    Fellow on Chinese Politics at Asia Society Policy Institute’s Center for China Analysis, where he studies elite politics, political economy, and foreign policy. Previously, he was a Senior Analyst for China and Northeast Asia at Eurasia Group, a world leading political risk advisory and consulting firm, a Senior Research Associate at MacroPolo, the in-house think tank of the Paulson Institute, and a lecturer at the University of Chicago's Harris School of Public Policy.

    He has testified before the U.S.-China Economic and Security Review Commission and his writing appears in publications including The China Story, ChinaFile, Foreign Policy, The Los Angeles Review of Books, The Lowy Interpreter, The Washington Post, and The Wire China. He is regularly quoted by major media outlets such as Bloomberg, CNN, Financial Times, The New York Times, and The Wall Street Journal.

    He holds a Master in Public Policy from the John F. Kennedy School of Government at Harvard University, a Bachelor of Arts from the University of Western Australia, and certificates from Renmin University, Tsinghua University, and Zhejiang University.

    Dr. Lily McElwee serves as President and CEO of the Phoenix Committee on Foreign Relations. With historic family ties to Arizona, she is passionate about subnational diplomacy and elevating the state’s role on the global stage.

    Lily was previously deputy director and fellow in the Freeman Chair in China Studies at the Center for Strategic and International Studies (CSIS) in Washington, DC, and is a recognized expert in China’s foreign policy and relations with the United States, European Union, and the Global South. She has completed fellowships with the American Council on Germany, the CSIS-USC U.S.-Korea NextGen scholar program, the QUAD Task Force on China’s Strategic Futures organized by ORF America and the Australian Strategic Policy Institute. Lily has spent significant time living in the United Kingdom, China, and Germany.

    Lily concurrently serves as an Adjunct Fellow at CSIS, and is publishing a book on the history of U.S. investment gatekeeping amid the rise of China as a Strategy and Policy Fellow with the Smith Richardson Foundation. She holds a DPhil in China studies and an MSc from the University of Oxford, and a BA with honors in political science from Stanford University.

Parking


We encourage attendees to use public transportation to get to the building; however, limited parking is available in the underground garage of the Maricopa Association of Governments (MAG) building, at 302 N 1st Ave. Parking will be validated by MAG, but only if you park in the underground garage. To access it, turn right down the ramp on 1st Avenue just after passing the "Polk Street" sign and before reaching Van Burenโ€”this entrance is immediately after the surface lot. A map is attached, and directions are available via Maricopa Association of Governments.
