Kelly is a career prosecutor and former district attorney who has spent 28 years seeking justice for victims in both Cambria and Dauphin counties. During her career, Callihan prosecuted countless child abuse cases, felony sexual assaults and violent crimes in both juvenile and adult courts. She also spearheaded the creation of programs and task forces designed to enhance services for victims in the criminal justice system while working to build treatment courts to address offenders needs and non-profit organizations designed to enhance public safety.
Kelly served as an Assistant District Attorney in Cambria County for 14 years and District Attorney for 10 years. In 2020, she joined the Dauphin County District Attorney’s Office as a Deputy District Attorney and was also the clerical staff supervisor and Open Records Officer. She started her legal career as a full-time Law Clerk to former President Judge Gerard Long in Cambria County and an appointed Juvenile Hearing Officer. She was an Adjunct Professor in the Criminology Department at Mount Aloysius College. She has presented on numerous criminal justice topics to various audiences throughout her career.
From 2011-2019, Kelly served on the Executive Committee of the Board of Directors for PDAA and PDAI and was appointed by the Supreme Court of Pennsylvania to serve on the state Criminal Procedure Rules Committee from 2012 to 2017.
In her tenure as DA, she created the Cambria County Human Trafficking Response Team to raise awareness, train investigators to identify/recover victims and provide needed support; the Cambria County Drug Coalition (CCDC), a collaborative approach to better address the opioid epidemic and reduce the number of overdose deaths; the Circle of Support Child Advocacy Center to ensure the county was utilizing the recommended best practice model for investigating child abuse and serving victims’ needs; the Cambria County Sexual Assault Response Team who trained specialized sexual assault nurse examiners and developed the first known anonymous sexual assault protocol which is now used as a national model; and the Elder Abuse Task Force.
Kelly was active in the implementation of Veterans Court and Mental Health Court. She served as Board Chair of the Cambria County Special Emergency Response Team, was a member of the Criminal Justice Advisory Board, Prison Board, Cambria County Drug Task Force and DUI Task Force.
As a young prosecutor, she designed and implemented an underage drinking and teen driving safety program which was administered in all local school districts and participated in summer Youth Fairs where she visited local playgrounds to talk to kids about remaining drug-free and making good choices.
Kelly holds a J.D. from the Dickinson School of Law (1993), and a B.S. in Health Policy & Administration with a Minor in Business from Penn State University (1993). Kelly lives in Johnstown with her husband Derrick. They have two daughters: Quinn and Molly.

Nate brings to the office over 20 years of trial experience, handling the gambit of criminal prosecutions from summary offenses to homicides in over 25 counties across the Commonwealth.
Nate began his career in the Dauphin County District Attorney’s Office while attending the Dickinson School of Law of the Pennsylvania State University. After working in the drug prosecutions section both as a certified legal intern and as a Deputy District Attorney, he moved to the Centre County District Attorney’s Office where he prosecuted various cases including DUI, vehicular homicide, murder, all serious felonies, and high-profile cases from investigation through appeal. After 12 years, he returned to Cumberland County where he became Chief of Trials. Nate completed two appointments as a Special Prosecutor for the Pennsylvania Office of Attorney General, prosecuting a wide variety of crimes across the Commonwealth. She currently works with the Pennsylvania District Attorneys Association/Institute (PDAA/I) to improve the restitution process statewide by leading numerous restitution trainings, as well as assisting counties with the imposition of restitution and facilitating the collaboration of county agencies. She also presented nationally as a panelist at the NAVAA Conference.
Prior to her consulting work, she was a Restitution Advocate with the Lancaster County District Attorney's Office for 10 years. There she investigated and prepared detailed restitution summaries for thousands of criminal cases in both the Adult and Juvenile Court systems, including restitution requests exceeding $1 million. Deputy Director of Administration and Outreach at Pennsylvania Commission on Sentencing

