Prime Minister and Cabinet Resign after Losing Majority
In a statement released by the Palace today, His Majesty, Yang di-Pertuan Agong confirmed that he has received the resignation of the Prime Minister and his entire cabinet, effective today. Following the resignation Tan Sri Muhyiddin Yasin will continue his role as a caretaker Prime Minister until a new Prime Minister is appointed. As of 10 August 2021, 484 out of 613 state constituency is still a Covid-19 red zone. Therefore, His Majesty opined that the implementation of the General Election is not the best way forward for the country.
Tan Sri Muhyiddin, in his speech later, thanked all his cabinet ministers and the civil service for their tireless efforts to govern and help the nation’s recovery in an unprecedented situation of the pandemic throughout the last 17 months. He hopes that the new Government will be formed as soon as possible and that the administration of the country will not face disruption.

The Government’s Service Delivery Will Continue to Operate Smoothly
Following the announcement of the resignation of the Prime Minister of Malaysia and his cabinet members, the Chief Secretary of the Government of Malaysia, Tan Sri Dato’ Seri Mohd Zuki bin Ali and the Director General of the Public Service Department of Malaysia, Tan Sri Mohd Khairul Adib Abd Rahman both issued separate statements to assure the public that the Government’s administration and service delivery will not be affected by the resignation of the cabinet.

1) More Economic Sectors Allowed to Operate from 16 August
In a media statement released by Prime Minister Tan Sri Muhyiddin Yasin on 15 August 2021, it is stated an additional 11 economic activities will be allowed to operate under Phase 1 of the National Recovery Plan (NRP) starting 16 August 2021. An additional 11 economic activities are also allowed under Phase 2 of the NRP.
In the meantime, the Government has also agreed to allow all non-essential activities in the manufacturing, construction, mining and quarrying sectors to resume operations starting 16 August 2021 in Phase 1, Phase 2 and Phase 3 states in the NRP. The operating capacity is dependent on the complete vaccination rate of their workers.

2) New Procedures for Travellers Arriving in Malaysia
The Ministry of Health Malaysia released amendments to the procedures for health screening, COVID-19 detection test, and quarantine for travellers entering Malaysia, including the new application for home quarantine for fully vaccinated individuals.

3) Registration for Fully Vaccinated Employees in Manufacturing Sector in CIMS 3.0
A media release by the Ministry of International Trade and Industry (MITI) following the announcement on reopening of manufacturing sector companies by Prime Minister Tan Sri Muhyiddin Yasin on 15 August 2021 details out the procedures for companies to declare their number, names, ID number and MySejahtera ID of their employees who are fully vaccinated in the COVID-19 Intelligent Management System (CIMS) 3.0 system.

4) Visa Processing Centre Can Now Reopen in Phase 1 of NRP According to the Minister of Foreign Affairs Malaysia, the National Security Council is allowing the VFS Visa Application Centre to resume operations under the Phase One of the National Recovery Plan (NRP). However, he said the centre is subject to the standard operating procedures (SOP), which includes limiting the number of people inside the premises. This is to assist Malaysians who received offers to study and work abroad to be able to apply and have their visas processed in a timely manner.

5) Schools in Phase Two to be Reopened in Stages from 3 October
Education Minister Dr Mohd Radzi Md Jidin announced in a Facebook video post today that the reopening of schools only for those in Phase 2 of the National Recovery Plan would begin on 3 October 2021, for students in their exam years, namely Form Five and Form Six. He reassured parents that students’ safety is their utmost priority and the ministry will continue to adhere to the Ministry of Health’s recommendation and risk assessment.

The improved economic performance in the second quarter of 2021 was supported mainly by the improvement in domestic demand and continued robust exports performance. In a statement released by the Central Bank of Malaysia (BNM), it was also announced that Malaysia’s GDP projection is revised down to between 3% and 4%, compared to its earlier projection of between 6 and 7 %. BNM Governor, Datuk Nor Shamsiah Mohd Yunus added that economic activity picked up at the start of the second quarter, but slowed down thereafter, following the re-imposition of stricter containment measures nationwide. Nevertheless, the expected re-opening of the economy would support a gradual recovery in the fourth quarter this year, with higher global growth and sustained policy support providing a further lift to economic growth.

Home Ministry secretary-general Datuk Wan Ahmad Dahlan Abdul Aziz said on 11 August 2021 that the Malaysia My Second Home (MM2H) will be reactivated with amendments to the policies and applications criteria as a strategy to assist the rebuild the nation’s economy as part of the National Recovery Plan. Some highlights of the amendments made to the programme are: - Ceiling of 1% of the total Malaysian population for the MM2H programme at any one time
- Must reside in Malaysia for a cumulative of at least 90 days in a year
- Total offshore income of at least RM40,000 a month
- Have a fixed savings account of RM1 million
