PM Announces RM35 billion stimulus plan in latest bid for economic recovery


Prime Minister Muhyiddin Yassin [last Friday] unveiled a RM35 billion stimulus package to help the economy recover from the impact of Covid-19 and the subsequent movement control order (MCO), which saw the majority of businesses shut down for weeks under restrictions on public activities.

Of this, RM10 billion will be in the form of direct fiscal injections. Billed as a short-term economic recovery plan (ERP), the package titled “Pelan Jana Semula Ekonomi Negara” or “Penjana” was established with three main goals: to empower the people, propel businesses and stimulate the economy.

There are 40 initiatives covering these goals, with emphasis given to supporting workers and small and medium-sized enterprises (SMEs) through training programmes, social support, financing schemes, boosting domestic consumption and supporting industries impacted by the outbreak and MCO. This Government is committed to taking an inclusive and holistic approach to Malaysia’s economic recovery, and it is important to us that everyone is part of this journey. Towards this end, PENJANA will focus on 3 key thrusts - Empower People, Propel Businesses and Stimulate the Economy.

PM declares Malaysia's Movement Control Order enters "Recovery" phase from 10 June until 31 Aug

In his address, the prime minister said the RMCO marks the entry of the country into the "exit strategy" phase from the Movement Control Order and the CMCO, which came into force on March 18 and May 4, respectively.

• Interstate travel allowed, international borders still closed
• Gradual reopening of schools
• Hair salons, morning & night markets allowed to operate
• Restrictions on leisure activities eased
• Adherence to SOPs, i.e. wearing face masks

SOPs for Reopening of Economy

The National Security Council Malaysia has released a comprehensive set of Standard Operating Procedures (SOPs) for the reopening of economy, covering most major sectors and general guidelines.

1. 2021 National Budget Submission and Joint Tax Policy Working Group 

The BMCC was invited by the Ministry of Finance Malaysia (MoF) to submit a Memorandum for input into the preparation of the 2021 National Budget which is expected to be tabled in Parliament in early October 2020. A set of questionnaires was later published in the BMCC Newsletter #198 dated 27 April 2020 to gather issues and recommendations from our members and business community for inclusion in the Memorandum to the 2021 National Budget consultative process.

Following this, the BMCC Advocacy Working Group met to discuss all the feedback collected. The Working Group agreed on the issues and recommendations to be included in the BMCC Memorandum. BMCC thanks the representatives and subject matter experts from our corporate members – Abdullah Chan & Co, Arup, Ernst & Young, Deloitte, Delta Gates Solutions, FHC Legal, PwC and Shell for their contributions to the submission of the BMCC Memorandum to MoF.

In addition, the BMCC together with the American Malaysian Chamber of Commerce (AMCHAM) formed a Joint Tax Policy Working Group which met online for the first time to discuss the collective feedbacks from both the Chambers. Subsequent to the meeting, both BMCC and AMCHAM submitted a Joint Memorandum for National Budget 2021 to the Ministry of Finance. The Joint Memorandum is aimed to reinforce and strengthen the advocacy of some key issues affecting our members. 

The Joint Tax Policy Working Group is set up with the objectives to create a platform to discuss tax policy matters affecting businesses, formulate recommendations to policymakers in the interest of businesses and further support the Government’s efforts in stimulating the economy. The Working Group members comprises senior representatives from key sector members of both Chambers namely Education, Electrical & Electronics, Oil & Gas, Healthcare, and Real Estate & Property working together with the Big Four accounting firms. 
 
2. BMCC Education Committee (3-18 Years)


• Meeting with Private Education Division of the Ministry of Education

The BMCC Education Committee (3-18 Years) organised an online meeting with the Private Education Division of the Ministry of Education (MoE) on 29 May 2020 to share insights on the challenges faced by private and international schools from the impact of the COVID-19 outbreak and Movement Control Order. The meeting was chaired by the Director of the Private Education Division, Mr Fauzi bin Asirop. The BMCC Education Committee was represented by the Committee's Advocacy and Partnership Working Group members - from the Alice Smith School, Sri KDU International School, Marlborough College Malaysia, Nexus International School and Eaton International School. The Working Group managed to share collective concerns and recommendations to the Private Education Division as additional input for the formulation of the school reopening guidelines by MoE.