As deputy director, he provides leadership, executive direction, and oversight for the Commission’s education collaborations and partnerships. Previously, he held the positions of Manager (Education and Outreach) and Sentencing Policy Specialist for the Commission. His work has focused on developing and delivering educational and outreach opportunities to criminal justice stakeholders; policy development, support, and implementation; and promoting best practices to ensure data quality. As a result, he frequently engages with legislative members and their staff, judges, prosecutors, defense attorneys, and court staff (court administration and probation) to accomplish the Commission’s various legislative mandates and duties.
Mr. Meyers is an Assistant Clinical Professor in the Department of Sociology and Criminology at The Pennsylvania State University, where he teaches undergraduate courses in criminology and sentencing.
Prior to his work with the Commission, Mr. Meyers served as a Probation Officer and DUI Court Program Coordinator for the Court of Common Pleas of Centre County (PA); and as a Youth Development Aide for the Pennsylvania Department of Human Services.
Mr. Meyers received a B.A. degree in Crime, Law, and Justice and a Master of Public Administration (MPA) degree from The Pennsylvania State University.
First Assistant District Attorney at Dauphin Co. DA's Office

Before joining the Office of Inspector General, Sprow was a Senior Deputy Attorney General in the Criminal Prosecutions Section of the Pennsylvania Office of Attorney

Deputy District Attorney/Chief - Diversion and Pretrial Unit at Montgomery Co. DA's Office

She is currently the chief of the Diversion and Pretrial Division, overseeing the county’s Pretrial Services Unit, all Diversionary Programs and Treatment Courts, as well as all the entry level attorneys in the office. In addition, she maintains a minimal caseload of homicide cases.
Prior to her current role, Ms. Lloyd served as an Assistant Chief of the Trials Division, overseeing all of Montgomery County’s drug and firearms prosecutions. She was also previously Captain of the Grand Jury Unit, in which she led investigations into public corruption, as well as homicides and other complex investigations. During her tenure as Grand Jury Captain, the Grand Jury issued a comprehensive report on The Opioid Epidemic, which took an extensive look into the overprescribing of pain medication, leading
into the heroin/fentanyl crisis facing not only Montgomery County, but the nation as a whole, and its impact on the criminal justice system. The Montgomery County Investigating Grand Jury also recommended charges against multiple prison guards in a vicious assault committed against two inmates, and the guards efforts to thwart the investigation and cover up their behavior, which Ms. Lloyd prosecuted.
In addition to her current role in the Montgomery County District Attorney’s Office, she serves as a Legislative Liaison on behalf of the Pennsylvania District Attorneys Association. She works with PDAA’s Executive Director, Kelly Callihan, advocating on behalf of the Commonwealth’s District Attorneys with our state legislators, including speaking with elected Senators, Representatives, and their staff on proposed and existing legislation. Ms. Lloyd graduated from Juniata College in 2007 and from Penn State Law in 2010.
Deputy District Attorney - Juvenile Unit at Chester Co. DA's Office

She graduated from Sweet Briar College with a B.A. in Economics, a minor in Environmental Studies, and a Certificate in Business Management. She received her J.D. from Widener University School of Law and joined the Chester County District Attorney’s Office in 1994. After serving several years in the appeals unit, juvenile unit, and miscellaneous court, Renée was assigned to the criminal trial division for five years, after which time she returned to the juvenile unit as a supervisor. Renée has specialized in juvenile delinquency court exclusively for over 24 years.
Renée is the Chair of the PA District Attorney’s Association Juvenile Prosecutor’s Network. She is the former Chair of the Supreme Court of Pennsylvania’s Juvenile Court Procedural Rules Committee, which advises the Supreme Court on matters relating to the procedural rules governing actions for juvenile delinquency and dependency courts. She currently serves on the State Council for Interstate Juvenile Supervision by an appointment of the Governor. Renee is also a member of the Chester County Bar Association and the National District Attorney’s Association. Renée is an active member in the Chester County Juvenile Court Operations Committee, the Chester County Disproportionate Minority Contact Collaborative Committee, and the Chester County Juvenile Justice Advisory Committee. Renée routinely presents trainings to students, parent groups, school administrators, prosecutors, police, and crime victim advocates on the topics including juvenile justice, juvenile court procedure, good decision making skills, and internet safety. In her spare time, she teaches at a local university.
Chief Deputy District Attorney at Chester Co. DA's Office

