state legislatures to change existing laws, and create new ones to address the issue of human trafficking in the State of Ohio. These new laws provide Ohio law enforcement with additional tools to prosecute traffickers more efficiently.

In 2025 Dennis took an investigator position at the Ohio Organized Crime Commission. In this role, Dennis will continue training law enforcement, raising awareness and supporting human trafficking investigations across the State of Ohio.

Benjamin Dulle is a Senior Parole Officer for the Ohio Department of Rehabilitation and Correction, Adult Parole Authority. He was recently recognized as Parole Officer of the Year for the Cincinnati Region in 2023. Ben has been with ODRC for the past 12 years in various roles from Correctional Officer, Parole Officer, and Senior Parole Officer. Ben serves as an instructor for PO School, Evidence Based Practices, CPR, Firearms, Stop the Bleed, Critical Incident Management, Fire Safety, Active Aggressor, and Transportation Arrest Search and Seizure. Ben is a subject matter expert for Field Tactics trained by the Ohio Tactical Officer’s Association and assisted in the development of the APA’s current Field Tactics curriculum. Ben also severs as a facilitator for Anger Control. He is a Task Force Officer with the US Marshals Service Southern Ohio Fugitive Apprehension Strike Team. Ben holds certifications in Ohio Risk Assessment Systems, Core Correctional Practices, Motivational Interviewing, and Crisis Intervention. Ben holds a bachelor’s degree in the double majors of Criminology and Sociology from the College of Mount Saint Joseph in Cincinnati.

Patrick Epler is a professional dedicated to transforming juvenile justice through innovative diversion strategies and community engagement. With over 10 years of experience in the field, Patrick has been a driving force behind the development and implementation of programs that prioritize early intervention, accountability, and diversion of youth from the formal youth justice system. His commitment to fostering positive outcomes has been instrumental in reducing recidivism and strengthening community ties in Fairfield County. Holding advanced degrees in criminal justice and public administration, Patrick’s unique blend of academic insight and practical expertise informs his collaborative approach with community partners, educators, and the juvenile justice system. As a respected leader in diversion services, he is known for his ability to bridge gaps between policy and practice, ensuring that every young person has access to the resources and opportunities necessary for a brighter future. In addition to his professional achievements, Patrick is an engaging speaker and mentor, passionately advocating for systemic change and the empowerment of youth through education and restorative practices. Patrick holds a Bachelors Degree in Sociology/Criminology and a Masters in Public Administration & Leadership (with a specialty in Justice Administration and Policy development).

Stephanie received her degree in Psychology from Urbana University. She later received my Master's Degree in Criminal Justice from the University of Cincinnati. She began her career working in the AoD field and them started in probation in 2013 working at Franklin County Common Pleas Probation for 8 ½ years before moving on to Madison County Common Pleas Probation where she stayed for about 3 years. For the last year she has been with Franklin County Municipal Probation Her probation experience has been a combination of office and field work including searches and transports.

KATE HUFFMAN served as a General Division Judge on the Montgomery County Common Pleas Court beginning in 2002. In 2022, she was elected to the Second District Court of Appeals and began service on that court on February 9, 2023. Judge Huffman received her B.A. in political science from Wright State University and her J.D. from the University of Dayton School of Law, and an M.A. in Judicial Studies from the University of Nevada. She also obtained a Certificate in Judicial Development General Jurisdiction Trial Skills and a Certificate in Judicial Development Dispute Resolution Skills from the National Judicial College. Prior to judicial service, Judge Huffman was a partner in the law firm of Huffman, Landis & Weaks.
In 2021 Judge Huffman was appointed as the Ohio Judicial Outreach Liaison, focusing on providing training to judges and other stakeholders on impaired driving issues. In January, 2023, Judge Huffman assumed the position as the American Bar Association Judicial Fellow, serving as a teacher, writer, consultant, and liaison on impaired driving to those in the criminal justice community around the country.
Judge Huffman is a member the Innovative Specialized Docket Committee and the Criminal Law and Procedure Committees of the Ohio Judicial Conference. She currently serves as Vice-Chair of the Board of Trustees of the Ohio Judicial College. Judge Huffman completed two terms on the Commission for the Rules of Practice and Procedure of the Ohio Supreme Court, and served as Chair of that Commission from 2021-2022. She recently chaired the Ohio Supreme Court Task Force to Examine Ohio’s Bail System. Judge Huffman teaches as an adjunct faculty member at the University of Dayton School of Law and on the faculty of the National Judicial College.

Sabra Jones, PhD is a board-certified Forensic Toxicologist focusing on transportation safety. Sabra is the Regional Toxicology Liaison supporting the U.S. National Highway Traffic Safety Administration’s Northeast Regions 1, 2, and 3. Sabra earned her Master of Science degrees in Drug Chemistry and Forensic Toxicology from the University of Florida, undergraduate and graduate degrees in Criminal Justice and Criminal Justice Management and Administration from the University of Central Oklahoma, and received her PhD from Oklahoma State University, Center for Health Sciences in Forensic Science. She is the immediate past chair of the National Safety Council’s Alcohol, Drugs, and Impairment Division and Vice-Chair of the Academy Standards Board’s Toxicology Consensus Body.

Gabe Makeever graduated with his Bachelor’s degree from Ohio University. He has been a Probation Officer with the Franklin County Municipal Court since 2021. Gabe is currently an Assistant Supervisor in the SERT Unit which supervises domestic violence offenders. He is an OPOTA Certified OC instructor.

