World Bank - Malaysia Economic Monitor, June 2020: Surviving the Storm
Malaysia's economy has been severely affected by the COVID-19 (coronavirus) pandemic. In 2020, Malaysia's economy is projected to contract by 3.1 percent. In Q1 2020, growth slowed to just 0.7 percent with efforts to flatten the curve of the pandemic through a series of movement control orders and with deep uncertainty regarding growth prospects severely constraining economic activity. A pronounced output contraction of around 10 percent in Q2 2020 is envisioned, reflecting the significant impact of the economic disruptions resulting from the MCO imposed during the quarter.
This is expected to be followed by a partial recovery in the second half of the year, as the outbreak eases and mobility restrictions are gradually lifted. This forecast assumes that the spread of pandemic is broadly contained at the global level and that the massive fiscal and monetary policy support measures implemented by governments around the world limit the depth of contraction to global economic activity.
With all these factors, the near-term outlook for Malaysia's economy is unusually uncertain at present. The COVID-19 pandemic has resulted in an unprecedented crisis that requires large-scale and unconventional policy responses by governments everywhere. With the crisis severely affecting private demand and causing supply shocks, the government is tasked with the responsibility of facilitating economic recovery in the near term.
Malaysia's economy remains resilient and rests on strong fundamentals. Its diversified economic structure, sound financial system, effective public health response and proactive macroeconomic policy support suggest that Malaysia will be able to ride out the storm better than many other countries.
In the near term, Malaysia's fiscal strategy should be re-prioritized to create additional policy space. This will require efforts to re-allocate expenditures towards priority areas, identify new sources of non-tax revenue, as well as legislative amendments to temporarily increase available fiscal space.

Latest Update: Entry Permission for Expatriates Pursuant to Malaysia' Government's Announcement on 19 June 2020
Following Covid-19 outbreak globally, Malaysia has closed its borders for foreigners under the Movement Control Order since 18 March 2020. The exceptions were for returning Malaysian, Diplomat, foreign spouse married to Malaysian, Permanent Resident and those who have obtained special approval/additional permission from the Director General of Malaysia Immigration Department.

Immigration Department of Malaysia: Procedures for Malaysian citizens wishing to leave the country for continuation of studies and work
With reference to the Cabinet decision on 17 June 2020, students who wish to leave the country for the purposes of continuing their studies are allowed without obtaining prior permission from the Malaysian Department of Immigration. This includes students who have entered Malaysia during the Movement Control Order (MCO) period.
Malaysian citizens who entered Malaysia during the MCO period and wish to leave the country for work or reside overseas are allowed with the condition that they produce documentation such as a Resident Pass / Long-Term Pass / Work Permit or other related documents to the Immigration officer at the border.

Expatriate Services Division: Entry permission for expatriates with an active pass and approved application who are abroad
This is in conjunction with the recent announcement made by the Government of Malaysia for expatriates to enter Malaysia without the need to apply for permission as outlined in the Guidelines during the Movement Control Order (MCO) period.
Self-quarantine for FOURTEEN (14) days (EXCEPT for EP I and RP-T from Green Zone countries, i.e. Australia, Brunei, New Zealand and Singapore)

The Immigration Department of Malaysia has issued new guidelines for Expatriate / Skilled Worker / Knowledge Worker Entering Malaysia for Key Posts and Technical Posts, and for Dependants and Foreign Maids during the Recovery Movement Control Order (RMCO) period. The guidelines are applicable for the following:
- Expatriate / skilled worker / knowledge worker with an active pass, who is currently abroad.
- New expatriate / skilled worker / knowledge worker who is currently abroad.
- Dependants, including foreign maids to the expatriate / skilled worker / knowledge worker who is currently abroad.

Prevention and Control of Infectious Diseases (Fee for Covid-19 Detection Test) Regulations 2020
Malaysians returning from overseas will have to pay a range of RM30 to RM150 to be tested for Covid-19 upon entering the country from today onwards, while non-citizens will pay higher fees depending on the type of tests conducted, new rules issued by the government said.
The new regulations published on June 26 and taking effect from today is known as the Prevention and Control of Infectious Diseases (Fee for Coronavirus Disease 2019 (Covid-19) Detection Test) Regulations 2020.

A. Advice to travellers prior to departure B. Screening on-board of aircraft passengers and cabin crews from affected countries for suspected coronavirus disease 2019 C. Guidelines for Reopening of Schools
Malaysia has begun reopening schools from June 24, its education minister said on Wednesday, as the country enters recovery mode after three months of strict curbs on movement and businesses to contain the spread of the novel coronavirus.
Schools will be reopened in stages, beginning with students facing public examinations and equivalent international school examinations this year
