Key Collaboration Action Points Identified in MOHE-BMCC Higher Education Committee Roundtable Discussion

The COVID-19 pandemic has deeply affected many areas of the economy, and the private education sector  which contributes RM40 billion of national GDP  has not escaped unscathed.

To strengthen public-private sector collaboration and help navigate the country's education sector out of this unprecedented crisis, the BMCC was proud to organise a roundtable discussion between the Ministry of Higher Education (MOHE) and the BMCC Higher Education Committee on 12 July 2021, in which priority issues such as graduate employability and pandemic recovery strategies were discussed.

The Ministry was represented by YBhg. Datuk Seri Dr. Noraini Ahmad, the Minister of Higher Education, Malaysia; YBhg. Datuk Seri Dr. Mazlan Yusoff, Secretary General of the Ministry of Higher Education and six other senior officials.

From the BMCC, Abrar A. Anwar, Chairman of the BMCC [also the Managing Director & CEO of Standard Chartered Bank Malaysia Berhad]; Jennifer Lopez, Chief Executive Officer of the BMCCProf. Dr Mushtak Al-Atabi, Chair of the Higher Education Committee [also the CEO & Provost of Heriot-Watt University, Malaysia]; Prof. Dr Rebecca Taylor, Deputy Chair, Higher Education Committee [also the Pro Vice-Chancellor (ASEAN) and CEO (Malaysia), University of Southampton] and representatives of the BMCC Higher Education Committee were present.

BMCC Chairman Abrar A. Anwar, who delivered the opening address, highlighted that the UK plays a critical role in Malaysia's higher education journey which may not always be readily visible, where British institutions provide top quality education for building future-ready human resources that strengthens the backbone of the nation. Not only do we have top-quality UK universities in Malaysia, but many Malaysian institutions of higher learning partner UK institutions and many Malaysian students also study in UK for their higher education. 

MOHE expressed strong interest to work with the BMCC in their Penjana KPT-Cap and TVET programmes, in which BMCC member companies are encouraged to offer job placements and industrial training to local graduates, and private institutions such as BMCC's Higher Education Committee members can participate to provide last-mile upskilling training for these graduates before they are placed in the industry.

Meanwhile, Prof. Dr Mushtak Al-Atabi, in his presentation, outlined a 3-prong strategy to steer recovery of the higher education sector, consisting of enhancing online delivery of programmes as a strategic choice; introducing innovative policies to attract international students and retain Malaysia's status as an education hub; and fostering synergistic public-private sector relationships to produce highly employable graduates.

Recognising the desire from both sides to work together to improve graduate employability and look deeper into the issues facing the higher education sector, the BMCC has stepped forward to help advance the collaboration potential by setting up a joint working group comprising MOHE officials and the BMCC Higher Education Committee.

We look forward to future updates from the working group on the talent development and graduate employment initiatives to be rolled out.

National Recovery Plan (NRP) and SOP Updates

1) EMCO in Klang Valley Lifted 

Deputy Prime Minister Dato’ Seri Ismail Sabri Yaakob announced on 16 July 2021 that the EMCO imposed on 34 mukim within the eight districts in Selangor would be lifted effective 17 July 2021. The DPM had announced a day earlier that the EMCO in all localities in Kuala Lumpur would end on 16 July 2021. With the lifting of the EMCO, the state of Selangor and Federal Territory of Kuala Lumpur would be placed under Phase One of the National Recovery Plan (NRP) effective 17 July 2021.

Wage Subsidy Programme 4.0 Pemulih and Human Resource Development Levy Exemption 

1) Wage Subsidy Programme 4.0 PEMULIH

The Wage Subsidy Programme 4.0 PEMULIH application is open from 1 August 2021 to 31 October 2021 to employers in all economic sectors for two months’ wages subsidy under Phase 2 of the National Recovery Plan.

Employers in economic sectors in the negative list under Phase 3 of the National Recovery Plan (NRP) are also eligible to apply for an additional two months’ wages subsidy. 


2) Human Resource Development Levy Exemption for July and August 2021

The Human Resource Development Corporation (HRDC) will automatically exempt all employers registered with them who are unable to operate during the period of Movement Control Orders from the levy payment under the Pembangunan Sumber Manusia Berhad Act 2001 in respect of the employees’ wages for the month of July and August 2021.

Mandatory COVID-19 Vaccination to Reach Herd Immunity in Malaysia?
 
On 15 June 2021, the Prime Minister of Malaysia proposed a four-phase Covid-19 recovery plan which tentatively lasts until the end of this year. It is a phased exit strategy for the country to steer out from the pandemic based on three indicators, namely the number of daily Covid-19 infections, the capability of public healthcare system and the percentage of population that has received two doses of vaccines.

This simply means that the movement restrictions will remain in implementation so long as the Covid 19 cases do not decline sufficiently... .