Joani Moore is the Specialized Dockets and TASC Administrator for the Ohio Department of Mental Health and Addiction Services (OhioMHAS). In this capacity, she administers and provides mental health and addiction consultation and other technical assistance to the $10 million Specialized Docket Subsidy Project which provides funding to over 220 specialized dockets; the state’s Treatment Alternatives to Street Crime (TASC) programs; and the Department’s drug court grants. In 1994, she worked with consultants from Portland, Oregon to begin establishing Ohio’s first drug courts in its metro counties. She has served on a variety of justice committees, has written over $40 million awarded criminal justice and other grants. In addition, she administers the Indigent Drivers Alcohol Treatment (IDAT) Funds Project for which she provides training and technical assistance to courts and local Alcohol, Drug Addiction and Mental Health Services (ADAMHS) and Mental Health and Recovery Services (MHRS) Boards.

She completed her B.A. in Criminal Justice from Ohio Dominican University in 1979. In 1992, she obtained an M.S. in Counseling from the University of Dayton. She has 40 years of experience in planning and program administration, and training for entities overseeing adult and juvenile offenders in both community and institutional settings. She has presented at conferences for All Rise (formerly known as the National Association of Drug Court Professionals (NADCP)), the National TASC Association, and state substance abuse, child welfare and criminal justice conferences. In 1991, she served as the project director for Ohio’s first intensive probation supervision program for domestic violence offenders and began training state and local law enforcement, the Ohio Adult Parole Authority, and staff from both the City of Columbus and the State of Ohio Employee Assistance Programs about domestic violence. She also has experience in the treatment of batterers, and developing and securing training, education, and employment opportunities for ex-offenders.

Andrew Pietras is a Parole Officer in Columbus, Oho. He is an evidence-based practice trainer for Ohio Parole. He is a certified Motivational Interviewing Instructor/Trainer. He is a certified facilitator for Cognitive Behavior Programs including Thinking for a Change and Decision Points. He co-coordinates program referrals for Columbus Parole. He was previously a case manager and program manager for a Community Based Correctional Facility where he helped program participants work through cognitive behavior programming and interventions. He has a bachelor’s in criminal justice from Baldwin Wallace University.

Andrew Reardon works as a Risk Reduction Probation Officer for Franklin County Municipal Court. He has been a probation officer for FCMC for 7 years. He spent several years as a field officer working with domestic violence offenders as part of our Strategic Enforcement Response Team. Prior to that, he was the supervising officer for the sex offender probationers at FCMC, along with other intensive cases. Prior to working as a PO at Franklin County Municipal Court, Andrew was a case facilitator at Franklin County CBCF, working with felony offenders in a correctional setting before they are released to the community. He also assists with his court's defensive tactics and arrest trainings at FCMC probation.

Dr. Paula Smith is an Associate Professor in the School of Criminal Justice at the University of Cincinnati. She received her Ph.D. in Psychology from the University of New Brunswick, Saint John in 2006. Her research interests include offender classification and assessment, correctional rehabilitation, the psychological effects of incarceration, program implementation and evaluation, the transfer of knowledge to practitioners and policy-makers, and meta-analysis. She is co-author of Corrections in the Community, and has also authored more than thirty journal articles and book chapters. Dr. Smith has directed numerous federal and state funded research projects, including studies of prisons, community-based correctional programs, juvenile drug courts, probation and parole departments, and mental health services. Furthermore, she has been involved in evaluations of more than 280 correctional programs throughout the United States. In addition to her research experience, Dr. Smith has considerable frontline experience working with a variety of offender populations, including juvenile offenders, sex offenders, and perpetrators of domestic violence. Currently, she provides training and technical assistance to criminal justice agencies throughout the United States and Canada.

Eric Willoughby received his M.S. in Criminal Justice from the University of Cincinnati in 2008. He currently serves as a Junior Research Associate for the University of Cincinnati Corrections Institute. Eric has over eight years of clinical experience while working at River City Correctional Center (RCCC) in Hamilton County, Ohio. During his tenure at RCCC, Eric provided several treatment services while working individually with inmates applying the Principles of Effective Intervention through individual sessions and group facilitation. Eric has years of experience facilitating various treatment groups which includes Thinking for a Change and Cognitive Behavioral Interventions in Substance Abuse. In his last two years at RCCC, Eric served as the Quality Assurance Coordinator and completed multiple audits through group and individual session observations and file reviews ensuring the staff upheld various ACA and ODRC standards. Eric also served as RCCC’s liaison to the Sex Offender program, a PREA SART team member and as the lead training coordinator for the entire facility.

Tim has worked for Stark County Family Court for 20 years. He currently serves as the Chief of Probation. In addition to being the Chief of Probation, Tim is a retired Special Deputy with the Stark County Sheriff’s Office since June of 2006 till February of 2023. He has been an instructor in Search and Seizure and Defensive Tactics with the Supreme Court of Ohio since 2007. Tim has served on U.S. Marshal’s Violent Fugitive Task Force, from April of 2015 until June of 2021, and is a Purple Heart Recipient by the U.S. Marshal’s Service for injuries sustained while executing a high-risk warrant for a fugitive from Virginia. Tim was also awarded the Medal of Honor by the Buckeye State Sheriff’s Association, and awarded the Medal of Valor by the Stark County Sheriff’s Office for actions above and beyond the call of duty to bring a violent fugitive to justice. Tim holds certifications to instruct verbal defense and influence trainings, and is a certified Life Coach as a Train the Trainer in the Success Principles Methodology by Jack Canfield. Tim received his Bachelor’s Degree in Criminal Justice from Kent State University, his Secondary Education certification from the University of Mount Union, and his Peace Officer certification from the University of Akron’s Police Academy. Tim is married to his wife, Michelle, and they have two beautiful children Grace and Michael.
