• Sudarshan is UNDP’s Regional Tax Specialist for the Asia-Pacific region. As the RTS-AP, he is the regional focal point coordinating with the Country level tax specialists
in implementing & monitoring tax-based projects that will assist countries to
achieve their Sustainable Development Goals. The projects pertain to various
thematic areas such as Gender, Health, Tax Incentives, Energy Transition, Digital
Tax, Digitalization of Tax etc.

• On the professional front, he is a qualified legal attorney, certified mediator and
chartered accountant from India. He has a Master’s in International Tax Law from
the Vienna University of Economics & Business (WU) as a FIT Scholar.

• His major focus areas are on International Economic Laws viz., International Tax,
Trade & Investments Laws.

• Before his foray into the development sector, he was in private practice as a legal
practitioner & also as a researcher focusing on technical research in his focus
areas for major think tanks, civil society groups and Governments.

• He has appeared for the state on taxation matters as well as on investment
arbitration disputes. Further, as also contributed technically to trade negotiations
towards free trade agreements and also as an expert witness. He has been on the
Government constituted advisory panel on economic reforms and tax reforms.

• He is a regular visiting faculty on the subject of taxation and investment laws for
academic institutions in India & outside India.

• A development worker with 15 years of experience
• Currently serving as the SDG Specialist of the UNDP Philippines;
before this role, he was the Programme Coordinator of the UN
Joint Programme on Integrated National Financing Framework –
which focuses on accelerating financing for the SDGs.

• Prior to joining UNDP, he was part of the Philippine Government
where he served as the former Operations Head of the National
Household Targeting System for Poverty Reduction or Listahanan,
and Former Head of the M&E Division of the Department of Social
Welfare and Development – Policy Development and Planning
Bureau.

• He is a Chevening scholar, with Master’s degree on Political
Economy major in Development from the University of
Manchester, United Kingdom; and BA Public Administration,
Magna Cum Laude graduate from the University of the Philippines
Diliman – National College of Public Administration and
Governance (UP-NCPAG)
