Malaysia Unveiled Budget 2024 Economic Reforms, Empowering the Rakyat |
|
Last Friday, Malaysia unveiled its largest-ever budget, totalling RM393.8 billion, with RM303.8 billion allocated to operating expenditure and RM90 billion to development expenditure.
This is the second budget presented by Prime Minister Datuk Seri Anwar Ibrahim, who is also the Finance Minister, since the formation of the Unity Government in November 2022.
The budget aligns with the Madani economic framework, and its theme, 'Economic Reforms, Empowering the Rakyat,' focuses on stimulating economic activity, attracting foreign and domestic investments, and improving the well-being of Malaysians, particularly those in lower-income groups.
Taxation Highlights: - Service Tax: The tax rate will increase to 8%, but essential services like food and beverage and telecommunications will remain at 6%. The scope of taxable services will expand to include logistics, brokerage, underwriting, and karaoke.
- Capital Gains Tax (CGT): This will be introduced on the sale of unlisted shares by companies starting from 1 March 2024. For shares acquired before this date, taxpayers can choose between paying CGT at 10% of net gains or 2% of gross sale value. For shares acquired after 1 March 2024, the CGT rate will be a flat 10%. Exemptions may be considered in specific scenarios, such as share disposal in approved initial public offerings or intragroup restructuring.
- Luxury Goods Tax: Tax ranging from 5% to 10%, will apply to high-value items like jewellery and watches, based on predefined thresholds.
- Investment Incentives: The government will adopt a tiered incentive system to reward investors based on their commitments to Malaysia. This system includes a tax incentive for reinvestments, offering an investment tax allowance of 60% (utilisable against up to 70% of statutory income) or 100% (utilisable against up to 100% of statutory income).
- Global Services Hub Tax Incentive: A Global Services Hub tax incentive has been proposed, allowing for a reduced income tax rate of 5% or 10% based on outcomes, available for up to 10 years, subject to application submission from 14 October 2023 to 31 December 2027.
E-Invoicing Implementation: Mandatory e-invoicing initially planned in stages, will extend the deadline for taxpayers with an annual turnover exceeding RM100 million to 1 August 2024. Full implementation for other taxpayers will be phased, with the goal of complete adoption by 1 July 2025.
Long-Term Social Visit Pass for International Students: To address the demand for skilled labour in various industries, the government plans to introduce a long-term social visit pass for international students upon completing their studies. This move acknowledges the valuable contributions of international graduates in Malaysia.
Streamlined Employment Pass for Strategic Investors: In an effort to attract strategic investors in key sectors, the government will simplify the approval process for employment passes. This aims to expedite the entry of investors who can contribute to national development.
Enhanced Visa Facilities: To encourage the influx of tourists and investors, particularly from India and China, the government will improve the visa-on-arrival, social visit pass, and multiple-entry visa facilities. This streamlining process seeks to boost tourism and foreign investment.
Malaysia My Second Home (MM2H) Programme: The government plans to relax the requirements of the MM2H programme to increase the number of foreign tourists and investors coming to Malaysia. This programme offers an attractive opportunity for foreigners to call Malaysia their second home. |

