Malaysian Government to Launch HGHV Blueprint for Tech and Digital Industry in February
image
The blueprint for the high-growth high-value (HGHV) initiative in technology and digital industries is scheduled for a February 2024 launch. Malaysian Economy Minister Rafizi Ramli explained that this blueprint will provide clear guidance, just like other sector-specific blueprints.
It will focus on fostering startups development and attracting global technology companies to Malaysia. In the coming year, they plan to finalise similar roadmaps for other HGHV sectors. Each sector-specific blueprint will outline targets, initiatives, pilot projects, and government incentives to accelerate growth within these five sectors.

Rafizi shared these updates while addressing the policy-level debate on the ministry's Supply Bill 2024 in the Dewan Rakyat. So far, two out of the five sector-specific blueprints have been introduced: the New Industrial Master Plan (NIMP) 2030 for the high-value electrical and electronics (E&E) industry and the National Energy Transition Roadmap (NETR) for the energy transition-based industry.

The Ministry of Economy is also collaborating with the Ministry of Agriculture and Food Security to develop a sector-specific blueprint for modern agriculture and agro-based industries.

Additionally, a fifth sector-specific blueprint for the rare earth industry will be created in partnership with the Ministry of Natural Resources, Environment, and Climate Change. Rafizi expressed optimism that these HGHV sector-specific blueprints will play a pivotal role in revitalising the country's economy and achieving the targeted 5.0-5.5% gross domestic product (GDP) growth as outlined in the 12th Malaysia Plan Mid-Term Review (12MP MTR) for 2021-2025.
