CDL Bill Receives the Green Light, Heads to the Senate Floor

This week, House Bill 414, addressing commercial driver's licenses, successfully cleared the House of Representatives with an overwhelming 69-1 vote. Subsequently, it advanced through the Senate Transportation Committee on Thursday (2/8), receiving a favorable "do pass" recommendation.

The proposed legislation aims to implement three key modifications for CDL drivers:
  1. Extending the CDL renewal period from the current 4 years to 8 years.
  2. Lowering online renewal fees by $5.
  3. Establishes a Drug and Alcohol Clearinghouse check for ITD.

JFAC Hearing of ITD's FY25 Budget Request
On Thursday, February 8th, the Joint Finance and Appropriations Committee (JFAC) received comprehensive insights from ITD's Director, Scott Stokes, and the budget analysis provided by Christine Otto from the Legislative Services Office. The focus of the discussion was on the Department's proposed budget, which was meticulously categorized into four sections: Transportation Services, Motor Vehicles, Highway Operations, and Contract Construction and Right-of-Way Acquisition.

During the session, numerous JFAC members actively engaged with Director Stokes, raising pertinent questions about ITD's budget allocations and facility-related matters. For those interested in a detailed account of the proceedings, watch a recording of the hearing here.
 
Highway District Maintenance Highlight

The funding enabled the successful completion of a coldmix overlay project covering 3 miles of road. Additionally, 7 miles of roadway underwent chip sealing and fog sealing. The availability of resources for these essential maintenance initiatives plays a crucial role in prolonging the lifespan of the roads and preventing the postponement of necessary upkeep projects.

  • Georgia DOT awards $118 million for 10 projects and seeks to raise threshold for emergency projects under their "Quick Response" program ().
  • Kentucky approves the state's first Transportation Improvement District (TID), which will be complete with a board of trustees to adopt bylaws, oversee affairs, ensure smooth functioning, and approve projects ().
  • In January 2024, a total of 28 transportation funding bills were introduced in 19 states ().
  • By the end of 2023, Michigan improved nearly 20,000 lane miles and 1,400 bridges. However, officials estimate an additional $3 billion is needed annually to fully improve the state's infrastructure ().
