BMCC Roundtable on Construction Site Safety: An Important and Timely Discussion
Recent accidents involving heavy equipment and fatalities in our urban infrastructure projects have shaken public confidence. In light of this, a high-level virtual roundtable discussion, which involved more than 20 key construction sector players in our membership base, was hosted by the BMCC on 14 June 2021 to address the significant issues in construction site safety such as local legislations, risk management and preventative measures.
Guest speaker Ybrs. Ir. Zailee bin Dollah, Director General, Department of Occupational Safety and Health Malaysia began his presentation by explaining the various legislations on construction site safety. Offering some insights on pertinent statistics, he said that while the national fatality rate in the construction industry has been showing a downtrend from 14.57% in 2017 to 11.28% in 2019, the accident rate has increased from 3.11% in 2018 to 3.81% in 2019. In 2019, there were two fatalities reported every five working days and 13 accidents reported every day. Further, the construction industry accounted for 11.9% of all accidents and 34.9% of all fatalities in 2019.
In terms of enforcement, the Department of Occupational Safety and Health Malaysia (DOSH) currently has 97 officers responsible for the total of 5,722 active projects nationwide, which is quite a challenge for the department as it works out to every officer overseeing 59 sites. Ir. Zailee then walked the participants through the six effective methods of enforcement and risk control in construction, i.e. Approval; Registration; Certification; Inspection and Supervision; Cooperation with Others; and, Punitive Action.
Ir. Zaliee also shared that the DOSH is implementing the Guidelines on Occupational Safety and Health in Construction Industry (Management) (OSHCIM) as the way forward to improve safety standards for construction industry players, whereby the responsibility for managing and controlling risk is placed on three very important duty holders or people with legal duties to conduct business or undertakings, i.e. the Client, the Designer and the Contractor.

General Survey on Economic Impact of Latest FMCO EUROCHAM Malaysia, together with their Bilateral and Associated Chambers which include the British Malaysian Chamber of Commerce, is conducting a survey to compile feedback from member organisations regarding the impact of the full MCO (FMCO) and a possible Exit Strategy as announced by the Government of Malaysia post-FMCO on 28 June 2021. The objective of this survey is to bolster EUROCHAM’s argument and position papers with additional data points, which will strengthen the chamber’s advocacy efforts for the benefit of bilateral/associate chambers, members and strategic partners. BCC Issues Blueprint for Economic Recovery and Says Global Trade Can Be a Key Driver
The new Director General of the British Chambers of Commerce, Shevaun Haviland, has set out the action needed to help firms and communities rebuild.
In her first speech to the BCC’s Global Annual Conference, she said that key steps were needed to boost UK trade, unlock the blockages in the skills training system and build a greener and more sustainable economy that achieves the aim of net zero by 2050. Alongside this, the BCC published the Rebuild report which sets out the details of what they believe is needed for UK businesses and communities to prosper in 2021 and beyond. The recommendations within the report have been developed by the Chamber Network, based on their extensive research programme and direct insight into the impact of the Coronavirus crisis on businesses up and down the UK. BCC-Supported Event | Bridging the Gap: UK Business and Policy Leadership for Net Zero
Based on analysis by the University of Cambridge Institute for Sustainability Leadership (CISL)’s Centre for Policy and Industrial Transformation on the progress made towards reducing emissions in four key sectors, i.e. power and energy, built environment, road transport, and agriculture and land use, Corporate Leaders Group (CLG UK)'s publication Bridging the Gap sets out steps for how business and government can work together to bridge the gap between present action and necessary ambition.
This event will formally launch the report through a webinar exploring the challenges and opportunities for the UK to demonstrate climate leadership through the Net Zero Strategy to ensure it is on track to meet its ambitious medium- and long-term targets.

Prime Minister Tan Sri Muhyiddin Yassin Announces National Recovery Plan
Prime Minister Tan Sri Muhyiddin Yassin announced in a special address on 15 June 2021 that Malaysia will be implementing a National Recovery Plan (Pelan Pemulihan Negara) that will be divided into four phases. Phase 2 of the MCO will kick in when the average daily cases fall below 4,000 and 10% of the population has received two vaccination doses. It is predicted that Phase 4 of the MCO, where all economic sectors will be allowed to reopen, will happen in November and December 2021.

Covid-19 vaccine hesitancy has emerged nationwide when about 8,000 people had cancelled their registration for vaccination on their MySejahtera app, mainly due to the misconception about Covid-19 vaccines they received from internet or any mass media without boundaries. It was as soon as the Government announced that the AstraZeneca (AZ) Covid-19 vaccine (“AZ vaccine”) will be part of the country’s national immunisation programme.
This had led to the Government announcing and launching the opt-in programme for the AZ vaccine in Kuala Lumpur and Selangor on 2 May 2021. However, public confidence towards the AZ vaccine could be observed when the available opt-in slots were fully booked by Malaysians within three hours of its opening on 2 May 2021. More vaccines are expected to arrive in Malaysia in the upcoming months to be administered to the population in achieving herd immunity.
