Ambassador MaryKay Loss Carlson was nominated by President Biden on February 4 as Ambassador Extraordinary and Plenipotentiary to the Republic of the Philippines. She was confirmed by the Senate on May 5. Ambassador Carlson is a career member of the Senior Foreign Service with the rank of Minister-Counselor.
Dr. David Klebs is the Economic Counsellor of the Embassy. He studied law at Humboldt University Berlin and King’s College London. After his professional legal training in Munich, Sapporo, and Tokyo, he became a judge at the Local Court of Munich for civil matters. Before coming to the Philippines, he served as a Legal Counsel and Agent of Germany to the European Court of Justice, litigating many cases of economic and international law. Moreover, he is also experienced in competition, arbitration, chemical regulation, data protection, technology and telecommunication. He has been a juror in different international student moot court competitions. He is socially engaged in the church in Germany, focusing on interreligious dialogues, as well as is assisting university education on matters of international commercial law and dispute resolution. Between 2014 and 2016, he was a local parliamentarian in a Munich district council. He holds a PhD in comparative civil law.
Dr. Renato U. Solidum, Jr. is the current Secretary of the Department of Science and Technology (DOST) of the Philippines, with eighteen (18) attached agencies including Research and Development (R&D) institutes, Scientific and Technical Service institutes, Sectoral R&D coordination and funding councils, and collegial bodies on Science and Technology.
He has worked with DOST for the past thirty-nine (39) years and rose from the ranks. He started his professional career at the DOST - Philippine Institute of Volcanology and Seismology (PHIVOLCS) in 1984 where he served in various capacities and became its Director from 2003 to 2017. Prior to his appointment as Secretary of DOST in 2022, Dr. Solidum served as an Undersecretary at the Department for six (6) years and assigned as concurrent Officer-In-Charge of PHIVOLCS. He was the Undersecretary for Disaster Risk Reduction and Climate Change in 2017 and then Undersecretary for Scientific and Technical Services in October 2019, supervising agencies and offices in charge of science education and advocacy, disaster risk reduction and climate change, planning and evaluation and scientific and technological services. He was also designated as a Commissioner for UNESCO National Commission of the Philippines, from 2017-2022.
He is a multi-awarded broadcaster and corporate executive of three decades. Starting his career as an economic journalist in the 1990s, he covered the BSP, Finance, Stock Market, Trade and Industry and Energy beats, giving him an overall view of the country’s business sector. As a newscaster, he has won numerous awards and citations from various local and international groups, including the prestigious Asian Television Awards. As a corporate professional, he has held various executive positions in some of the country’s biggest banking and financial services groups like PNB, Sun Life Financial and RCBC. Prior to joining the government, he was the Vice President for Corporate Communications of Newport World Resorts
Director Redilyn C. Agub, the Assistant Executive Director of the Qualifications and Standards Office of
TESDA, started her career as a Science and Math teacher. Her love of computers and its related
technologies allowed her to bloom into a TVET leader that continually influences TVET educators in the
Philippines.
Ms. Agub is the first trainer to be certified by TESDA for the Competency “Developing Learning Materials
for eLearning” a course under Trainers Methodology Level II for Philippine TVET. She led the
development of courses and management of the TESDA Online Program, the TVET platform that offers
FREE technical vocational courses in the Philippines.
She authored two (2) modules and led the training of lead trainers on Trainer’s Methodology Level 1, a
course required of all TVET trainers in the Philippines. She is also a certified trainer of the module
Develop Learning Materials for e-Learning, a module of Trainers Methodology Level 2.
In her previous assignment as the supervisor of the Curriculum and Training Aids Development Division
(CTADD) of TESDA, she led her team in policy making activities on Curriculum and Learning Systems.
Among the projects she was involved in are the research in Philippine Credit Transfer System (PCTS) and
the Evaluation of the Diploma Level Curriculum which lead to the “Manual for the Evaluation of PQF
Level 5 (Diploma) Programs” which she wrote for TESDA.
