Malaysia's Budget 2025 Unveiled |
|
Malaysia's Budget 2025, presented by Prime Minister Datuk Seri Anwar Ibrahim, positions the country for continued growth with a focus on fiscal discipline, infrastructure development, and sustainable initiatives. |
|
|
Here's a summary of key elements that are relevant to BMCC members:
Macroeconomic Outlook & Fiscal Policies Malaysia's GDP is projected to grow between 4.5%-5.5% in 2025, with fiscal deficit targets lowered to 3.8% of GDP. Budget 2025 allocates RM421 billion, with RM335 billion for operational expenditure and RM86 billion for development projects. Initiatives include the rationalisation of fuel, health, and education subsidies to promote long-term sustainability.
A 2% dividend tax on annual dividend income exceeding RM100,000 has been proposed, while the sales and service tax will expand to include fee-based financial services. Businesses investing in AI-driven technology or flexible work arrangements will benefit from further tax incentives. Key tax deductions are also extended for companies hiring women returning to work and implementing family care policies.
Energy & Sustainability The government also demonstrated a commitment to fostering a thriving renewable energy sector through the continuation of the Green Technology Financing Scheme with a funding of RM1 billion until 2026. Additionally, UEM Lestra and Tenaga Nasional will invest RM16 billion to decarbonise industrial areas. Net-energy metering applications for rooftop solar installations are also extended until June 2025.
Education & Talent Development The Ministry of Education received a record RM64.1 billion, where RM3 billion will be allocated for 3 million training opportunities via HRD Corp. Private Higher Education Institutions will be allowed a deduction for the cost of developing new courses, in the same YA. Further, this deduction will be extended to include the development of Technical and Vocational Education and Training (TVET) courses by private skills training institutions. This applies from YA 2025 to YA 2030.
Healthcare With RM45.27 billion allocated to the Ministry of Health, the government is expanding tax reliefs for medical checkups, mental health consultations, and COVID-19 detection. There is also an investment fund exceeding RM100 million through an equity crowdfunding platform to support the expansion of local suppliers in the E&E, specialty chemicals, and medical devices sectors.
Built Environment & Construction Budget 2025 emphasised people-centric infrastructure and sustainability, aligning with global trends such as green building practices and transit-oriented developments. A carbon tax on the iron, steel, and energy sectors will be introduced in 2026, reflecting Malaysia's commitment to addressing environmental concerns and aligning with international mechanisms like the EU's Carbon Border Adjustment Mechanism (CBAM).
Additionally, initiatives like rooftop solar installations in Putrajaya and increased housing support for civil servants highlight the government's green agenda. The tax incentives for flexible working arrangements and relief on housing loan interest payments are set to reshape both commercial real estate demand and encourage first-time homeownership, further supporting Malaysia's long-term economic and environmental objectives.
Diversity, Equity & Inclusion (DEI) The 2027 deadline for 30% female board representation in Bursa Malaysia’s top 100 companies reinforces Malaysia's commitment to gender equity. Furthermore, employers supporting flexible work arrangements and providing paid family care leave will be incentivised with a 50 percent tax deduction.

JLL | Supply Chain Shifts to Drive More Manufacturing to Southeast Asia and Region |
|
|
|
The coming years will accelerate shifting supply chains, with manufacturing and production locations diversifying across Southeast Asia. JLL (NYSE: JLL) reports that Southeast Asia and other developing economies in the APAC region stand to be net beneficiaries of this trend.
Over the past few years, Chinese companies have begun exploring the expansion of manufacturing outside of China. “In Asia Pacific, this near/re/friend shoring trend has resulted in the China+1 strategy where companies add additional manufacturing bases outside of China to hedge against supply chain disruptions by reducing heavy reliance on a single country,” said Yin Hong, Head of Logistics & Industrial, JLL China.
