2024 State of the State and Budget Address |
| During his 2024 State of the State Budget Address, Governor Little emphasized, “One of the basic roles of government is to ensure a safe, connected system of roads and bridges.” Therefore, as part of his Idaho Works plan, Governor Little proposed the following key investments for transportation infrastructure: - $200 million for the Leading Idaho Local Bridge Program
- $50 million for the TECM fund to secure an additional $800 million for high-priority projects with substantial costs.

| The Transportation Expansion and Congestion Mitigation (TECM) program, initiated to tackle Idaho’s growth and aging infrastructure, received a boost in 2019 when the Legislature allowed the use of TECM funds for bonding. This streamlined the development of crucial transportation infrastructure, reducing construction timelines significantly. ITD supports TECM bonds by securing them with future state sales tax transfers, ensuring steady funding throughout the contract and minimizing interest expenses effectively.
Since its establishment by the 2017 Legislature, the TECM fund has seen two bond sales by the Idaho Housing and Finance Association, totaling $543.3 million. With the capacity to issue up to $1.6 billion in bonds for transportation improvements, TECM continues to play a vital role in advancing Idaho’s transportation infrastructure.

Leading Idaho Local Bridge (LILB) Program |
| In 2022, the Governor and Legislature established the Leading Idaho Local Bridge (LILB) Program to address bridges over 20 feet long that are in poor condition or are posted with load weight limits. The program, administered by the Local Highway Technical Assistance Council (LHTAC), focuses on addressing these eligible bridges to improve Idaho's local highway system. Following the Governor's advice, funds were allocated by the 2022 and 2023 Legislature. The additional $200 million, proposed in the Governor's 2024 State of the State Budget Address, will wrap up the current funding needed for crucial repairs to local highway bridges.
