Malaysian Government Proposes Mandatory Employee Provident Fund (EPF) Contribution for Foreign Workers |

Dear Subscriber,
The Malaysian Government has proposed the implementation of a mandatory 2% Employees Provident Fund contribution rate on foreign workers, said Malaysian Prime Minister, Dato' Seri Anwar Ibrahim.
This rate was lower than the initial proposal of 12%. |

Following the tabling of the 2025 budget, the Ministry of Finance, Malaysia proposed that the EPF contribution rate become standardised for Malaysians and foreigners with new employment contracts. The Bill will be tabled in Parliament on Monday, 3 February and will continue until 6 March. With the recent enforcement of the Minimum Wage Order, the proposed 2% contribution from foreign workers' salaries, coupled with a higher minimum wage, could drive up employment costs. Malaysia's Human Resources Minister, Steven Sim Chee Keong reiterated that this measure is to enhance worker equity in the labour markets by ensuring social protection for all workers, in line with international standards, such as Article 68 of Convention 102 of the International Labour Organization (ILO), which guarantees equal rights to social protection for non-citizens. The BMCC supports this progressive move, recognising it as a significant step toward positioning Malaysia as a progressive nation. This initiative enhances Malaysia's appeal as a hub for fair employment practices and quality talent, reinforcing its commitment to equitable growth and long-term economic sustainability.
