Essential Services Allowed to Operate

At a media conference on 30 May 2021, Senior Minister for Security Dato' Sri Ismail Sabri Yaakob announced the following essential services are allowed to operate under the full MCO nationwide lockdown from 1 June to 14 June 2021. All other economic and social activities are prohibited.

  1. Food and beverage, including for animals
  2. Healthcare and medicine, including dietary supplements, animal care and clinics, and veterinary services
  3. Water
  4. Energy
  5. Security and safety, defence, emergency, welfare, and humanitarian assistance
  6. Solid waste management; public cleaning and sewerage
  7. Transportation by land, water or air
  8. Services and operations of ports, shipyards and airports, including loading, lattice transportation, cargo handling and piloting, and storage or bulk commodity
  9. Communications including media, telecommunications and Internet, post and courier as well as broadcasting (to convey information, news and the like only)
  10. Banking, insurance, takaful, capital markets
  11. Community credit (mortgage only)
  12. E-Commerce and information technology
  13. Production, distillation, storage, supply, and distribution of fuels and lubricants
  14. Hotel and accommodation, only for quarantine and isolation, and not for tourism
  15. Critical construction, maintenance and repair works
  16. Forestry services (limited to enforcement) and wildlife
  17. Logistics, only for the delivery of necessary services 

Manufacturing and Manufacturing-Related Services Sectors Allowed to Operate

The following manufacturing sectors are allowed to operate during the lockdown, with a 60% maximum workforce capacity.

  1. Aerospace including maintenance, repair, and overhaul (MRO)
  2. Food and beverage
  3. Packaging and printing materials
  4. Personal care products and cleaning supplies
  5. Healthcare and medical care including dietary supplements
  6. Personal Protective Equipment (PPE) including rubber gloves, and fire safety equipment
  7. Medical equipment components
  8. Electrical and Electronics
  9. Oil and Gas, including petrochemical and petrochemical products
  10. Chemical products
  11. Machinery and equipment
  12. Textiles for manufacturing of PPE only
  13. Production, distillation, storage, supply, and distribution of fuels and lubricants
  14. Manufacturers in sectors allowed only for warm idle mode as listed below are subject to a 10% maximum workforce capacity and required to download the MITI approval letter via CIMS 3.0:
  • Automotive (vehicles and components)
  • Iron and Steel
  • Cement
  • Glass
  • Ceramics

Notice on CIMS 3.0 Registration

Effective Sunday, 30 May 2021, 8.00pm, manufacturing companies that have already registered with CIMS 3.0 are required to download the new MITI approval letter and where necessary, update their workers’ list.

For manufacturing companies that have yet to register, submissions can be made beginning Monday, 31 May 2021, 1.00pm. Details on how to register at CIMS 3.0 (via notification.miti.gov.my) can be accessed through www.miti.gov.my.

MITI will be filtering CIMS 3.0 applications and revoking any approval for companies that are not related immediately.

For sectors other than manufacturing and manufacturing-related services, companies are required to refer to the relevant ministries regulating their sectors or the National Security Council (MKN).


Trade and Distribution Services Allowed to Operate

While shopping malls will not be allowed to operate, the following businesses categorised under essentials such as supermarkets, hypermarkets, food outlets, and basic necessities will be allowed to operate from 8.00am to 8.00pm.

  1. Pharmacies, personal care, convenience stores, and mini-marts
  2. Restaurants, food outlets, and stalls including those operating by the roadside open for take-away and delivery purposes only
  3. Pet care and pet food stores
  4. Glasses and optical stores
  5. Laundry shops including self-service laundry premises
  6. Hardware shops
  7. E-Commerce for all products
  8. Wholesale and distribution only for all essential service products

The businesses below are allowed to operate under varying trading hours.

  1. Daily and public markets (6.00am to 2.00pm)
  2. Controlled Fresh Markets (7.00am to 12.00pm)
  3. Permanent Farmers’ Market, MyFarm Outlet, and Area Farmers’ Association Complexes (6.00am to 4.00pm)
  4. Wholesale markets (12.01am to 6.00am, and 11.00am to 4.00pm)
  5. Petrol stations (6.00am to 8.00pm)
  6. Petrol stations along the highway (24 hours)

All essential services under the trade distribution sector must obtain an operating permission letter from the Ministry of Domestic Trade and Consumer Affairs (KPDHEP).

Construction Sector Operations Allowed to Operate

The construction sector is allowed to operate but is limited to “critical” maintenance and repair works, construction of important public infrastructure, and construction of workers quarters at construction sites or for “centralised labour quarters" (CLQ).

Transport and Logistics Sectors Allowed to Operate

The Ministry of Transport (MoT) has given a full list of activities permissible under the sub-sectors of transportation and logistics to its stakeholders in a media statement on 31 May 2021.

Only two people, including the driver, are allowed at one time in private vehicles, taxis and e-hailing vehicles regardless of capacity.

However, three people including the driver are allowed at one time in the event of medical needs, such as hospital visits with a doctor’s letter or vaccination as validated with the MySejahtera application, or for security reasons.

For public transportation, all operators of land and sea public transportation are allowed to operate at 50% of passenger capacity.

eCommerce, ICT and Telecommunication Sectors Allowed to Operate

Additional Restrictions

  • Only 20% of the civil workforce are allowed in the office.
  • Only 1.5 million workers a day across Malaysia will be allowed to travel for work-related purposes under new restrictions. New requests to travel for work must be directed to their respective ministries.
  • Only two per household are only allowed to leave the house, and only for the purpose of buying food and medicine. 
  • Kindergartens and nurseries are not allowed to operate except for frontliners and parents who are both working.
  • Religious activities are to be determined by religion state authorities.
  • Individual non-contact sports (jogging and aerobics) are allowed up to 8.00pm.