• 3rd Committee Meeting

Following the meeting with the MoE, the BMCC Education Committee (3-18 Years) held its third committee meeting on 1 June 2020 via Zoom video conference platform. Roger Schultz, Head of Alice Smith School as the Chair of the Committee hosted the meeting which was attended by 15 other fellow members from the private and international schools sector. Main agendas included feedback and discussion on the meeting with MoE as well as next initiatives to support members in the sector. The Committee also welcomed a new member - Learn Direct Ltd, a UK-based integrated provider of courses, qualifications and training. 


• Roundtable on Return to School (RTS), Preparedness, Readiness & Best Practices

A virtual roundtable discussion session on Return to School (RTS) Preparedness, Readiness & Best Practices was organised on 4 June 2020 for Committee members to address some of the frequently asked questions from schools on considerations towards reopening and practical approaches during the COVID-19 crisis with a focus on health and safety measures for their students, teachers & school personnel. 
 
The session was facilitated by medical experts - Dr David Teo, Regional Medical Director, Asia and Dr Chan Yanjun, Medical Director Malaysia from International SOS, a fellow member of the BMCC. The experts shared insights on preparations before and upon reopening of schools including best practices among schools in Asia. The roundtable was aimed to assist participants in their preparation process for restarting schools following the guidelines issues by MoE.
 
3. Roundtable – Impact of COVID-19 on the Engineering and Construction Sector

The BMCC held a virtual roundtable session recently which brought together executives & business leaders from the engineering and construction sector to share insights on the commercial and technical impacts of delayed projects due to the MCO and how businesses in the sector are leading, managing and engaging with different stakeholders.

The roundtable was chaired by Bill Addington, the BMCC Board Member & Director of Tony Gee & Partners and participated by members of the engineering and construction sector. Ir Lai Sze Ching, Council Member of the Institute of Engineers Malaysia (IEM) and Ir. Wong Shu Leong, a Professional Committee Member of Board of Engineers Malaysia (BEM) were special invited guests at the roundtable, who shared valuable views from the industry.

Abdullah Chan: Update note – New Section 17A Malaysian Anti-Corruption Commission Act 2009 came into effect 1st June 2020

The New Section 17A of the Malaysian Anti-Corruption Commission Act 2009 (“MACC Act”) was enacted in April 2018, and came into force on 1st June 2020. S.17A introduces the concept of corporate liability on a commercial organisation, if a person associated with that commercial organisation corruptly gives any gratification to another to obtain business/advantage for the commercial organisation1.

COVID-19 relief initiative by Social Textiles movement

The BMCC is happy to support Biji-biji Initiative (BMCC Awards 2019, Social Enterprise of the Year Finalists) in their partnership with the Social Textiles movement. They have mobilised their second phase of the Covid-19 relief initiative, and have joined forces with several other social enterprises to initiate a decentralised production platform, to provide PPE Scrubs Sets. This collection of organisations is called Social Textiles.

Biji biji are currently seeking fundings and corporate partnerships, as we aim to provide a total of 50,000 PPE Scrubs Sets, providing up to a total of RM 1,250,000 income generated to individual tailors, SEs and NGOs on board.

The purpose of Social Textile, on top of providing PPEs for the frontliners, is to: 
  • Improve the livelihoods of underprivileged makers as we engage with tailors & seamstresses from marginalised communities
  • Sustain Social Enterprises and NGOs in their continuous impact creation through ethical business practices
  • Provide 100% transparency in carrying out this project, including costing & hospital fulfilment, through a detailed impact report and accessibility to live data at any point during the project