She supervises all prosecutors and cases assigned to the trial division. She has been a member of the Chester County District Attorney’s Office since 2000. Prior to her present position, Michelle served as a Deputy District Attorney. Although she prosecutes all types of major crimes, Michelle maintains a special emphasis on the prosecution of domestic violence cases. She continues to work closely with police officers in domestic violence investigations and homicides.
Michelle assisted Chester County Municipal Police Departments implement the Lethality Assessment Program (LAP) to help identify victims who are at a high risk for a domestic violence homicide. She drafted the Strangulation statute which was enacted into law in October of 2016. Michelle is an adjunct instructor at the Montgomery County and Temple University Municipal Police Academies. She is also a guest lecturer for the West Chester University Criminal Justice Department.

First Assistant District Attorney at Montgomery Co. DA's Office

In this role, McCann oversees the day-to-day administration of the office as well as supervises the legal staff and the nearly 9,000 cases prosecuted by the office annually.
McCann comes to the Montgomery County DA’s Office after serving for 26 years in the Philadelphia District Attorney’s Office. Most recently, he was the First Assistant District Attorney for more than four years. In that position, he oversaw a staff of 300 attorneys and 200 support staff, managed the annual
budget, oversaw human resources and worked with city administration, police officials and other law enforcement agencies.
Prior to becoming Philadelphia’s First Assistant, McCann served as the Deputy of the Trial Division (2010-2011), Chief of the Homicide Unit (2002-2010), and Chief of the Felony Waiver Unit (1998-2002). He was an Assistant District Attorney in the law and trial division from 1989 when he joined the office to 1998.
A career prosecutor, McCann has been involved in some noteworthy cases and has taken more than 75 jury trials to verdict as well as litigated hundreds of bench trials. He led the grand jury investigation into the death of Danieal Kelly, a 14-year-old girl who died horribly neglected in her home while supposedly being monitored by the City’s Department of Human Services. He personally prosecuted and obtained convictions on all nine defendants charged in the case.

Jaime taught many courses presented by the Pennsylvania District Attorneys Institute. In 2007, he was the first recipient of PDAI’s Distinguished Faculty Award. He is a frequent speaker at law enforcement and non-law enforcement classes, training, and programs. He has presented for agencies including the Pennsylvania Office of Attorney General, various County District Attorney Offices, the Pennsylvania State Police, the Municipal Police Officers’ Education & Training Commission and various State, County, and Municipal agencies.
Jim French is a Regional DUI Program Coordinator with the Pennsylvania DUI Association. He is a retired police officer with a total of 31 years of experience. He began his law enforcement career in Pennsylvania in May of 1993. Jim transferred to the Baltimore County Police Department in 1998 and retired in 2018. Since that time, he has worked as a policeman in Maine and Pennsylvania. Jim is an Impaired Driving and Crash Reconstruction expert. He also maintains Drug Recognition Expert Instructor-Trainer certification. During his police career, Jim focused on Impaired Driving Enforcement. He instructed Mobile Field Force, all levels of Impaired Driving Enforcement training, DRE, DRE Instructor and Crash Reconstruction. During his police career he received numerous awards and was a four-time recipient of the MADD DUI Enforcement Award. When not working, you can usually find him on horseback in a historical setting because he is a history nerd!
Chief Deputy District Attorney at Dauphin Co. DA's Office

He has prosecuted numerous homicide cases. He also serves as the office ombudsman. Academy since 2005. In addition to teaching Constitutional Law, Criminal Law and Criminal Procedure to
academy cadets, he also presents police officer trainings for the Municipal Police Officers’ Education and
Training Commission. Additionally, he has lectured on the role of the District Attorney at the Pennsylvania State Police Academy in Hershey, PA. In 2013, he helped develop a citizen friendly firearm law training course for the Harrisburg Area Community College

