Unveiling Malaysia's Progressive Wage White Paper

Dear Subscriber,

The Malaysian government unveiled its Progressive Wage White Paper, proposing a pilot project set to run from June to September next year. The project, open to voluntary participation from selected companies, will focus on those with monthly salaries between RM1,500 and RM4,999, covering approximately four million Malaysian citizens in formal sectors. Notably, multinational and government-linked companies are exempted due to their perceived competitive wage structures.

Scope and Incentives: Encouraging Business Participation
The initial phase will concentrate on two employee categories—entry levels and non-entry levels. An annual allocation for cash incentives aims to incentivise business participation, especially from small and medium enterprises (SMEs). Entry-level posts may receive up to RM200 monthly for 12 months, while non-entry-level posts are proposed to receive up to RM300 monthly for the same duration.

Government Allocation and Criteria: Flexibility and First-Come-First-Served Basis
Government allocation for cash incentives will be contingent on fiscal considerations, with disbursement following a first-come, first-served basis. The proposed allocation, ranging from RM2 billion to RM5 billion, will benefit between 1.05 million to 2.62 million wage earners. An elaborate structure involving quarterly payments to employers and criteria based on wage documentation and employee skill-upgrading courses is outlined.

Implementation Structure: Committees and Collaboration
Executing the progressive wage system will involve cross-ministerial collaboration. The proposed structure includes the establishment of a Progressive Wage Policy Implementation Executive Committee, supported by four working committees focusing on policy development, system development, skills improvement, and annual wage increment. A special Cabinet committee, chaired by Deputy Prime Minister II, will oversee policy direction and implementation strategy.

Potential Scenarios: Impact and Contributions
The White Paper outlines three potential scenarios with varying government allocations and corresponding impacts. Anticipated benefits encompass increased GDP growth, additional contributions to the Employees Provident Fund (EPF), higher income tax revenue, reduced unemployment rates, and a potential rise in the number of taxpayers. However, inflation is expected to marginally increase as consumption and purchasing power rise.

Next Steps: Guidelines, Registration, and Impact Assessment
Economy Minister Mohd Rafizi Ramli announced plans to present salary guidelines for Cabinet approval in the first quarter of 2024. Interested companies can register before the pilot project's commencement in June. The initial phase, involving 1,000 companies, aims to refine the approach before expanding to the entire sector. An impact assessment will be conducted, and findings will be presented to the Cabinet before full-scale implementation, expected post-December 2024. The initiative reflects Malaysia's commitment to progressive wage structures and economic inclusivity.

Malaysia Releases Digital Arrival Card

Effective December 1, foreign visitors entering Malaysia must complete the Malaysia Digital Arrival Card (MDAC) online at least three days before arrival. The MDAC submission includes essential details such as name, nationality, passport number, expiry date, email address, and mobile phone number.

Exemptions from MDAC Submission
Three categories are exempt from MDAC submission: travellers transiting or transferring through Singapore without seeking immigration clearance, Malaysian permanent residents, and Malaysian Automated Clearance System (MACS) Holders.

MDAC Registration Form Details
Travellers need to specify their trip details, including the date of arrival, date of departure, mode of transport (air, land, or sea), and the last port of embarkation.
Autogate Eligibility for Select Countries
Visitors from Australia, Brunei, Germany, Japan, South Korea, New Zealand, Saudi Arabia, Singapore, US, and the UK are eligible to use autogates at Kuala Lumpur International Airport (KLIA) for immigration clearance.

Autogate Usage Conditions
Autogates at KLIA's Terminal 1 or Terminal 2 can be utilised by eligible visitors for both arrival and departure. First-time visitors must submit MDAC three days before arriving and enroll/verify their passport at the manual counter during their initial trip.

Continuous MDAC Submission for Every Visit
Visitors eligible for autogate usage must submit MDAC three days before each visit to Malaysia.

Enrolment Process for Autogate Usage
Successful enrolment is required for visitors to use autogates for immigration clearance during subsequent visits.

Enhancing Entry Efficiency
The implementation of MDAC aims to streamline entry procedures, providing a digital and efficient process for foreign nationals entering Malaysia. Autogate usage for eligible countries further enhances the overall entry experience at KLIA.

Malaysian October Trade Overview Revealed

Last week, chief statistician Datuk Seri Dr Mohd Uzir Mahidin reported that exports in October had decreased by 4.4%, or RM5.8 billion, versus the same month a year ago.
Exports Performance: A Decline with Regional Variances
In October 2023, Malaysia's total trade rose to RM239.5 billion, up from September's RM224.4 billion. However, exports experienced a 4.4% decrease, amounting to RM126.2 billion, compared to the same period last year.

Noteworthy export declines were recorded in states such as Johor, Sarawak, Sabah, Melaka, Negeri Sembilan, Labuan, Kuala Lumpur, and Perlis. In contrast, Kedah, Selangor, Terengganu, Pahang, Penang, Perak, and Kelantan saw increased export figures.

Regional Export Leaders: Penang Holds the Top Spot
Penang maintained its position as the top exporter, commanding a 30.9% share, followed by Johor, Selangor, Sarawak, and Kuala Lumpur. Despite the overall dip, these regional variations highlight the diverse export landscape across Malaysian states.

Imports Stability: Marginal Decline Amidst Regional Contrasts
Imports in October 2023 registered a marginal 0.2% decline, amounting to RM113.3 billion. Lower imports were observed in states like Johor, Penang, Kedah, Melaka, Sarawak, and Kelantan. In contrast, Kuala Lumpur, Selangor, Negeri Sembilan, Pahang, Perak, Labuan, Sabah, Terengganu, and Perlis reported increased import figures.

Leading Import Regions: Selangor Holds Firm
Selangor continued to dominate Malaysia's imports, commanding a 25.9% share, followed by Johor, Penang, Kuala Lumpur, and Kedah. The marginal decline in overall imports suggests stability in the country's import activities, influenced by varying trends across regions.

Insights into Malaysia's Trade Dynamics
These trade insights offer a comprehensive view of Malaysia's economic activities in October, revealing the nuanced performance of exports and the overall stability in imports. The regional disparities underscore the diverse economic landscapes shaping Malaysia's trade narrative.

Despite the challenges, the BMCC looks forward to further economic growth and is more than ready to contribute our services for the advancement of the nation.