Prof. Antonio M. del Carmen has been an educator since 1998. Currently, he is the CEO/President of STI College Santa Rosa Inc., President of the Center for Transformative Learning and a professor at the Ateneo de Manila University Graduate School of Business. Besides being a Board member of the Coordinating Council for Private Educational Associations (COCOPEA), President of the Philippine Association of Private Schools, Colleges and Universities (PAPSCU) and Chair of the Regional Tech Voc Educators Association (RTVEA), he is also very much involved in various other education councils where he actively contributes in formulating and strategizing educational reforms for the Philippines. Dr. Del Carmen has also been an entrepreneur for the past 30 years and is currently engaged in real estate, information technology and back office shared services and in consultancy as an angel investor for some micro, small and medium enterprises. Dr. Del Carmen is also the President of Laguna Industry Network for Knowledge, Innovation & Technology (LINK IT) and the Chairman of the Regional ICT Council of CALABARZON and the Regional Competitiveness Council. He earned his Economics degree and MBA from the Ateneo de Manila, his Diploma in Education Leadership and Management from the Asian Institute of Management and his Doctorate in Education from De La Salle University.

He is also the President of Shin Clark Power Corporation.
He previously occupied the position of First Vice President and Head of MERALCO’s Supply Chain and Logistics Management from July 2018 to July 2020, managing the supply chain (strategic sourcing, vendor management, procurement, and materials management) and facilities engineering and security services.
Mr. Geluz holds a Bachelor of Science in Electrical Engineering from the University of the Philippines. He was the 6th placer in the Board Examination for a Registered Electrical Engineer in 1998 and was the recipient of the 2019 Professional Degree Award in Electrical Engineering from the UP Alumni Engineers/UP College of Engineering
Giles is currently the President of First Philippine Holdings Corporation (FPH), one of the largest industrial conglomerates in the Philippines, focused on Power, Real Estate, Construction Services and Manufacturing and is part of the Lopez Group of Companies. He is also concurrently the President and Chief Operating Officer of First Gen Corporation (First Gen), and the President of First Philippine Industrial Park. He was appointed as the Vice Chairman and CEO of Energy Development Corporation last July 1, 2023. He sits as a board director of FPH, First Gen, Energy Development Corporation (EDC) and Rockwell Land Corporation. Giles joined FPH in 1997 and was assigned to First Gen as its Chief Financial Officer to lead its $1.4 billion fundraising of the 1,500 MW Santa Rita and San Lorenzo gas-fired power plants. Giles also advised and arranged the financing of First Gen’s P58.5 billion acquisition of a controlling stake in geothermal operator Energy Development Corporation (EDC), in 2007. Giles previously worked as the Vice President for the Global Power Group in Singapore and Hong Kong of the Chase Manhattan Bank from 1990 to 1997.
Dr. Villasenor is a Research Scientist at the Kavli Institute for Astrophysics and Space Research (KIASR) of the Massachusetts Institute of Technology. He joined the KIASR as a postdoctoral fellow in 1996 in the search for Gamma Ray Bursts with the High Energy Transient Explorer (HETE-1 and HETE-2) program. He was the Instrument Scientist who led the development of the Soft X-ray Camera flown on HETE-2; later he developed an upgraded X-ray Camera for attitude determination on the DARPA X-ray Navigation project.
Julian Barbadillo is a Packaging Platform Manager in Texas Instruments (TI) Clark, Pampanga. He is currently in charge of a dynamic engineering team which focuses on the development and qualification of differentiated technologies specializing on advanced Wire Bond QFN packages.
Julian has 10 years of experience across multiple Technology and Manufacturing Groups in TI. Hired in TI Baguio as part of TI's Leadership Rotation Program, he was able to immerse in multiple engineering roles in different sites such as Baguio, Sherman (Texas), and Clark. With Julian’s broad hands-on experience from wafer fab to assembly/test and R&D, he has driven various successful qualifications of leading edge packaging technologies in TI Clark.
Mr. Grageda is a Project Manager of the U.S. Agency for International Development. He previously worked for the Asian Institute of Management, where he also earned his master’s degree, with honors, and with the World Bank. He has consulted for ADB, European Union Commission to the Philippines, and several local and international organizations. Earlier, he led the technical team for the Regional Agri-Industrial Growth Centers (RGC) Program of the Philippine Department of Trade and Industry, which managed the studies, infrastructure coordination, and investment promotion for industrial estates proposed by the country’ regions and provinces. At USAID, he manages a portfolio covering basic to higher education, including the Advanced Manufacturing Workforce Development Alliance, or AMDev, a private sector partnership to upgrade workforce skills to meet the rapidly evolving needs of manufacturing industries.