As District Attorney, Kevin serves as the chief law enforcement officer of Montgomery County overseeing the 155 prosecutors, detectives and staff in his office as well working with the police in the 50 departments in his jurisdiction and other federal, state and local partners.
Along with Kevin’s administrative responsibilities as District Attorney, he continues to personally prosecute cases in court and has a deep commitment to victims and victims’ rights. He was honored in 2019 for his work on behalf of victims with the Governor’s Victims Service Pathfinder Award.
Throughout his career, Kevin has been committed to community involvement and public service. He currently serves as the President of the Pennsylvania District Attorneys Institute, on the Board of Directors for the National District Attorneys Association and as a member of the Major Counties Council for the Association of Prosecuting Attorneys.
Kevin is the Board Vice President of Penn Wynne-Overbrook Hills Fire Company as well as a board member of the Baldwin School, Mission Kids Child Advocacy Center and the Montgomery County.
He just completed a year serving as Chairman of the Liberty Mid-Atlantic High Intensity Drug Trafficking Area Executive Board. A longtime Penn State alumni volunteer, Kevin served on the Penn State Board of Trustees (2017–2019), as Penn State Alumni Association President (2015–2017) and on the Alumni Association’s Alumni Council (2005–2019).
Kevin was inducted into the American College of Trial Lawyers, and has taught prosecutors for the Pennsylvania District Attorneys Institute.
Special Services Unit at Montgomery County Detectives

Prior to becoming Lieutenant, Azeff was a detective assigned to the Violent Crimes Unit of the Montgomery County Detective Bureau. His duties include Covert video and surveillance operations along with video forensics. Prior to this appointment Azeff was an Officer with the Whitpain Township Police Department since 1989 serving in the patrol, public relations and detective divisions and as the Video Forensic Analyst. He is also a graduate of Southwest University and is currently an instructor in the fields of Video Forensics and Covert Video Surveillance operations. As a Video Forensic Analyst, he is a qualified expert in video forensics and has processed hundreds of videotape related crimes that have been prosecuted over the past several years. Prior to and during his law enforcement career, Azeff was a Video Engineer with CCI Communications, an industrial/broadcast video production company.
Prior to working full time with the County Detective Bureau, Azeff was a Special County Detective with the Montgomery County District Attorneys Municipal Drug Task Force. As a Special County Detective, his main assignment is Technical Services, which includes the installation and manufacturing of covert video and audio systems to be worn by informants or mounted in vehicles and buildings. While with the Municipal Task Force, Azeff has been involved with hundreds narcotic and other criminal investigations utilizing covert video and audio surveillance techniques. He has also been called to assist other agencies and officers in Montgomery, Chester, Berks, Bucks and Pike Counties and has been “A” certified in wiretap operations since 1992 and currently “B” certified since 2006. Azeff had instructed at several Pennsylvania District Attorneys Conference, the Pennsylvania County and State Detectives Association conference and the Connecticut International Association of Identification conference in the use of covert video and video forensics.
Azeff has consulted and implemented covert and overt video surveillance operations with the Federal Bureau of Investigations, US Department of Interior, Pennsylvania State Police and surrounding County and Local Municipalities in Pennsylvania.
Violent Crimes Unit at Montgomery County Detectives
https://www.montgomerycountypa.gov/102/District-AttorneyWorking in law enforcement since 1986, Erick Echevarria is currently the Lieutenant for the Violent Crimes Unit with the Montgomery County District Attorney’s Office. He previously was a detective assigned to Narcotics Enforcement Team. His law enforcement career started in the Montgomery County Correctional Facility, where he reached the rank of Lieutenant. His duties included the discovery and detection of illegal drug smuggling within the institution and being the institutional contact for the Narcotics Enforcement Team. This position led to multiple investigations both inside and outside of the Correctional Facility.
Detective Echevarria participated in hundreds of drug investigations; from street level drug purchases to multiple wiretap investigations. He has been the affiant of fifteen wiretap investigations. Fourteen of these wiretap affidavits were for Violations of the Controlled Substance, Drug, Device and Cosmetic Act and the other pertained to a Homicide investigation which led to a plea to murder and the arrest/conviction of a conspirator in the murder. Detective Echevarria has done extensive work undercover where he worked as a drug user purchasing smaller quantities of illegal drugs; a large-scale drug dealer purchasing large quantities of illegal drugs such as: multiple kilograms of cocaine and 1100 pounds of marijuana; a drug supplier; illegal gun purchaser; and also as a hit man.