The Malaysia Madani Budget 2024 also introduced several noteworthy updates in corporate and individual taxes, as well as changes in indirect taxes and stamp duties.
Here is a concise summary of the key changes that our members, especially those aligned with our sector committees and networks, might find in their interest: |
|
|
Corporate Income Tax: - Enhanced Initial Allowance: Starting YA2024, the initial allowance for information and communication technology equipment and software will be raised from 20% to 40%.
- Tax Deduction for Carbon Projects: Companies investing in the development of carbon projects and trading carbon credits on the Bursa Carbon Exchange are eligible for a tax deduction of up to RM300,000. This deduction is available for applications received by the Malaysian Green Technology and Climate Change Corporation (MGTC) from 1 January 2024 to 31 December 2026.
- Extension of Tax Incentives for Sustainable and Responsible Investment (SRI): Tax incentives for fund managers handling SRI funds and tax deductions related to SRI Sukuk issuance will be extended for another four years of assessment, spanning YA2024 to YA2027.
- Extension of Green Investment Tax Allowance and Green Income Tax Exemption: Tax allowances and exemptions for green investments, applied through MIDA or MGTC from 1 January 2024 to 31 December 2026, will be extended.
- Continued Tax Deduction for Electric Vehicle (EV) Rental Cost: The tax deduction of up to RM300,000 on EV rental costs will be extended for two more years, up to YA2027.
Individual Tax: - Expanded Annual Tax Relief for Medical Expenses: From YA2024, the annual tax relief of RM10,000 for medical expenses (taxpayer, spouse, and children) will include up to RM1,000 for dental examination and treatment by registered dental practitioners.
- Extended Tax Relief for Upskilling and Self-Enhancement Courses: The annual tax relief for attending self-enhancement courses recognised by the National Skills Development Act 2006 will be extended to YA2026.
- Tax Relief for EV Charging Facilities: The annual tax relief for EV charging facilities will be extended for four more years, from YA2024 to YA2027.
- Enhanced Tax Exemption for Women Returning to Work: Income tax exemption for women returning to work after a career break will be extended to YA2028, with the application period extended until 31 December 2027.
- Increased Tax Exemption for Childcare Allowance: The income tax exemption for childcare allowance for children up to the age of 12 will be raised from RM2,400 to RM3,000 per year.
Indirect Tax: - Import Duty and Sales Tax Exemption for Manufacturing Aids: Eligible manufacturers will receive full import duty and sales tax exemption for specific industries and goods, effective from 1 January 2024.
Stamp Duty: - Flat Rate Stamp Duty on Transfer of Real Properties: A flat rate of 4% will be imposed (instead of ad valorem rates) on the transfer of real properties to foreign-owned companies or non-citizen individuals, starting from 1 January 2024.

BMCC Successfully Hosted the Malaysian Civil Servants for Business Visits in the UK |
|

Last week, the BMCC and 15 Malaysian civil servants participating in the JPA Management Development Programme successfully wrapped up a week of business visits across London. After these visits, the participants will start their two-week attachments in various UK companies.
|
|
|
We express our immense gratitude to our gracious hosts who hosted talks and led us and our participants on tours of their sites and facilities. The time we spent this week was invaluable and gave us and the participants the opportunity to gain unique insights into various businesses, share experiences, and explore collaborations. |
|

The BMCC also thanks Unmesh Desai AM, Assembly Member for City and East (Barking & Dagenham, the City, Newham, and Tower Hamlets) for giving us a detailed understanding of the City and East and a site tour of the City Hall - the new sustainable headquarters of the Mayor of London and London Assembly; and His Excellency Dato' Zakri Jaafar, the High Commissioner of Malaysia to the United Kingdom of Great Britain and Northern Ireland, for meeting our delegation and exchanging views and opinions on public services and current issues in the UK. |

We had the opportunity to visit Gamuda Land's offices at Menara Gamuda for an enlightening presentation of their impressive Townships and fascinating facilities.

We introduced potential partnerships with education partners, especially with our Education Committee and the Education arm of the High Commission. We also discussed potential joint venture collaborations to bring in key catalysts like senior living facilities, hospitals, and hotels.
BMCC was represented by our CEO, Jennifer Lopez, and Business Development Manager, Shaayla Jayabhalan. We look forward to working with Gamuda to explore more collaborations and initiatives. |

'Caviar Elegance: A Taste of Opulence' will be held on 20 and 21 October 2023. Limited to 20 guests, the caviar masterclass is priced at RM200 per person and includes a glass of champagne. The six-course dinner is priced at RM550 per person, including a glass of champagne. To elevate your dining experience, the ‘sparkling’ wine pairing is available for an additional RM550 per person.
