Bearing in mind economic migrations, labour market fluidity is essential, in order to maintain stable and competitive market. ➡In White Book, FIC Serbia members emphasized the importance of abolishing the conversion of the right of use into the right of ownership on construction land for a fee, introducing the principle of green construction to reduce greenhouse gas emissions, the importance of using ecologically certified construction materials and equipment, the introduction of "green" issuance certificates as an obligation to deal with construction waste following by the regulations on waste management, etc.   E-counters and e-archives are important in improving transparency and shortening procedures in the Cadastre's work, which must continue its intensive digitalization. The optimal solution for speeding up the Cadastre's work is the introduction of additional human resources in addition to the new software development.