Detective Cameron M. Parker is a member of the Montgomery County District Attorney’s Detective Bureau and is currently assigned to the Narcotics Enforcement Team.
Detective Parker began his law enforcement career in 1994 as a police officer in the City of Reading, Berks County, Pennsylvania. While employed by the City of Reading, he was assigned to the Uniform Patrol Division and the Crime Prevention Unit. Detective Parker also had temporary assignments to the Neighborhood Enforcement Team and the High Crime Unit. The primary focus of these units was to improve the quality of life within the City of Reading by apprehending individuals and groups that were involved in open air drug sales and other criminal activity in areas of the City that had been designated as “High Crime” neighborhoods.
Detective Parker was hired as a police officer by the Lower Merion Township Police Department, in Montgomery County, Pennsylvania, in August of 2000, and was initially assigned to the Uniform Patrol Division.
Detective Parker was assigned to the position of Field Training Officer (FTO) in January of 2004, and was responsible for supervising, training and evaluating newly hired police officers during their first year of service.
Detective Parker was temporarily assigned to the Investigations Unit in June of 2006 and trained to be a Platoon Investigator (PI). After completing his training, Detective Parker was reassigned to a patrol platoon as an investigator. As a Platoon Investigator, Detective Parker was responsible for handling follow-up investigations; interviewing arrestees, suspects, victims and witnesses; processing crime scenes and assisting members of the Investigations Unit.
Detective Parker was assigned to the Investigations Unit, as a Detective, in August of 2010. Detective Parker was later assigned to the District Attorney’s Local Drug Task Force as a Special County Detective and serviced as his department’s Task Force Coordinator.
Detective Parker was assigned to the Montgomery County District Attorney’s Narcotics Enforcement Team (N.E.T.) as a special county detective in September of 2013. While assigned to the narcotics enforcement team, Detective Parker participated in investigations of individuals and organized groups involved in the trafficking of controlled substances within Montgomery County and the surrounding communities.
Detective Parker was reassigned to the Lower Merion Police Department’s Investigations Unit in September of 2015, as the Narcotics Detective. Detective Parker was responsible for conducting and overseeing all drug investigations initiated by the Lower Merion Township Police Department. Detective Parker was a member of the Montgomery County District Attorney’s Drug Task Force and cross designated as a Montgomery County Special Detective. Detective Parker served as the Lower Merion Police Department’s task force coordinator.
Detective Parker was hired by the Montgomery County District Attorney’s Detective Bureau in September of 2017 and assigned to the Narcotics Enforcement Team as a County Detective. Detective Parker is assigned to oversee a portion of the Montgomery County District Attorney’s Drug Task Force and assist in the supervision of eight Montgomery County Police Departments and their drug investigations.

Attorney Fetterman has been an Assistant District Attorney since February 1999. Attorney Fetterman has represented the Commonwealth in over 125 jury trials, including 22 homicide trials. Since 2005, Attorney Fetterman has served as a trial advocacy instructor for the Pennsylvania District Attorneys Institute. He is a 1995 graduate of Penn State Dickinson Law and a 1992 graduate of the University of Delaware. He lives in Manheim Township, Lancaster County with his wife and three sons.
