The California Air Resources Board (CARB) has developed a medium- and heavy-duty zero-emission fleet regulation as part of a goal to achieve a California zero-emission truck and bus fleet by 2045 everywhere feasible and significantly earlier for certain market segments such as last-mile delivery and drayage applications.

High Priority Fleet Regulation​

(Combined binational ownership of 50 or more trucks)

This new regulation would apply to owner-operators and other fleets performing drayage operations and high-priority fleets that own, operate or direct vehicles with a gross vehicle weight rating (GVWR) greater than 8,500 lbs. High priority fleets include any entity with $50 million or more in gross annual revenue, or any broker or other fleet owner that in combination owns, operates, or dispatches vehicles under common ownership and control that totals 50 or more vehicles. This includes work trucks, box trucks, yard trucks, work trucks, day cab tractors, buses, and sleeper cab tractors.

Drayage Fleet Regulation​

(Trucks Entering Maritime Ports)

The proposed Advanced Clean Fleets Regulation Drayage Fleet requirements​​ apply to owners and operators of on-road heavy-duty drayage trucks operated at California seaports and intermodal railyards. It also applies to drayage motor carriers, marine or seaport terminals, intermodal railyards, and railyard and seaport authorities

The first part of the program will focus on the high priority proposed regulation and the second part of the program on the Drayage Fleet Requirement
